SARASOTA-BRADENTON INTERNATIONAL AIRPORT 5110 Sunforest Drive, Suite 140
GROUND TRANSPORTATION CENTER Tampa, Florida 33634
The project intends to reconfigure the ground transportation area currently located on the west side of the Terminal Building. The area provides staging and pick-up for limousines, taxis, airport shuttles, Transportation Network Companies (TNCs) such as Uber and Lyft, and public transportation vehicles (buses). The current area has limited space and can be expanded due to the proposed demolition of the Dan P. McClure Auditorium immediately to the west.
The previous uses of the Auditorium have been relocated to other facilities allowing this building to be abandoned to provide for the expansion of the Ground Transportation Center. The additional land gives the Authority the ability to expand the staging and pick-up areas, improve the efficiency of the operations, and accommodate more transportation-related vehicles on property without conflicting with other airport operations.

1.11 Asbestos and Lead Surveys
Work to include a National Emissions Standard for Hazardous Air Pollutants (NESHAP) Asbestos Survey and screening for Lead-Based Paint have prior to the demolition of two structures: 1) the McClure Auditorium building, and 2) the canopy adjacent to the building.
Asbestos Scope of Services
An on-site survey of exposed and accessible building materials within the proposed work areas will be conducted by an EPA AHERA accredited asbestos building inspector. The inspector will list suspect Asbestos Containing Materials (ACMs) and give a detailed description of their locations. If provided, Tierra will review past reports, specifications, drawings, and other documents provided by the Client that would assist in identifying the suspect materials for this project. Samples will be collected according to EPA guidelines, which dictate the number and location of samples to be collected. Tierra will attempt to sample damaged areas and areas that are least visible. The following is a listing of the typical suspect ACMs that may be sampled:
Fireproofing Pipe Insulation Ceiling Tiles Felt
Acoustical Plaster Boiler/tank Insulation Acoustic Tiles Shingles/Roll
Surfacing Thermal System Insulation (TSI) Miscellaneous Roofing Materials
Hardwall Plaster Breeching Insulation Blown-in Insulation Fiberboard
Stucco Ductwork Insulation Floor Tile/Mastic Tar paper
Cementitious Panels Foil Mastic Linoleum Mastic/tar/pitch
Textured Coatings Duct Mastic Gypsum wallboard Soil stacks
Concrete Attic/Wall Insulation (vermiculite, mineral wool, etc.) Cement Pipes Flashing
All building material samples will be analyzed using Polarized Light Microscopy (PLM) according to current EPA regulations. If sampled materials are identified to contain less than 10% asbestos the point count method as specified by EPA NESHAP regulations can be performed at the Client's request.
The inspector will list the type of materials identified and determine the quantity of each material. Some areas may be inaccessible and not all materials can be fully quantified. For those areas, the inspector will report only the quantity observed and note that there is the possibility that additional materials are located in inaccessible areas.
EPA guidelines require that the condition of the suspect materials observed be noted. The material assessment will involve touching the materials to determine whether the material is friable and assessing the material in accordance with EPA guidelines.
Roofing
Roofing materials will be sampled as a part of this project. Roof sampling typically voids a roof warranty. While Tierra is not a qualified roofing contractor, a temporary patch (roofing patch/tape or similar) can be placed over the sample location(s). Tierra recommends roof patchwork, if required, be conducted by qualified personnel. For roofs above 14 feet height, if a hatch/ladder are not present, the client will provide access (ladder, lift, etc.) to the roof if testing is required prior to demolition.
No sampling will be conducted in areas deemed a confined space, or on electrical wiring/components while energized. These will require specialized safety precautions. Tierra will attempt to collect samples from adjacent similar materials. Electrical wiring/components may be assumed ACMs until testing proves otherwise after the equipment has been de-energized with proper safety procedures in place.
A written report will be submitted which includes findings and recommendations. Field sketches (no drafting) showing the sample locations will be provided.
Lead-Based Paint Testing Scope of Services
Under EPA regulations lead-impacted (and other metals) waste generated during demolition and abatement activities is handled as a solid waste or a hazardous waste, depending on the amount and form of the lead. Tierra will obtain representative paint chip samples for analyses of total concentration for lead. The samples will be submitted to a NELAC certified laboratory for total concentrations for lead using EPA Test Method 6010. The following is a partial list of the typical suspect lead-based paint materials that may be sampled: metal canopies, support beams, security bars, pipes, pumps, bollards, handrails, metal girders/frames, fasteners, floors, walls, siding, etc. A written report will be submitted which includes findings and recommendations. Field sketches (no drafting) showing the sample locations will be provided.

AVCON, INC.
Sarasota Manatee Airport Authority VS Sarasota-Bradenton International Airport
Ground Transportation Center Scope Description
February 19, 2021
TranSystems has developed an architectural concept that alleviates the design concerns of both the Airport and design team. The main concerns are passenger safety, reducing operational conflicts, increased operational efficiency, a new of Driver's Lounge building, and vehicle and bus maneuverability. TranSystems will design a canopy for the new covered shuttle and taxi loop directly adjacent to the terminal, covered queuing options for TNC (such as Lyft and Uber) and Limo pickup, public transportation vehicles (bus) services with an alternate for covered bus stalls, open staging lot for limo and shuttles, Driver's Lounge, and other amenities. TranSystems will also design a 30% design proposal of either an extension to the existing ITS/Vehicle ID system or a replacement system.
