VI. Elections of Chair and Vice Chair

Chair Dukes stated that pursuant to Section 7.1 of the Gold Book, the Board shall elect its Chair and Vice Chair annually at the first meeting of each year. Chair Dukes then called for nominations for the Board's Chair.

Regent Adams nominated Chair Dukes. The nomination was seconded by Regent Walston. No other Regents were nominated.

MOTION by Regent Hatchett:

Move the Board to elect Chair Dukes as the Board's Chair by acclamation.

Seconded by Regent Fletcher and passed without dissent.

Next, Chair Dukes called for nominations for the Board's Vice Chair. Regent Ramsey nominated Regent Adams. No other nominations were offered.

MOTION by Chair Dukes:

Move the Board to elect Regent Adams as the Board’s Vice Chair by acclamation. Seconded by Regent Fletcher and passed without dissent.

Regent Hatchett and Chair Dukes expressed appreciation and thanks to Regent Walston for his service as Vice Chair.

VII. Information Items

Before the Board addressed the information items, Chair Dukes asked each presenter to conclude their respective presentations within seven minutes; she further requested that the Regents limit themselves to one question each for items A, B, C, D, and E.

A. Finance and Administration Update

Dr. Wendy Dixie, Acting VP, Finance & Business Affairs, presented this agenda item.

Dr. Dixie began by discussing the closing of FY 2023, noting that the fiscal year closing was able to occur a few days earlier than expected. While the goal was to not have any fiscal year 2023 invoices go into FY 2024, $5,542 worth of invoices from FY 2023 will be paid in FY 2024. Though this number was better than expected, President Akakpo and Dr. Dixie agreed that the amount may increase over the next 90 days.

Chair Dukes and Regent Moyer sought clarification as to the dollar amount of the FY 2023 invoices.

Regent Hatchett asked what the FY 2023 invoices were for.

Vice Chair Adams queried whether there was a cap on the amount expected for these FY 2023 invoices.

Regent Walston requested that the Board be provided with additional information regarding the outstanding FY 2023 invoices at the next meeting.

Dr. Dixie reported that she plans to present the financial position for the end of FY 2023 at the next Board or Finance Committee meeting. She also discussed the opening of FY 2024, the status of the external audits, and the boiler issue in The Halls.

B. Insurance Premiums Update

Acting VP Dixie presented this agenda item.

Dr. Dixie informed the Board that the good faith estimate for the Excess Side A D&O renewal premium increased significantly due to the carrier's discovery of the APA's audit findings. Though lower estimates were sought and received, those quotes did not extend the same level of coverage as the University's existing policy. Therefore, the decision was made to continue with the existing insurance carrier at the increased rate in order to receive the same level of coverage.

C. Academic Affairs Update

This agenda item was presented by Dr. Scott Wicker, Interim Vice-Provost.

Dr. Wicker shared highlights of the Strategic Agenda (including Academic Affairs contracts, electronic catalogues, and the proposed five-year plan), as well as other updates germane to the Fall 2023 semester (e.g., the Faculty Institute, student return to campus schedule, and enrollment).

Dr. Wicker further reported that the Veteran’s Education Notice of Suspension was rescinded several days after the last Board meeting. He noted that KSU was not the only institution that was suspended. Dr. Wicker thanked everyone who provided resources and assistance in completing the University’s plan of action for having the suspension removed.

Regent Walston asked whether KSU will, moving forward, have a dedicated person in the Veterans Affairs office to prevent this situation from reoccurring.

Regent Hatchett thanked Dr. Wicker for quickly resolving the Veterans Affairs issue for the University.

Dr. Wicker also conveyed that the International Studies program was approved that week for J-1 visas, which is a first for KSU.

As to the five-year strategic plan, President Akakpo requested that the Mission and Vision sections be shortened to a concise statement expressing to the public exactly what KSU stands for.

Regent Walston requested an update as to the projected numbers of new students, particularly freshmen, based on attendance at the new student orientation events that have already occurred.

Dr. Wicker stated that as to enrollment target goals, KSU is at approximately 92% attainment overall and has reached 118% attainment for the incoming freshman class.

Chair Dukes inquired what the typical expectation is for additional enrollment between July 20 and August 15.

