SECTION III
GEOTECHNICAL REPORTS
A. FEASIBILITY EVALUATION
All properties shall be evaluated for feasibility. For that evaluation a site plan showing the location and dimensions of the property is necessary. The site plan should be of sufficient detail to outline existing topography and proposed grading. It is not necessary to provide information on existing topography in flatland areas (less than 4 percent surface relief). Excavations for slopes, basements, etc. should be identified on the Feasibility map.
A detailed Feasibility evaluation should be performed for properties with flaws that would affect the design process; i.e., necessitate design around a defect. Adverse conditions could be active faults, nuisance water disposal and large preexisting landslides. Since these conditions entail different geotechnical investigation techniques they are considered as separate issues in the following text. A project may have more than one adverse condition and the analysis would be a combination of the following:
- Active Fault Potential: Prior to the design phase, a fault study must be prepared on properties within an Alquist-Priolo Special Studies Zone and those outside that zone which may be affected by the trace of an active fault. The fault study should be along the following outline:
- A photo lineament study should be performed. A map should be prepared that shows all possible lineaments. Scale of the map will be dependent upon size of the property and detail and expression of the lineaments.
- The consultant is encouraged to discuss the findings of the photo-lineament analysis with the reviewer.
- Any Alquist-Priolo Special Studies Zones limits shall be shown on a base map with a minimum I" = 2,000' scale.
III-1
- A fault trenching program should be implemented to evaluate all suspect fault features.
- Relative age dating of soils and geomorphic features by a qualified soil and geomorphic stratigrapher may be necessary on a case by case basis depending upon the site conditions.
- Continuous faults that have insufficient soil cover to allow age assessment and are structurally associated with active fault regimes will be considered active. Correlation of these fault conditions between tracts may be performed on a case by case basis.
- Active faults identified by the consultant shall be located by a registered land surveyor and shown on the geologic or fault map which utilizes the final grading plan.
Nuisance Water Disposal: During the feasibility phase, tracts in impermeable soil/bedrock areas or high groundwater locations will be evaluated for effectiveness of drywell disposal of nuisance water. The feasibility of the nuisance water drywells will be substantiated by on-site percolation tests. The nuisance water evaluation will be in general conformance with the guidelines covered in Section V, Nuisance Water Management.
Large Landslides: Evaluation of large landslides will be performed in the feasibility phase of tracts in hillside (slopes steeper than 5:1) areas. Where landslides are present or suspected, sufficient subsurface exploration will be required to determine the basic geometry and stability of the landslide mass and the required stabilization measures. Gross stability studies and pseudostatic analyses must indicate calculated safety factors of at least 1.5 and 1.1 respectively.
B. DESIGN PHASE
After a project is considered feasible it should go to the geotechnical design phase. This phase requires a thorough geotechnical study for review. The design geotechnical study is based on the grading or construction plan to be used for earthwork or construction. A geotechnical report should be prepared that considers pertinent soils engineering, geologic and hydrogeologic conditions. It would present recommendations including but not necessarily limited to site grading criteria,
III-2
collapsible soil distribution and treatment, foundation design, slope stability for cut and fill slopes 10 feet or higher, lateral earth pressure, and location and effects of nuisance water. In some cases these questions would have to be answered, at least in part, during a feasibility stage investigation. Following are general minimum guidelines for this phase of tract development.
Grading Plan
- The tract grading plan shall be at a minimum scale of 1" = 40'. Smaller projects shall have a scale suitable to define grading and foundation parameters. All grading plans shall be on a 24" x 36" sheet of 3 mil mylar.
- The first sheet of the grading plan shall be wet ink signed and dated by both the tract geotechnical consultants and the civil engineer.
- Building setbacks from recognized active faults shall be clearly identified on the grading plan. Special foundation zones shall be shown on the grading plan or identified in the grading notes.
- Cut/fill lines shall be shown on the grading plan.
- The locations of proposed structures, surface and subsurface drainage facilities, paved surfaces, drywells, etc., shall be clearly shown on the grading plans.
C. GEOTECHNICAL REPORT
- The geotechnical report shall consider all applicable and pertinent earth conditions at the site. The relationship of the site to the regional geologic framework shall also be discussed.
- The geotechnical report shall, at a minimum, consider and present the following general requirements where applicable:
- Geologic map and cross sections shall be prepared in all bedrock areas. The geologic base map should be the final grading plan. The cross sections should be oriented to best demonstrate site geologic structure. If desired an additional larger scale map may be used to illustrate site geology.
Ⅲ-3
- All subsurface exploration locations should be shown on a map that utilizes the final grading plan as a base. They may be shown on the geologic map.
- All subsurface explorations shall have a descriptive log. The log shall, at minimum, provide ground surface elevation, the depth of all samples, unified soils classification, depth to ground water (if encountered), all geologic measurements and description of all encountered materials.
- Sufficient geologic measurements taken from explorations, photo lineaments, outcrop or referenced studies should be shown on the geologic map to define the geologic structure of the project.
- The site earth materials and geologic structure shall be discussed.
- Regional geology shall be discussed.
- Rippability shall be considered.
- Large rock disposal and handling shall be discussed.
- Seismicity of the region and site should be evaluated.
- 3 The geotechnical report shall consider slope stability.
- This applies to deep-seated stability of natural, cut and fill slopes. Surface stability (i.e., infinite saturated slope within 3 feet of the face) of slopes should be calculated for all slopes greater than 10 feet high.
- All graded slopes should be at a ratio of 2:1 or flatter.
- All slopes should have a calculated safety factor of 1.50 or greater under static conditions. Pseudostatic analysis with at least 1.1 safety factor may be required.
Ⅲ-4
- The consultant should provide recommendations for control of erosion/surficial deterioration for graded slopes with low cohesion near surface soil or bedrock geologic structure.
- Any geologic structure (i.e., bedding, joints, fault surfaces etc.) should be Utilized in the stability analyses.
- Strengths utilized in the stability analyses should be derived from laboratory tests on the material that is considered for hypothetical failure.
- Representative geologic cross section(s) shall be developed for all slopes that have geologic structure and are analyzed for slope stability.