Design Tasks
The following products will be developed:
- Programming for all the various modes of transportation. Airport will provide what design counts for each mode of transportation: TNC, taxi, limo, shuttle, and bus;
Based on Airport count and information TranSystems will gather, we will develop a program determining the number of spaces for all vehicle types in the Ground Transportation Center. Program draft will be issued to AVCON for review by AVCON and Airport Authority. Comments of review will be incorporated into final program report.
○ Produce overall site:
Architectural site plans
- ITS/Revise Concept Plan if needed based on analysis noted above.
After program has been memorialized TranSystems will revise concept site plan as required. Site plan draft will be issued to AVCON for review by AVCON and Airport Authority. Comments of review will be incorporated into final site plan.
- 30% design and programming of ITS/Vehicle ID: Provide recommendation to either expand their existing ITS system or replace it with a new system;
o Coordinate desired operations for ITS/Vehicle ID system with Airport and AVCON.
Coordinate desired operations for ITS/Vehicle ID system with Airport and AVCON. Identify locations of Proposed equipment, mounting requirements and infrastructure. A system interconnection diagram indicating network needs and power requirements will be included along with draft specifications and 30% level cost estimate. Typical installation details will be included to support intended application.
- Architectural Design of the Drivers Lounge and Canopies. Concept submittal at 30, 60, 90 and 100% design;
o TranSystems will provide full design documents including drawings and specifications as needed for construction of the Driver's Lounge and GTC canopies. Plans and specifications will be issued to AVCON for review by AVCON and Airport Authority at 30, 60, 90 and 100%. RE: Scope for Geotechnical Services and Lead Based Paint and Asbestos Surveys Sarasota–Bradenton International Airport Ground Transportation Center Project Sarasota County, Florida Tierra Project No: 6511-21-068
Mr. Baldocchi:
Tierra, Inc. appreciates the opportunity to present the scope herein. This scope is based on information provided and our understanding of the project.
Project Description
The project consists of improvements to the ground transportation center at Sarasota-Bradenton International Airport (SRQ). This proposed scope has been developed to provide subsurface sampling, testing, geotechnical engineering, and laboratory services to support the design. In addition, scopes covering lead based paint and asbestos surveys are included herein.
Based on a review of aerial photography and our previous experience with the airport, we anticipate the project area will be accessible to our drilling equipment following coordination and scheduling. Tierra will perform borings where feasible and perform minor Maintenance of Traffic (MOT) services, if required.
Geotechnical - Scope of Services
Based on our understanding of the project, the following scope of services is anticipated:
- Mobilize personnel and equipment to the site. Coordinate utility clearances through Sunshine One Call and the airport.
- Perform a subsurface exploration program consisting of the following:
- Lounge Building – Perform one (1) Standard Penetration Test (SPT) boring within the proposed Lounge building footprint to a depth of 25 feet below grade.
- Canopy Structures – Perform SPT borings within selected canopy foundation locations. Tierra anticipates performing borings on approximately 100-foot intervals along the canopy footprint to depths of 15 feet below grade.
- Pavement Design – Tierra will perform pavement cores in the existing pavement to determine the current pavement sections (thicknesses and type).
- Measure and record groundwater levels following completion of each boring.
- Grout and/or backfill all borings to the surface and thoroughly clean work areas of loose debris, soils, mud, etc. Following pavement cores, Tierra will place asphalt patch from the bottom of the existing base course to the pavement surface.
7351 Temple Terrace Highway • Tampa, FL 33637 Phone (813)989-1354 • Fax (813)989-1355
- Visually classify the samples in accordance with the Unified Soil Classification System (USCS) soil classification system.
- Conduct laboratory testing on select soil samples to confirm the visual classification and estimate engineering properties.
- Prepare a geotechnical report signed and sealed by a professional geotechnical engineer that summarizes the course of study pursued, the field data generated, laboratory test results, subsurface conditions encountered and our engineering recommendations in accordance with the scope of services presented herein.
Asbestos and Lead Based Paint Surveys - Scope of Services
Background
Tierra understands a National Emissions Standard for Hazardous Air Pollutants (NESHAP) Asbestos Survey and screening for Lead-Based Paint have been requested prior to the demolition of two structures: 1) the McClure Auditorium building, and 2) the canopy adjacent to the building.
Surfacing Thermal System Insulation (TSI) Miscellaneous Roofing Materials
Fireproofing Pipe Insulation Ceiling Tiles Felt
Acoustical Plaster Boiler/tank Insulation Acoustic Tiles Shingles/Roll
For those areas,
the inspector will report only the quantity observed and note that there is the possibility that additional materials are located in inaccessible areas.
EPA guidelines require that the condition of the suspect materials observed be noted. The material assessment will involve touching the materials to determine whether the material is friable, and assessing the material in accordance with EPA guidelines.
Roofing:
Closure
We appreciate the opportunity to offer our services to you. Should you have any questions regarding this proposal, please do not hesitate to contact our office.
Respectfully Submitted,