Regarding the personal services contract for a part-time advisor that the Board extended for a month and a half, Regent Walston asked if Dr. Wicker foresees expanding that contract or bringing additional people into that area. President Akakpo responded that three new advisors would be hired using Title III funding, as well as two new transfer advisors.

Regent Fletcher queried whether the $2.3–$2.5 million that the Board allocated to set up online courses was included in the strategic plan.

Next, Dr. Dailey presented the IRB-HRPP Policy Update. There was no discussion following his presentation.

D. Veterans Affairs Update

This agenda item was included in the presentation for agenda item 7C.

E. IRB/HRPP Policy Update

This agenda item was included in the presentation for agenda item 7C.

F. Management Improvement Plan Update

Travis Powell, VP and General Counsel for the Council on Postsecondary Education (CPE), presented this agenda item.

Regent Hatchett sought clarification as to why the report he received prior to the Board meeting stated that only sixteen of the 134 objectives were met, which he noted was significantly different from the progress that Mr. Powell reported. Mr. Powell provided clarification regarding his previous remarks. He noted that the 134 objectives were for set for the entirety of the Management Improvement Plan (MIP), not just the quarterly report/update.

President Akakpo assured Regent Hatchett that it is his utmost priority to meet MIP deliverables.

G. Gold Book Revisions Discussion

Chair Dukes advised that opportunities to improve the Gold Book are being sought, and she then requested the Regents' input as to suggested changes. Chair Dukes suggested changes to section 2 and section 9.4 (clarifying that the Board must approve the creation and abolishment of positions) and section 2(p) (increasing the threshold expenditure amount requiring Board approval from $50,000 to $100,000).

Regent Hatchett queried whether the change to the threshold amount listed in section 2(p) would comport with the requirements of HB 250. Travis Powell replied that HB 250 would not prohibit this change. He further noted that CPE is still required to approve any expenses of $5,000 or above.

Chair Dukes proposed that Article 9 be amended as well, in accordance with agenda item H.

Hearing no further requests or discussion, Chair Dukes proceeded to agenda item H.

H. Committee Compositions

Chair Dukes stated that changes to the existing Board committees are appropriate because there are currently more committees than are necessary. Therefore, she recommended that the Audit and F&A Committees be combined to create a new Audit and Finance committee. Regent Hatchett proposed that “Finance” and “Audit” be transposed so that the committee’s name would be the Finance and Audit Committee. Chair Dukes concurred.

Chair Dukes also endorsed combining the newly approved Investment Committee and Institutional Advancement Committee to create a new Investment and Advancement Committee. Finally, she recommended that the Executive Committee now be composed of members who are

the chairs of each committee. Chair Dukes noted that should the new committees be approved as described, the Board’s committees would consist of the Executive Committee, the Finance and Audit Committee, the Investment and Advancement Committee, the Academic Affairs Committee, and the Student Engagement and Campus Life Committee (also referred to as the Student Affairs Committee).

Secretary Atwell advised that the Board should approve the new standing committees before discussing committee membership.

Chair Dukes called for a motion to approve the new committees. MOTION by Vice Chair Adams: Move the Board to approve the formation of the Finance and Audit Committee and Investment and Advancement Committee. Second by Regent Moyer, and passed without dissent.

Next, Chair Dukes shared the composition of each committee:

Academic Affairs Committee: Regent Walston (Chair), Regent Moyer (Co-Chair), Regent Briggs, and Regent Fletcher. The Provost or Vice-Provost for Academic Affairs will be required to attend each meeting.

Investment and Advancement Committee: Regent Moyer (Chair), Regent Adams (Co-Chair), Regent Ramsey, Regent Hatchett, and Regent Moseley. The VP for Finance & Business Affairs will be required to attend each meeting.

Vice Chair Adams requested that Regent Fletcher also serve on this committee. Regent Fletcher agreed to serve.

Regent Moyer queried whether there is currently a Vice President for University Advancement, and he requested that that individual also attend each meeting. The other Regents agreed with Regent Moyer’s suggestion. President Akakpo noted that Acting Chief of Staff Michael DeCourcy’s permanent position is Vice President for Advancement.

Student Affairs Committee: Regent Fields (Chair), Regent Moseley (Co-Chair), Regent Adams, Regent Briggs. The Vice-Provost for Student Affairs will be required to attend each meeting.