- Laboratory testing for shear strength should be performed on water saturated samples.
- The geotechnical report shall discuss and present soils engineering parameters. The minimum guideline requirements for soils engineering studies are as follows:
- Each site must have a soils engineering study.
- Soils engineering studies shall be based on adequate and sufficient laboratory testing which should consist of; but not necessarily be limited to, soil compressibility; shear strength; dry density and optimum moisture content; and expansion potential.
- The potential for soil collapse must be evaluated.
- Subsurface explorations for the soils engineering report should be shown on a plan with a scale sufficient to describe their location (not necessarily a $1" = 40' scale).
- Recommendations for soil removal, foundation design, retaining wall design, slope stability (deep and surficial), compaction requirements and any other pertinent soils condition should be presented.
- Liquefaction potential should be considered where applicable.
- The geotechnical report shall consider rising water potential as it affects the proposed development.
- Rising water is any water that daylights as seepage, springs or flows at the earth surface. It can be the result of landscape watering, natural rainfall and runoff or rising ground water table. It generally occurs after grading when geologic structure in combination with artificial fill and landscape water produce daylighting of subsurface water.
- All areas of fill over low permeability bedrock shall be evaluated for rising water potential.
- Any geologic boundary (i.e. faults, formational contacts, etc.) shall be evaluated for rising water.
- Subdrains shall be designed and specifications presented for control of rising water. They should be discussed and described in the geotechnical report and shown on the grading.
- The geotechnical report shall include an analysis of nuisance water drywells. Minimum report guidelines are as follows:
- Permeability of soils and bedrock should be determined by on-site percolation tests.
- The percolation tests should take into account the interval where nuisance water will be discharged. Testing outside the injection zone is not applicable.
- Barriers to ground water flow should be identified by subsurface exploration.
- Depth to bedrock and ground water should be determined. This can be achieved by reference documents in deep alluvial or ground water areas.
Ⅲ-6
- The subsurface effects of nuisance water injection shall be determined by the consultant. This includes potential for soil hydroconsolidation and daylighting (rising) water on and off site.
- Mounding potential of discharged water should be determined.
- The appropriate City guidelines should be utilized for design, construction and testing of the drywell (refer to Section V for further guidelines).
- Site grading details and specifications shall be in the geotechnical report and on the grading plan. Typical items that would be discussed include, but is not limited to, the following:
- Buttress key dimensions shall be indicated in the report and shown on the grading plan.
- All subterranean drainage devices shall be shown on the grading plan.
- Cut slopes converted to fill may require subdrains.
- Filled major canyons require subdrains.
- Subdrain material specifications shall be in the report.
- Subdrain design (i.e., volume of filter material, pipe specifications, etc.) should be shown in the report.
- Fill placement specifications should be presented and field guidelines for approval of over-excavation bottoms given.
- The grading plan to be used for earthwork should be reviewed by the geotechnical consultant for conformance to their recommendations.
- The grading plans submitted to the City should be wet ink signed and sealed by the design geotechnical consultant(s).
Ⅲ-7
D. FINAL REVIEW

- General in-grading review guidelines are:
- The City Inspectors will provide regular in-grading inspections, as needed. If desired, the consultant of record or the City Inspectors may contact the City Engineering office for a site visit by the appropriate City professional or consultant.
- In-progress grading (interim) may be prepared by the consultant for review. These reports would discuss the grading progress and any changes from the original design. Changes in design to be reviewed by the City.
- Major design changes should be reviewed by the geotechnical consultant and recommendations submitted for approval with plan revisions to City Engineering.
- After grading, a final geotechnical report shall be submitted for review. It shall, at a minimum, contain the following information:
- A general description of the grading operations and encountered conditions. Deviations from the design report shall be identified and explained.
- Where necessary, a geologic map shall be provided which shows the as-built geologic conditions. It shall include mapping of faults, geologic contacts and bedding attitude measurements.
- Subdrain locations shall be shown on the as-graded map.
- Buttressed slopes shall be shown on the grading plan. If conditions other than those anticipated by the design report were encountered during grading, stability calculations should be presented in the report.
Ⅲ-8

E. DESIGN
Street improvements shall be designed in accordance with the policies and criteria set forth in the Los Angeles County Road Department Design Manual incorporated by reference in these Design Standards and the following:
- The street structural section shall be determined from "R" values obtained from material gathered from the level of the proposed subgrade using the State of California Division of Highways design method. In no case shall the minimum street section be less than 3 inches asphalt concrete and 4 inches of aggregate base. The aggregate base section may be comprised of an equivalent section of aggregate base and aggregate subbase, but in no case shall the aggregate base be less than 4 inches. If deep lift asphalt is used the minimum section shall be 7 inches of A.C. (see Figure IV-1, page IV - 3).
- Arc length on centerline of horizontal curve shall not be less than 100 feet unless the centerline radius is greater than 3,000 feet. At an intersection, only that portion of the curve outside curb returns can be used to satisfy this requirement.
- In hillside terrain, or if other design constraints are present, curve radii may be reduced (with corresponding super elevation) in conformance with the L.A. County Highway Design Manual, and shall be subject to the approval of the City Engineer.
- If a highway changes classification and width at an intersection the typical section of the higher classification shall be carried through the intersection and then transition back to the lower classification. This transition is normally 600 feet and is subject to the approval of the City Traffic Engineer prior to approval of the improvement plans.
- Corner cut-offs are required at all highway intersections, including intersections with local streets. Local-to-local street intersections also require corner cutoffs. (see City of Palmdale Std. No. C-7 series)
- Adjacent intersections along the highway, but on opposite sides and offset in a direction in which left turns will not be in conflict, should be spaced a minimum of 150 feet centerline to centerline.
- When new asphalt is joined to an existing street, one inch depth of asphalt shall be removed from the edge of pavement to the centerline of the street and shall be overlayed with one inch of asphalt to the satisfaction of the City Engineer. The means of removal shall be cold planing or any other means of removal approved by the City Engineer.
- Major highways may require raised medians. (This to be determined by the City Traffic Engineer). All access points are subject to approval by the City Traffic Engineer.