Finance and Audit Committee: Regent Hatchett (Chair), Regent Fletcher (Co-Chair), Regent Dukes, Regent Ramsey. The Controller will be required to attend each meeting.

Executive Committee: Regent Dukes (Chair), Regent Adams (Vice Chair), Regent Walston, Regent Fields, Regent Moyer, and Regent Hatchett. President Akakpo will be required to attend each meeting.

Any standing committees listed under Section 9.1 of the Gold Book that are no longer necessary will be removed when the Gold Book is revised.

Chair Dukes requested that each committee meet three to five days prior to each quarterly Board meeting so a summary of those meetings can be presented at the quarterly meeting. Further, Chair

Dukes suggested scheduling and calendaring all committee meetings in advance, for planning purposes.

Lastly, Chair Dukes stated that President Akakpo had requested that the date of the next quarterly Board meeting be moved from September 28 to September 27; she then called for a motion to change the meeting date.

MOTION by Vice Chair Adams:

Move the Board to change the date of the next quarterly Board meeting from September 28 to September 27 at 10:00 a.m.

Second by Regent Hatchett and passed without dissent.

  • April 24, 2023, Special Meeting of the Executive Committee
  • June 30, 2023, Special Meeting of the Executive Committee

Prior to taking action on the minutes, Chair Dukes reported that several Board members had expressed frustration over the lack of time afforded to them to review multiple sets of minutes prior to each quarterly meeting. Chair Dukes noted that the Gold Book requires that all meetings be conducted in accordance with Robert's Rules of Order, which requires minutes to be approved at regular meetings. She then pointed out that because the Board has set regular monthly meetings (in addition to quarterly meetings), the Board will now be able to approve minutes on a much more frequent basis.

A discussion ensued regarding the preparation of meeting minutes.

Vice Chair Adams inquired as to how long it takes after a meeting to draft the minutes.

President Akakpo asked how soon after a meeting the preparation of meeting minutes begins.

Regent Walston asked whether another person could be hired in the Office of General Counsel to assist with the production of meeting minutes.

Chair Dukes then asked if there was any discussion of any of the minutes contained in agenda items VIII (A) or (B). Hearing none, Chair Dukes requested a motion to approve the minutes as submitted.

MOTION by Regent Walston:

Move the Board to approve all minutes from prior Board and committee meetings as submitted. Seconded by Regent Fletcher and passed without dissent.

Therefore, all minutes were approved under one motion.

IX. Action Items

Prior to voting on the action items, Chair Dukes noted that the Board had received the materials relative to the action items well in advance of the meeting. Therefore, she advised that the action items could be approved as submitted through a single motion. However, she noted that Board members could still discuss specific action items if they would prefer to do so.

Regarding the reaffirmation of Hillcrest as the President’s residence (action item 9D), Vice Chair Adams asked President Akakpo whether he is living there yet. Due to necessary renovation, President Akakpo is not currently residing at Hillcrest.

Regent Walston then asked Dr. Dixie to identify the location of the classrooms that would be updated under action item 9B.

MOTION by Regent Walston:

Move the Board to approve all action items as presented.

Second by Vice Chair Adams and passed without dissent.

Following the vote, Secretary Atwell clarified that the following action items had been approved through the motion:

  • Approval of the Annual Maintenance and Support for KSU's Current Network Equipment
  • Approval to Purchase A/V Equipment and Furniture to Update Five (5) Classrooms to Hybrid Classrooms
  • Approval of Pending Personnel Actions
  • Approval to Reaffirm Hillcrest's Designation as the President's Residence

The Board moved into a closed session to discuss individual personnel matters, pursuant to KRS 61.810(1)(f). MOTION by Vice Chair Adams: Move the Board enter into closed session. Second by Regent Hatchett and passed without dissent.

XI. Possible Public Action(s)

When the Board reconvened from its closed session, Chair Dukes stated that no action had been taken during the closed session, and she then called for a motion to enter into open session.

MOTION by Vice Chair Adams:

Move the Board to enter into open session.

Second by Regent Hatchett and passed without dissent.

Chair Dukes reported that during the closed session, the Board reviewed and discussed the appeals filed by five of the seven faculty members whose employment terminations were approved at the June 29, 2023, special called meeting of the Board of Regents. Chair Dukes then called for a motion to affirm the termination of the faculty members.