- Local and Collector streets:
- Definition:
- Local Street - (58' & 60' R/W) A street with direct residential frontage with Average Daily Traffic (ADT) volumes not exceeding 1200 vehicles per day.
- Collector - (64' R/W) A non-arterial street normally through a residential area, designed to collect traffic from local streets and distribute it onto arterial highways. Residential collectors are designed to carry traffic volumes generally greater than 1200 vehicles per day but less than 4000 vehicles per day. No direct residential access is permitted.
- General Design Criteria for Local Streets and Collectors:
- Collector streets - Minimum centerline radius is 300 feet.
- Local streets - Minimum centerline radius is 250 feet.
IV - 17
- Curb returns shall be designed by the "plane method"; see City of Palmdale Standard Plan No. G-4.
- Standard cul-de-sacs are required for all permanent dead-end streets and may be required for temporary dead-end streets if future development seems remote. The following are recommended maximum lengths of cul-de-sacs.
- 500 feet in length when serving land zoned for industrial or commercial.
- 700 feet in length when serving land zoned for residential uses having a density of more than four dwelling units per net acre.
- 1000 feet in length when serving land zoned for residential uses having a density of four or less dwelling units per acre.
- Vertical Curves:
- The minimum length of vertical curves will be governed by the Algebraic Grade Differential as noted in the table below:
| Algebraic Difference In Grades (% | Minimum Length Local | Vertical Curve (ft) Major/Secondary |
|---|---|---|
| 0.50 & Less | Not Required | not Required |
| 0.51-1.00 | Not Required | 80' |
| 1.01-2.00 | 60' | 80' |
| 2.01 & Greater | 100' | 120' |
In addition to the previous table, the minimum length of vertical curves shall comply with current Los Angeles County Public Works Department Standards (refer to 1972 Los Angeles County Road Department Design Manual). The minimum length of crest vertical curves shall be governed by passing sight distance, if appropriate (Plate 2.5 - 01), or by stopping sight distance (Place 2.5 - 02). The minimum length of sag vertical curves shall be governed by Headlight Sight Distance (Plate 2.5 - 03).

GUIDELINES FOR CURB, GUTTER AND SIDEWALK
These guidelines set forth the minimum acceptable requirements for curb, gutter and sidewalk in the City of Palmdale. Listed below are the conditions under which these requirements apply.
Following is a graphic presentation of street sections, showing required curb, gutter and sidewalk improvements in their proper dimensions.
As a matter of clarification, the width of sidewalks adjacent to curb are measured from the back of curb to the outside edge of sidewalk (i.e., a 5' wide sidewalk adjacent to curb includes only the sidewalk width and not the width of the curb):
1. SINGLE FAMILY RESIDENTIAL STREETS
a. In urban areas where the minimum size of single family residential lots is less than or equal to one acre, standard (6" or 8" standup face) curb and gutter, 5' wide concrete sidewalks and concrete drive approaches shall be required on both sides of streets of the following classifications:
- Residential collector (64' right-of-way).
- Local residential (60' right-of-way).
- Residential cul-de-sac (58' right-of-way)
Service roads (roads having access on one side) shall require curb and gutter on both sides of the street and 5' wide sidewalk on the fronting side of the street.
b. In urban areas where the minimum size of single family residential lots is greater than one acre, curb, gutter and sidewalk requirements shall be determined by the City Engineer for approval on a case by case basis.
IV - 25
- In areas having City approved Memorandums of Understanding (MOUs) where there is a conflict between the provisions stated in Paragraphs a and b above and those MOUs, the MOUs will take precedence. Areas known to have active MOUs include, but are not limited to the following associations:
- Sunnyside Farms
- Shadow Acres
- White Fence Farms II
- White Fence Farms III
- El Dorado
- Westside Park
- Royal Lanes
- In areas having specific plans where there is conflict between these provisions and the provisions in those specific plans, the provisions of the specific plan will take precedence except where the conflict would adversely affect public safety and welfare.
- For property adjacent to any major or secondary highway or master plan highway, construction of standard (6" or 8" stand-up face) curb and gutter and full width (back of curb to property line) sidewalk shall be required. An exception may be granted for highways adjacent to rural single family residential subdivisions where the minimum lot size is greater than one acre. In that case, standard (6" or 8" stand-up face) curb and gutter shall be required at a minimum. In areas designated as rural or mountainous, where there are exceptions to these requirements, specific requirements shall be cited on a case by case basis.

SECTION V
DRAINAGE MANAGEMENT PLAN
INTRODUCTION
The City of Palmdale is currently planning significant improvements to the existing drainage system. Presently most storm runoff traverses the city as surface flows and are subject to concentration and increased short duration peaking in areas where development is occurring. Nuisance waters travel exceptionally long distances as gutter flows, and attain unacceptable depth and width of flow on flat reaches of streets.
It is the policy of the City of Palmdale that each development greater than five (5) acres (gross) in size be responsible for on-site mitigation of the short duration peak flows caused by the development. In addition, nuisance flows generated on-site shall be mitigated in every development.
Peak flow mitigation shall be accomplished by utilizing landscaped detention, retarding or retention basin(s). Other methods of peak runoff attenuation will be considered on a case by case basis. Until the drainage system allowing the disposal of nuisance flow is in place, the preferred method of nuisance flow mitigation is by subsurface injection utilizing dry wells.
Nonstructural flood protection measures (flood plain management) will be used within the Little Rock Creek and Big Rock Creek Watersheds as well as at upstream portions of all watersheds including Portal Ridge, Amargosa, Anaverde, Pearland, Little Rock and Big Rock drainage areas.
For the flood plain management areas, development within the floodway determined based on the capital flood will not be allowed. Development outside the floodway will be allowed at the current general plan land use designations. Refer to pages V-24 and V-25 for the definition of "Floodway".
After a review of drainage ordinances, hydrologic and hydraulic design manuals, and related material and flood control methodologies for adjacent and nearby drainage authorities, and input from the engineering community, this drainage management plan has been developed for the City of Palmdale as a guide for planning and design of master and local drainage facilities. The major sections in this Drainage Management Plan are: A) Hydrologic Protection Levels, B) Hydrologic Design Standards and Procedures, C) Hydraulic Standards and Procedures, D) Peak Flow Reduction Facilities, E) Percolation test procedure for retention basin design, and F) Nuisance Water Management.