MOTION by Vice Chair Adams:

Move the Board to affirm the termination of the seven faculty members.

Second by Regent Hatchett and passed without dissent. Regent Walston elected to abstain from voting on the motion due to his position as Faculty Regent.

XII. Closing Remarks

Chair Dukes closed the meeting by acknowledging President Akakpo’s first Board meeting and extending welcoming comments and support. She also thanked the Regents for their participation at the meeting and for their continued commitment and dedication. She then thanked all faculty and staff for their contributions to the University.

President Akakpo then addressed the Board, sharing his plan and vision for advancing the institution over the next three to five years.

XIII. Adjournment

MOTION by Regent Walston:

Move the Board to adjourn.

ACTION ITEM

Approval of the purchase of hardware, software, associated wiring, and implementation services to upgrade the KSU Board of Regents meeting room.

FACTS

The KSU Board Room located in the Academic Services building is outdated and needs an upgrade of its audio and visual systems. The room was originally designed for only in-person meetings and since the start of the COVID-19 pandemic, meetings have been either all virtual or a hybrid of in-person and virtual. The room's capabilities have proven to be inefficient and outdated in the current hybrid environment.

The proposed upgraded system will include:

  • Two 75" and one 65" TV monitors
  • Conferencing camera system including 2 cameras
  • 14 Microphones
  • Speakers
  • Implementation Services

BUDGETARY IMPLICATION

ACTION ITEM

Approval to purchase hardware, software, associated wiring, and installation services for KSU's fiber infrastructure.

FACTS

The upgrade to the fiber infrastructure will include installation of single-mode fiber on campus with redundant connection hubs. Implementing a single-mode fiber infrastructure will enhance KSU's network connection, ensuring greater reliability, security, and speed. The History

Working in collaboration with the Kentucky State University (KSU) IT Leadership team, our Partners at Extreme Networks and ConvergeOne have made substantial progress in upgrading KSU's IT Network Infrastructure to provide a robust and efficient system to increase the delivery of IT services to the Students, Faculty and Staff of KSU.

The main areas of focus over the last 36 months has been to upgrade aging internal cabling including network switches and wireless systems that deliver connectivity to end users. There has been great effort, teamwork, and substantial investments to address the upgrades of these legacy systems.

The Vision

ConvergeOne has been collaborating with KSU IT leadership to build on the vision of a modern, hyper-connected campus that empowers the technologies of today and tomorrow. Students, educators, staff, and the community expect centers of higher learning to be capable of integrating the latest technology as part of their everyday experience. With the growth of remote learning, having the entire campus enabled with high-speed access allows for new interactive capabilities.

To fulfill this vision, ConvergeOne proposes a Campus Fiber Upgrade for KSU. A new single mode fiber network allows for high-speed data transmission for all technology communication with a high level of redundancy. This involves a design where we build out “Fiber Hubs” at key locations within the campus to interconnect with other Fiber Hubs, and individual buildings connecting to 2 different Fiber Hub locations. This diverse, dual path implementation means no single connection failure will disrupt intra-campus networking.

Problem Statement

There are certain challenges that cannot be overcome without upgrading the legacy fiber optic network backbone that has been in place at the KSU campus for over 25 years. Most of the campus buildings are currently connected by a single Multi-Mode fiber optic connection that limits the speed of connectivity in most cases to 1Gbps at best and does not provide the speeds that are needed to support the current demand of access to online, digital resources.

Furthermore, most buildings are connected with a single connection that provides no redundancy to maintain services in the event of a failure of the primary connection.

The goals of the project is to invest in the upgrade of the campus fiber optic network which will serve the students and faculty of KSU for many generations and decades into the future. The main goals of the project include:

  • Upgrade the existing 62.5 multi-mode fiber to single mode fiber which will allow virtually unlimited speeds between campus buildings and campus hubs each campus building would have a minimum connection of 10Gbps.
  • Create 5 Campus “Hub Locations” that will be interconnected with multiple paths of fiber to increase reliability and resiliency. Each campus hub site would initially be interconnected at 40Gbps with the ability to scale beyond 40Gbps as needed in the future if the need arises.