A. HYDROLOGIC PROTECTION LEVELS
- Capital Flood Protection (based on runoff resulting from a rainfall with a probability of occurrence of once in 50 years). The following shall be designed for the Capital Flood:
- All regional facilities as described in the City of Palmdale Drainage Master Plan or as modified by the City Engineer.
- Natural Watercourses
- Open channels, closed conduits, bridges, dams, detention basins and debris basins which are constructed in or intercept flow from natural watercourses.
- Floodways.
- Natural depressions or sumps. Secondary overflow will be provided for all sump areas.
- Culverts under arterial highways, except interim low flow culverts constructed for the purpose of eliminating cross gutters.
- The lowest finish floor elevation of all habitable structures shall be a minimum of one-foot above the maximum water level resulting from a Capital Flood.
2. 25-Year and 10-Year Storm
All master plan and local drainage facilities will generally be designed so that:
- The peak runoff from a 25-year storm will be contained within the street right-of-way (see Figure V-1).
- The peak runoff from a 10-year storm will be contained at or below the street curbs (see Figure V-2).
V-2
C. For undivided major and secondary highways, one twelve (12) foot lane in the center will be clear of water for a 10-year storm peak runoff. For divided highways, one ten (10) foot lane in each direction will be clear of water for the peak runoff from a 10-year storm at ultimate development conditions (see Figure V-3). Subdivisions adjacent to highways with pre-existing flooding will be considered on a case-by-case basis.
If a storm drain is required to meet any of the three conditions listed above, it shall be designed for a minimum capacity of the peak flow from a 10-year storm. If a master planned storm drainage facility is proposed through the project which would mitigate the flooding, the developer may be required to construct the facility.
B. HYDROLOGIC DESIGN STANDARDS AND PROCEDURES
The design of all master and local facilities will be in accordance with the following standards and procedures:
- Hydrologic calculations will be performed in accordance with the Los Angeles County Department of Public Works Hydrology Manual except the initial time of concentration will be determined from Figure V-4 and used in the subsequent calculations. Figure V-4 may be used, subject to the limitations of length and area.
- Design frequencies will be as described under "Hydrologic Protection Levels".
- Where applicable, the design shall include provisions for future extension of the drainage system to serve the entire drainage basin.
- Required submittals - Improvement Plan Stage
- Hydrology map on a scale of 1:500 or larger (e.g. 1:200) showing the entire drainage area tributary to a master plan drainage facility or a regional drainage facility. It will show the entire tributary area with contours/elevations, drainage area sizes, catch basins, connector pipes, mainline pipes, and the pertinent discharge data. Appropriate soil classifications and land use information will also be submitted.
V-3
Hydrology calculations shall show points of concentration, area (sub-areas and cumulative area), soil type, time of concentration, rainfall zone/intensity. percent impervious, subarea runoff, total runoff, conveyance facility size, length, slope, flowline used in the calculations and other characteristics.
Additionally, detention, retarding and retention basin design calculations shall be submitted.
- Plan of the proposed road system with grades and typical street cross-sections.
- Hydrology calculations. Hydrology calculations will be stamped and signed by a registered civil engineer.
- Two copies of the above will be submitted in the form of a report.
5. Required submittals - Tentative Map Stage
A preliminary drainage study shall be submitted to the City at the time of Tentative Map submittal. The submittal shall be in the form of a report, including drainage maps.
At this stage, runoff rates may be estimated using Figures V-5, V-6, and V-7. Retarding and detention basin volumes may be assumed as one acre foot for each 10 acres of single family residential land use and 1 acre-foot for each 5 acres of multi-family residential, commercial and industrial land uses. Retention basin volumes will be determined using Figure V-9.
It must be understood that the requirements for this stage may result in facilities sized smaller than those based on detailed hydrologic studies described in Sections V.B.1 through V.B.4. Approval of a Tentative Map based on the requirements of Section V.B.5 will in no way represent approval of the final drainage design. The final drainage facilities will be designed per the requirements of V.B.1 through V.B.4.
V-4
C. HYDRAULIC STANDARDS AND PROCEDURES
1. General Hydraulic Criteria
- Hydraulic calculations will be in accordance with “Los Angeles County Flood Control District Design Manual, Hydraulic”, latest edition.
- Closed conduits may be designed as flowing full and may be allowed to flow under pressure if the hydraulic grade line is sufficiently below the street surface to intercept catch basin flows with a minimum of 0.5 ft. freeboard in the catch basin below the gutter invert. (For catch basins outletting to detention or retention basins, this requirement may be waived by the City Engineer.) See Figure V-8.
- In any street or highway, the depth of water at curb times the velocity shall not exceed six. When this condition cannot be met, catch basins will be required to intercept the flow.
- Where debris may be expected, the design flows will be increased by an appropriate bulking factor.
- All closed conduit designed to flow under pressure, including connector conduit from catch basins to main line storm drains, shall be constructed with watertight gasket-type joints per section 306 of the Standard Specifications for Public Works Construction published by the American Public Works Association.
2. Design Requirements for Manholes
- Spacing - Manholes shall be located at beginning or ending of curves, pipe size changes, angle points, junctions and as required for maintenance.
- Conduit diameter 30 inches or smaller, manholes shall be spaced at intervals of approximately 300 feet. Where the proposed pipe is less than 30 inches in diameter and the horizontal alignment has numerous bends or angle points, the manhole spacing shall be reduced to approximately 200 feet.
- Pipe diameter larger than 30" but smaller than 45", manholes shall be spaced at intervals of approximately 400 feet.
V-5
- Conduit diameter 45" or larger, manholes shall be spaced at intervals of approximately 500 feet.
- The spacing requirements shown above apply regardless of design velocities. Deviations from the above criteria shall be subject to City of Palmdale approval.
- Location - manholes shall not be located in street intersections where possible, especially when one or more streets are heavily traveled.
- In situations where the proposed pipe is to be aligned both in easement and in street right-of-way, manholes shall be located in street right-of-way, wherever possible.
- Manholes shall be located as close to changes in grade as feasible when the following conditions exist:
- The upstream pipe has a steeper slope than the downstream conduit and the change in grade is greater than 10 percent of the upstream slope. Sediment tends to deposit at the point where the change in grade occurs.
- Transitioning to a smaller downstream pipe due to an abruptly steeper slope downstream. Smaller downstream pipe shall not be allowed except extreme downstream conditions require the use of a smaller downstream pipe. The use of smaller downstream pipe will be subject to written approval of the City Engineer. In cases where storm drains pass through and are discontinuous through detention basins this rule does not apply.
- Design - When the design flow in a pipe flowing full has a velocity of 20 fps or greater, or is supercritical in a partially full pipe, the total horizontal angle of divergence or convergence between the walls of the manhole and its center line shall not exceed 5circ 45'.
- Pressure Manholes - Pressure manholes shall not be allowed. Exceptions may be made on a case-by-case basis with written approval of the City Engineer.
V-6
- Deep Manholes - A manhole shaft safety ledge shall be provided in all instances when the manhole shaft is 20 feet or greater in depth. Installation shall be in accordance with Los Angles County Flood Control District Standard -Drawing No. 2-D430.
- Inlets into Main Line Drains - Lateral pipe entering a main line pipe storm drain generally shall be connected radially. Lateral pipe entering a main line box structure shall conform to the following:
- Invert of lateral pipe 24 inches or less in diameter shall be no more than five feet above the invert.
- Invert of lateral pipe 27 inches or larger in diameter shall be no more than 18 inches above the invert, with the exception that catch basin connector pipe less than 50 feet in length may be no more than five feet above the invert.
- Minimum Pipe Size - The minimum diameter of mainline and catch basin connector pipe shall be 18 inches.
- In cases where the pipe may carry significant amounts of debris, the minimum diameter of main line pipe shall be 36 inches.
- Minimum Slope - The minimum slope for main line pipe shall be .001 (.10 percent), unless otherwise approved by the City Engineer. Pipe design shall allow for sufficient velocity to prevent silting.
- For debris carrying storm drains, the minimum pipe slope shall be 0.03 (3 percent).
- If the surface grade is less than 3 percent, a debris basin will be required upstream of the area which does not meet this criteria.
- Inlet Structures - An inlet structure shall be provided for storm drains originating, in natural channels. The structure shall generally consist of a headwall, wingwalls to protect the adjacent banks from erosion, and a paved inlet apron with a minimum 4 feet deep cutoff wall. The apron slope should be limited to a maximum of 2:1.
V-7
Wall heights should conform to the height of the water with one foot of freeboard upstream of the inlet, and be adequate to protect both the fill over the drain and the embankments. Headwall and wingwall fencing and protection barrier or trash rack shall be provided to prevent public entry. The trash rack should be used for inlets 48-inches (diameter or width) and smaller. For inlets larger than 48 inches a special designed trash rack may be required.
If debris is prevalent, barriers consisting of vertical 3-inch or 4-inch diameter steel pipe spaced at 1/3 the main line diameter or width to a maximum of 30 inches on centers should be embedded in concrete immediately upstream of the inlet apron.
- Outlet Structures - When a storm drain outlets into a natural channel, an outlet structure shall be provided which prevents erosion and property damage. This outlet structure shall be designed with a cutoff wall having a minimum depth of three (3) feet. Velocity and direction of flow at the outlet should agree as closely as possible with the existing channel velocity. Fencing and a protection barrier shall be provided.
- When the discharge velocity is low, or subcritical, the outlet structure shall consist of a headwall wingwalls, and an apron. The apron may consist of a concrete slab, or grouted rip-rap with a minimum 3 foot deep cutoff wall.
- When the discharge velocity is high, or supercritical, the designer shall design bank protection in the vicinity of the outlet and an energy dissipater structure.
- Protection Barriers and Trash Racks - A protection barrier is a means of preventing access to storm drains. Protection barriers may consist of large, heavy breakaway gates, single horizontal bars across catch basin openings, or chain link fencing around an inlet of an exposed outlet.
- Protection barriers shall be provided wherever necessary to prevent unauthorized access to storm drains.
- Debris Barriers - A debris barrier or deflector is a means of preventing large debris, such as tree limbs, logs, boulders and refuse, from entering a storm drain and plugging the conduit. The debris barrier should have openings wide enough to allow as much debris as possible to pass through
V - 8
and yet narrow enough to protect the smallest conduit in the system downstream of the barrier. It shall be the designer's responsibility to provide a debris barrier or deflector appropriate for the situation.
- Other Closed Conduit Criteria
- Angle of Confluence - In general, the angle of confluence between main line and lateral shall not exceed 30 degrees under any of the following conditions:
- Where the flow (Q) in the proposed lateral exceeds 10 percent of the main line flow.
- Where the velocity of flow in the proposed lateral is 20 fps or greater.
- Where the size of the proposed lateral is 60 inches or greater.
- Where hydraulic calculations indicate excessive head losses may occur in the main line due to the confluence.
- Connector pipe may be joined to main line pipe at angles greater than 30 degrees up to a maximum of 90 degrees provided none of the above conditions exist. Connections shall not be made to main line pipe which may create conditions of adverse flow in the connector pipes.
- The velocity in pipe shall not exceed 40 fps. For velocities from 20-30 fps, the minimum cover over steel in the pipe shall be 1/2 inch greater than the normal cover (1-1/2" minimum). For velocities from 30-40 fps, the minimum cover over the steel in the pipe shall be 1 inch, greater than the normal cover (2" minimum).
- Open Channels - Open Channels will be designed in accordance with "Los Angeles County Flood Control District Design Manual, Hydraulic", dated (Latest Edition.)
V-9
- Required Submittals
- Plan and profile of the drainage system including all catch basin and connectors with hydraulic data.
- Plot of hydraulic grade line on the profile for all flows investigated.
- Catch basin calculations (sizing and water surface elevation).
- Hydraulic calculations for mainline and connector pipes.