ACTION ITEM

Approval to purchase TimelyMD/Timely Care Digital product access to provide physical and behavioral health Telecare for the 2023–2024 academic year.

FACTS

Tele Healthcare Provision

To enhance the holistic wellness of our scholars, KSU is seeking to establish telehealthcare provisions to address both physical and behavioral healthcare needs for all students. This technology will allow students direct 24/7 access to licensed Medical Doctors, Clinicians, Therapists, and Basic Needs coordination in order to care for students who are in need of such services (regardless of whether a student is learning in person or remotely). TimelyCampus is the only student-centered care collaboration solution designed to provide transparent campus providers for implementing an effective hybrid model of care.

The goal is to ensure that all students (including those out of state and international) have immediate access to care without utilizing the local emergency departments and urgent treatment centers.

Timely Care Complete Care Virtual Clinic will provide the following Service offerings:

TalkNow- 24/7, on-demand mental health triage and crisis talk support

Scheduled Counseling- Scholars select times, dates, and providers that work best for them.

MedicalNow- 24/1/ medical triage

Scheduled medical- Scholars select the time, dates, and providers that work best for them.

Prescriptions- Providers can write prescriptions for non-controlled substances

Care Navigation- Basic needs provision and assistance managing health challenges

Health Coaching- Supports lifestyle changes, teaches healthy habits, and eases the transition to college

Faculty and staff support-Timely Care providers collaborate with faculty and staff for guidance in cases of student distress Digital Self-Care- live and on-demand content to support student health and well-being

This projected implementation aligns with KSU's goals to educate the whole student, invest in their mental well-being, and remove barriers to academic success as we prioritize student success outcomes. This program will serve to ensure that there will be consistency in care and support for our Scholars.

KSU will purchase the technology from TimelyCare using Title III funding allocated to the Counseling Center.

BUDGETARY IMPLICATION

The total cost is projected to be $104,792 for the first year of Services.

RECOMMENDATION

President Koffi Akakpo recommends that the Board of Regents approve the purchase of this telecare service.

1. Project Summary

  • This project entails replacing the broken air handler AC-2/ACU-2 in the Kentucky State University Nutrition Building. Adding a new air handler outside would require moving the existing generator. The estimated cost for the air handler replacement and generator relocation is $226,000. The lead time for the basis of design packaged outdoor unit is 6 weeks.
  • Apart from the air handling units, most other mechanical equipment in the building is 30 years old. CCE recommends replacement of equipment that is beyond estimated service life as well as adding a vapor barrier, code complaint general exhaust, and new grilles and diffusers to the whole building. All of the recommendations are detailed in this report along with explanations. The estimated total cost for all other recommendations is $213,671.

II. Existing Conditions

Refer to the attached schematic drawings for equipment locations and correlated equipment tags.

A. Air Handling Unit:

  1. Air handler AC-1 was replaced with a packaged outdoor unit on grade in a previous project 7 years ago. The air handler serves the Wet Lab portion of the building and will be existing to remain.
  2. Air handler AC-2 is a 4,005 CFM, 320 MBH, split system, DX unit with a 510 MBH natural gas duct furnace. The outdoor unit no longer functions. The air handler and duct furnace are thirty years old.

B. Ductwork:

C. Electric Duct Heaters:

  1. The attic's ductwork remains in good condition and is adequately insulated. To accommodate the office space, one of the four supply runouts leading to the analysis lab has been rerouted to the office using a 30' flex duct. Additionally, a 16" return runout has been ducted to the analysis lab.
  2. The facility personnel reported that the electric duct heaters used for room temperature control are not functioning. The electric ducts heaters are 30 years old.

D. Exhaust Fans:

  1. Exhaust Fan EF-1 and EF-3 are inline axial fans that ventilate the attic space and appear to be functional. However, the fans are 10 years beyond the ASHRAE average service life for an axial fan.
  2. EF-2 is an inline axial fan that serves as lab exhaust for the live feed and feed prep rooms as well as providing exhaust to AC-1. However, when AC-1 was replaced in a previous project, the duct branch serving AC-1 was capped. The fan is 10 years beyond the ASHRAE average service life for an axial fan.
  3. EF-4 is an inline axial fan serving the restroom and storage room and is not operational.
  4. All inline exhaust fans are located in the attic.
  5. HEF-1,2 are 1970 CFM, fume hood exhaust fans with 12" PVC exhaust stacks. The fans apparently did not function as designed, and duct tees with butterfly valves have been

3

E. Tile Ceiling:

installed in the PVC intake ductwork at each fan to provide additional air to flow into the fans. Both fans were installed 30 years ago.

  1. 1. The ceiling in the storage room is falling, apparently due to the lack of an attic vapor barrier and will need to be replaced.

F. Grilles and Diffusers:

G. Attic Vapor Barrier:

  1. The existing grilles in the storage room are damaged and falling out of the ceiling.
  2. Existing supply diffusers do not have dampers accessible from below the attic insulation envelope.
  3. Existing exhaust grilles and return grilles have noticeable dirt and debris buildup on the face of the grilles, and do not have dampers accessible from below the attic insulation envelope.
  4. The ventilated attic has a layer of batt insulation with a foil face between the bottom of the roof trusses. There are large gaps in the insulation, so it does not function as a vapor barrier.

H. Mechanical Room:

  1. Two natural draft water heaters are existing in the mechanical room. Water heater WH-1 is a 50 gallon, 40 MBH water heater that was installed in 2019.
  2. WH-2 is an 84 gallon, 199 MBH, propane heater converted to natural gas. This water heater is 30 years old.
  3. Unit heater UH-1 is a 200 MBH, natural gas unit heater that is 30 years old.
  4. The mechanical room has two louvers to allow for combustion air to the water heaters, unit heater, and duct furnace. These louvers total 8 square feet.

1. Emergency Generator:

  • Live Feed Room:
  • The existing emergency generator located outside the building is 30 years old.
  • The Live feed room has a 4 kW electric heater in the wall that is 30 years old.

III. Proposed HVAC Design Solutions

It should be noted that the estimated individual costs provided below do not encompass all the miscellaneous work involved in this project. Various tasks such as removing equipment, patching walls, hiring cranes, and other miscellaneous expenses contribute to the overall project cost, which is not explicitly accounted for in the itemized breakdown. Equipment cost estimates include material, labor, and electrical circuiting if needed. Refer to as-built drawing M-1 for proposed equipment locations.

A. Air Handling Unit:

  1. 1. Remove the existing split system air handler, condenser, and duct furnace. Due to space limitations inside the mechanical room, provide a new 335 MBH, packaged air system outside, on grade, with a smoke detector in the supply air duct. Provide a new equipment pad for the unit which will be designated DOAS-1. The estimated cost is $226,000.

B. Attic Vapor Barrier:

  1. Provide a continuous vapor barrier at the bottom of the roof trusses across the whole building to stop untreated air from entering the conditioned space inside the building. Provide batt insulation to fill gaps where existing insulation is missing or deteriorated. The estimated cost is $11,500.
  2. Provide 24"x24" access hatches for each mechanical device in the attic space. The estimated cost is 4,550. This is a less expensive solution than installing walk boards and lighting for equipment access to comply what the Kentucky Building Code.

C. Electric Duct Heaters:

  1. 1. Replace existing electric duct heaters and add access panels in the ductwork to both sides of the heaters for serviceability. The estimated cost is $28,840.

D. Exhaust Fans:

  1. Replace the attic ventilation exhaust fans EF-1,3 with new inline axial fans of equal performance. The estimated combined cost for both fans is $9,000.
  2. Replace EF-2 with a smaller capacity inline axial fan since one of the branches served by the existing fan is capped and no longer used. The estimated cost is $4,500.
  3. Replace the inline exhaust fan, EF-4, with two individual ceiling mounted fans. One fan to serve the restroom and another to serve the storage room. New fans to be powered via a new wall switch in their respective rooms. The estimated combined cost for both fans is $2,700.
  4. Replace HEF-1,2 with a new set of centrifugal fume exhaust fans on the existing equipment pad. The estimated combined cost for both fans is $52,650.

E. Tile Ceiling:

  • Grilles and Diffusers:
  • Provide a new 2,000 CFM exhaust fan (EF-5) as general ventilation to the Analysis Room to comply with the Kentucky Building Code's Laboratory exhaust requirements. Duct the general exhaust to louvers L-6,7. The estimated cost is $9,750.
  • Replace ACT ceiling tiles in storage room. The estimated cost is $1,100.