D. PEAK FLOW REDUCTION FACILITIES
Peak flow reduction facilities will consist of ultimate facilities identified in the Comprehensive Plan and Master Plan and interim facilities which will accommodate development before the Comprehensive Plan and Master Plan facilities are in place. Peak flow reduction facilities may include retention basins, flow-by or flow through detention basins, and flow through retarding basins. Retarding basins will be designed for detention and retention in combination.
Where the upstream watershed is undeveloped, the basins will be sized to handle undeveloped condition flows from the upstream tributary area and developed condition flows from the development itself.
Where the upstream watershed is developed, the method of handling the flows from the upstream tributary area will be determined based on the existing conditions with consideration of the future master plan and Comprehensive Plan facilities.
1. Retention Basins - Retention basins may be used if the results of percolation tests, performed and signed by a Soils Engineer or an engineering geologist show that the basin can percolate dry (no water in the basin) within seven (7) days.
In determining the required retention basin volume, Figure V-9 shall be used with an additional 1.35 multiplier in the K-Zone, 1.25 multiplier in the J-Zone and 1.1 multiplier in the I-Zone. Hydrologic soil classifications to be used with Figure V-9
V - 10
and the boundary of K-Zone, J-Zone and I-Zone are shown on Figure V-10.
Proper nonerosive emergency spillways directing flow away from private properties shall be provided.
Nuisance water flow shall not be allowed into the retention basins.
2. Detention and Retarding Basins'
- Detention basins will be allowed only if they are appurtenant to an approved storm drainage facility or approved blue line creek. They will be designed such that no more than 85% of the predeveloped peak flow rates for the 2, 10, and 25 year storm will discharge downstream.
- Retarding basins will route the entire storm runoff for 2, 10 and 25-year storms through the basin and provide outlets which will maintain the downstream flow at no more than 85 percent of respective peak predevelopment flows.
The minimum required flood storage volume for retarding basins is that volume described by the area between the 25-year storm runoff hydrographs for the post-development condition and predevelopment conditions on the rising limb up to 85 percent of the peak predevelopment flow plus the difference between the post-development hydrograph and 85 percent of the predevelopment condition peak flow as shown on Figure V-11. Hydrographs will be developed using the Los Angeles Department of Public Works Hydrology Manual.
Using this design procedure, the flow through retarding basin may be divided into two regions; the detention region and the retention region. The detention region shall be designed with adequate volume to assure that postdevelopment flows, for the 2, 10, and 25-year storm conditions, do not exceed 85% of respective predevelopment peak flows. The retention region volume, as a minimum, shall be the difference between the required flood storage volume and the detention volume, subject to other Conditions necessitated by basin design requirements. The retention volume shall be located such that it will not discharge downstream. The retention volume will not be considered as a credit in the detention region volume calculation.
V-11
The peak flow rate for the 2-year and the 10-year storms may be estimated using Figure V-12.
3. Required Retention, Detention, and Retarding Basin Characteristics and Features
- A spillway or an overflow structure will be provided to discharge 125 percent of 25-year storm runoff without flooding upstream development. Detention basin outflow shall not be allowed to run uncontrolled over a pedestrian facility or sidewalk. This does not apply to emergency overflow provisions.
- Entrance facilities shall be designed for the 25-year storm developed conditions except for sump conditions in which case the design will be for the 50-year storm developed condition.
- Nuisance Water shall not be introduced into a retention or a detention basin. A gutter or bypass flow device shall be installed to ensure that any nuisance water which bypasses drywells will also bypass detention, retention, and retarding basins. Development must mitigate all nuisance water developed on site.
- All detention basins shall incorporate a gravity drain of sufficient size or capacity to drain the detention basin dry (no water in the basin) within 24 hours, once runoff to the basin ceases.
- Retarding basins, because of their retention feature, will be subject to the same percolation criteria as retention basins. That is, they shall percolate dry within seven (7) days. If this is not possible, the City Engineer on a case-by-case basis may allow a pumping system to meet this criteria.
- All weirs, orifices, spillways, underdrains, and other control or design features which are subject to malfunction due to collection of trash or debris shall be protected, and the design of such features shall be clearly and adequately shown on the drawings of the detention basins
V-12
- Detention, retarding, and retention basins will be constructed as close to the Master Plan facilities as possible so that they can be eliminated in the future upon completion of the ultimate facilities.
- Freeboard will not be required in detention, retention, or retarding basins. However, an emergency spillway which can convey 125% of peak postdevelopment 25-year flow in a safe manner and preclude upstream flooding will be required.
- Basin side slopes shall be 2:1 or flatter, subject to slope stability analysis. Side slopes of 4:1 or flatter will be required if slope is planned to be mowed.
- Retention, retarding, and detention basin designs will incorporate a 15 ft. wide all weather drive access road to the basin floor to facilitate maintenance. The maximum slope of the access road shall be limited to 15 percent. Proper turning radius or a hammerhead shall be provided. The paved section shall be 12 feet wide and shall have a structural section of 3" AC over 4" aggregate base compacted to 95% or 5" PCC over proper base prepared as recommended by the soils engineer.
- For flow-by detention basins, a reinforced concrete low flow channel shall be provided from basin inlet(s) to basin outlet.
- For retention basins and retarding basins, an approved energy dissipater shall be provided at the basin's inlet to preclude erosion. In addition, those basins which incorporate retention storage, shall have a bypass flow device to carry nuisance water around and out of the basins should upstream drywells fail.
- All basins shall be fenced with a 6-foot high fence or wall approved by the City. Access to the basins shall be gated (15 ft. minimum) and locked.
V-13
E. PERCOLATION TEST PROCEDURE FOR RETENTION BASIN DESIGN
1. TEST PROCEDURE
a. PREPARING THE TEST HOLE
A hole 6" to 8" in diameter is excavated into the interval chosen to receive retention basin water. The depth of the hole will vary (depending on site conditions and preliminary basin design) but should be at least 10 feet below the elevation of the bottom of the proposed basin. Materials encountered in the hole should be logged continuously by a soils engineer or engineering geologist. Surficial deposits should be classified according to the Unified Soil Classification System (USCS). Bedrock should be described in accordance with standard geologic practice. The sidewalls should be vertical, the bottom should be as free of loose material as possible and covered with two inches of 1/2" to 3/4" gravel to prevent scouring upon addition of water. If the hole is likely to cave, it should be cased. The annular space between perforated casing and sidewall should be filled with gravel.
b. PRESOAKING
The percolation boring should be presoaked 24 hours in advance of the test. The hole should be filled with clear water to the bottom elevation of the proposed basin. The water level should not be closer than 4 feet to the ground surface.
c. MEASUREMENTS
At the start of the percolation rate test, the water level should be at the bottom elevation of the proposed basin. From a fixed reference point, the water level drops are measured to the nearest 0.5 inch with respect to the time of drop. After each measurement the water level is raised to the starting elevation.
V - 15
The- measuring and refilling operation is repeated until the water level drops are approximately stable. This occurs when three successive measurements do not vary by more than 5 percent. Final measurements at or after the point of stabilization are used to calculate percolation times.
Total depth of hole should be measured before and after the test measurements.
2. PRESENTATION
The percolation report shall be signed and sealed by a Civil Engineer or Certified Engineering Geologist licensed to practice in California and include the following:
a. TEST RESULTS
- Describe test method used.
- Provide test hole location map.
- Provide logs of all test holes.
- Provide copies of all field data and calculations. All data should be in tabular form.
b. DISCUSSION OF RESULTS
- Discuss soil conditions encountered with regard to percolation rates obtained.
- Discuss any variation in test results.
- Discuss potential geotechnical hydrogeologic effects of percolation of retention basin water (mounding, hydrocollapse of near-surface soils, etc.).
V - 16
SAMPLE CALCULATION
RETENTION BASIN PERCOLATION TIME
To determine the time necessary to drain a simple rectangular basin, the following equations may be used. (For the sake of simplicity in this example, the access ramp is not considered. All calculations submitted for review shall include suitable allowance for the access ramp in the volume calculations.)
Necessary information:
- Length, width and depth of basin.
- Side slope angle.
- Absorption rate of soil.
A 1 = L 1 boldmath × W 1
(1)
A2 = L2 × W2
(2)
Basin Volume V = (h (A 1 + A 2 + sqrt A 1 × A 2))/3
(3)
The average wetted area is the surface area of the basin still underwater when half of the total volume is empty. Basin depth at half volume is given by:
h prime = (h)/4[4-((A 1+2sqrt A 1× A 2 +3 A 2))/((A 1+sqrt A 1× A 2 + A 2))]
(4)
V-17
The wetted area is given by:
A w = (2 h prime(L 2+ W 2+2 h prime))/(sinβ)+ A 2
(5)
The time required for the basin to empty is given by:
T = (V)/(R × A w)
(6)
where R = percolation rate in gal/ft2/day.
The factor of safety is given by:
FS = 7/(T)
(7)
Example Retention Basin Problem
50' x 80' basin (bottom dimensions), 10' deep with 2:1 side slopes( = 26.6°), and an absorption rate of 20 gal/ft²/day.
A2 = (50)(80) = 4,000 ft 2
L 1 = L 2+(2 h)/(tanβ) = 80+(2(10))/(tan 26.6^circ) = 120'
W 1 = W 2+(2 h)/(tanβ) 50+(2(10))/(tan 26.6circ) = 90prime
A1 = (90)(120) = 10,800 ft 2
V = underbrace h (A 1+ A 2+sqrt A 1× A 2) 3;; = underbrace 10(10,800+4,000+root((10,800)(4000))) 3 = 71,242 ft 2
V = 71,242 ft2 × 7.48 gal/ft3 = 532,892 gal
h prime = h [4-underbrace (A1+2sqrt A1× A2 +3A2); (A1+sqrt A1× A2 +A2);]; = 10 [4-underbrace [10,800+2root((10,800)(4000))+3(4000); [10,800+root((10,800)(4000))+4000];] = 5.8
Aw = (2 h prime[L 2 + W 2 +2 h prime])/(sinβ)+ A 2; = (2(5.8)(80+50+2(5.8)))/(sin26.6circ)+4000 = 7, 673 ft 2
T = underbrace V R * A _ w = underbrace 532,892 (20)(7,673) = 3.47 days
FS = 7/3.47 = 2.02
V-19
F. NUISANCE WATER MANAGEMENT
1. Nuisance Water Flow Generation
The design generation rate for nuisance water in single family residential areas is 160 gal/household/day (2.454-4 cfs) including a safety and longevity factor of 4.0. For calculations involving nuisance water, flows generated by applying this rate to the number of households upstream shall not be additive with offsite flows. Flow generated by subdrains, or from any other anticipated sources onsite shall be provided for.
Nuisance water generation rates for multi-family, commercial and industrial areas will be determined on a case-by-case basis.
Nuisance water shall be intercepted and disposed of whenever design flow depth in the gutter exceeds 3/4 inch or 6.6 gpm, whichever is less. Flow depth shall be calculated using Manning's Equation with n=0.014. Nuisance water inlets shall be sited to provide maximum utility and to minimize flows to cross gutters and detention basins. Nuisance water generated on-site will not be allowed to flow offsite as surface flow. Near and Far side inlets may be combined to flow to a single drywell disposal device.
For infill developments, all parcels one (1) acre or larger in size will be responsible for mitigation of flow generated by such development.
2. Drywell Guidelines
The City of Palmdale permits the use of drywells to dispose of nuisance water where such drywells have been designed and constructed according to the guidelines of this policy. Disposal capabilities of drywells shall not be considered in reducing the storage or detention volume necessary for detention, retention, or retarding basins.
Toxic wastes will not be disposed of in nuisance water drywells. In some cases, separators or other treatment devices may be required by the City Engineer.
V-20
3. Drywell Design and Construction
- The standard drywell is the Maxwell IV or equal. The standard drywell system shall include an Interceptor Well upstream of any drywell(s).
- Drywells will be offset a nominal distance of 20 feet from any surface inlet. When a drywell is constructed in conjunction with a surface inlet, the diameter of the connecting pipe from the interceptor well to the drywell shall be a maximum of 4 inches.
- Drywells constructed in a landscaped area shall have a rim elevation 2.0 inches above the finished elevation. Design of drywells in detention basins will not be allowed. Drywells are intended for nuisance water disposal, not storm water disposal.
- Drywells will remain sealed until all paving or landscaping is completed (or until new grass is stable) to prevent unnecessary sediment from being deposited in the drywell.
- Drywells will have a minimum settling basin depth of 25 feet, a 4 foot inside diameter, 30 inch bolt down grates and 6 inch drainage components. Drywell dimensions may be varied, subject to the approval of the City Engineer, if the settling volume is 250 cubic feet or greater.
- Drywells will be spaced a minimum of 75 feet center to center.
- The minimum distance between a drywell and a waterwell shall be 300 feet.
- Drywell design shall be in accordance with City Stds. D-1.1 and D-1.2
4. Drywell Performance and Inspection
a. A Soils Engineer or an Engineering Geologist shall perform percolation tests on each drywell installed to verify its capability to dispose of the anticipated inflows.
V-21
The approximate number of drywells will be determined by the project Civil Engineer at the design stage of the tract based on estimates by the Soils Engineer substantiated by a minimum of one percolation test. The proposed drywells shall be shown on the grading plan. Drywells may not be allowed in areas where known percolation problems exist. For such areas, percolation tests may be required at all proposed drywell locations at the Tentative Map feasibility stage. The final number of drywells shall be determined by the Civil Engineer after percolation tests are completed by the Soils Engineer or Engineering Geologist for each constructed drywell.
- The Public Works Department shall inspect each well site prior to placement of the concrete liner, filter rock backfill and drainage components.
- The field testing for the completed drywells shall be monitored and reported by a Soils Engineer or Engineering Geologist. A copy of this report must be submitted to the City Engineer for approval certifying that the system meets its requirements prior to the release of bonds for the development served by the drywell.
- Testing shall be done as follows:
- Disposal systems will be presaturated for at least 24 hours in advance of testing by filling with water to the top rim elevation allowing any trapped air to escape.
- Side walls will be cleaned of any clay or silt prior to testing
- After the 24 hour presaturation period has passed, the system will be again filled with water. As the water level drops, the time of water level change at ten (10) percent intervals of the well chamber depth will be recorded.
V-22
4) The capacity of the system shall be calculated using the following formula:
Cs = underbrace 10771 A Δ h Δ t
Cs Capacity of the system (gpd)
A Horizontal cross-sectional area (sf)
Δ h Vertical drop (ft) of water level during the test of the well
Δ t Time (minutes) for water level to drop Δ h
5. Location Near Water Wells and Saturated Zones
Drywells may not be constructed closer than 300 feet to a water well, and may not be deeper than 10 feet above any saturated zone.
6. Statement Appearing on all Plans Involving Drywells
The following statement shall appear on all plans which include drywells.
"All drywells shown on this project shall be maintained by the owners where their locations are on private property or through the creation of a Landscape Benefit Assessment District when approved by the City. Drywells will be replaced by the owners when they cease to drain standing surface water in a 24 hour period or are deemed to be obsolete by the City. Regular maintenance of the drywell settling chamber is required to achieve proper operation of the drywell and shall be performed annually or more often depending upon its location, and shall be performed by the owner or district as applicable".
7. Impermeable/Low Permeability Soils
Where subsurface conditions are such that drywells cannot be expected to perform to the minimum standards established herein, alternative disposal methods will be considered by the City. The location of suitable sites for disposal, even if off-site, is encouraged. The effectiveness of the offsite disposal areas must be demonstrated.
8. The Soils Engineer shall provide a seal depth for the drywells. That seal depth shall be determined by laboratory tests to determine the depth of potential hydrocollappsible soils.
9. Further drywell design information is contained in Section V.F.3 of this document.
H. DEFINITIONS
Natural Watercourses - A natural watercourse is a path along which water flows as a result of natural topographic features. Furthermore, for the purposes of this definition, a natural watercourse drains a watershed greater than 100 acres and also meets one or more of the following conditions:
- Experiences flow velocities greater than five feet per second while carrying a Capital Flood.
- Has flow depths greater than 1.5 feet while carrying a Capital Flood.
- Would have water surface elevations, while carrying a Capital Flood, within one foot of the finished floor elevation of adjacent habitable structures, if such water surface elevations would result from construction of facilities with less than a Capital Flood capacity.
- If it is desirable to develop adjacent to a natural creek and leave the creek undisturbed, the following shall be the minimum requirements:
- Setbacks: Setbacks shall be determined by flat calculating the area needed to contain the 50 year developed storm, then adding one foot of freeboard. This will define the boundary of the creek. The setback from that boundary shall be determined by projecting an additional ten (10) feet horizontally and from that point a slope of 2:1 until natural ground is intercepted.
- Flood area: The area described in the preceding paragraph, including the area for setback, shall be designated as a "FLOOD AREA" on the map.
V-24
- Irrevocable offer of dedication: The developer shall provide an irrevocable offer of dedication for drainage purposes to the City for the land designated as a flood area.
- Private Ownership: The land designated as a 'FLOOD AREA' shall be privately-owned and maintained.
- Depression or Sump - A depression or sump is an area for which there is no surface route to outlet flows. Furthermore, for the purposes of the definition, a depression or sump also meets one or more of the following conditions:
- Would have a ponded water surface elevation, during a Capital Flood, within one foot of the finished floor elevation of adjacent habitable structures, if such elevation would result from construction of facilities with less than a Capital Flood capacity. This condition does not apply if there is a surface route for outflow such that the ponded water surface cannot reach the finished floor elevation of adjacent structures during a Capital Flood.
- In a roadway, would have a ponded water surface elevation higher than the elevation of the public right of way line if facilities with less than a Capital Flood capacity were constructed. This condition applies to flows which reach the roadway upstream of the sump and are conveyed to the sump by the roadway.
- Has a ponded depth of three feet or greater.
- An exception is made for fenced or walled detention, retarding, or retention basins.
Floodway - The floodway is the channel of a stream plus any adjacent floodplain areas which must be kept free of encroachment so that the 50-year storm runoff can be carried without substantial increases in flood heights. Such increase in height will not exceed one (1) foot.
The floodway, as defined in this Management Plan, does not correspond to the floodways defined in FEMA maps.