5

  1. 1. Add two 1800 CFM transfer grilles between the Lab and the office space for Lab general exhaust makeup air.

G. Mechanical Room:

H. Live Feed Room:

  1. Replace all existing grilles and diffusers with new grilles, containing face dampers to allow for air balancing below the ceiling, removing the need to access the existing manual volume dampers in the attic. The estimated cost is $4,750.
  2. Replace both natural draft water heaters with new force draft, direct vent type, natural gas water heaters. Direct venting water heaters eliminate the need for combustion air louvers and the existing large gas fired unit heater in the mechanical room. The estimated combined cost for both water heaters is $36,700.
  3. Remove the unit heater from the mechanical room and replace it with a 3-kW electric unit heater. The estimated cost is $2,600.
  4. Replace electric heater with a new 4 kW electric heater. The estimated cost is $3,250.
  5. Emergency Generator:
  6. Relocate the existing generator based on the placement of the DOAS-1 unit. The estimated cost to relocate the generator with underground wiring rework is $8,600.

As an alternate, we recommend replacing the generator and transfer switch, which are also beyond their useful service life. The total cost to replace the generator is an additional $12,500.

IV. Proposed Electrical System Modifications

A. Power Upgrades

  1. Extend existing power and control conductors to new location of emergency generator.
  2. Rework existing power wiring to fans being replaced.
  3. Provide power circuits to new fans and duct heaters.
  4. Provide means of disconnect for each fan and heater in accordance with NEC.
  5. Provide power to new domestic water heaters and unit heater in mechanical room.

V. Design and Construction Schedule

B. Equipment lead times

  • The estimated lead time of the DOAS-1 unit is 6 weeks. The duct heaters, unit heaters, fans, etc. should have similar if not shorter lead times.
  • An alternate DOAS manufacturer has quoted a 25 week lead time for their equipment.

TESCO SPECIALTY VEHICLES Mobile Medical Units BUILD PROCESS

Design & Exploratory Stage

Our team will have iterative design sessions with you. We seek to understand your unique needs to build a customized, relevant, and resilient mobile clinic that meets your present needs while considering needs of the future.

Steel Frame Cage Construction

Steel frame construction consists of 13-gauge inverted “U” shaped cross members mounted on 11-gauge inverted hat channels. The crossmembers span the chassis frame at approximately 26" intervals and extend the full width of the body. The frame is finished with a 2" x 2" x 11-gauge steel angle around the perimeter. Each vehicle has OEM standard cross-members. F-550 models have 4-gauge steel frame extensions that are welded at the rear of the OEM frame rails.

The sidewall construction consists of 1" x 2" x 16-gauge vertical steel tubes formed for body contour. These tubes are welded at the top of the wall to a 1" x 2" x 16-gauge steel header tube and at the bottom to a 1" x 1" x 16-gauge footer tube. Both the header and footer tubes run the full length of the unit body on both sides.

The entire sidewall assembly is welded to the 2" x 2" x 11-gauge perimeter floor angle.

Attached to the top sidewall rail construction are formed roof bows. These are made of 1" x 1" x 16-gauge steel, formed to match the roof contour. The roof bows are welded to the 1" x 2" x 16-gauge top side-wall tubes from front to rear of the body assembly. There are double bows throughout the cage assembly added in for additional strength. Additional steel plate is welded in strategic locations to provide additional strength where needed.

The front of the ceiling includes an additional vehicle support called the “super bow”. This assembly is two formed roof bows encased by a formed 10-gauge plate, welded in the same manner as the rest of the vehicle bows. The combination of these systems allows for superior roof structure strength.

The floor framework is constructed of a perimeter 2" x 2" x 11-gauge perimeter angle. This perimeter boxes all four edges of the floor and is welded at the end of each cross-member. The wheel well section is 14-gauge steel flat plate.

A 1" x 4 1/2" x 1" x 14-gauge steel channel is inverted and runs the full length of the floor approximately 29" in from both the driver side and passenger side.

A 1" x 2" x 1" x 14-gauge steel channel is inverted and runs the full length of the floor to support the passenger aisle. This channel is also welded longitudinally between each frame rail, where necessary, to give added support to the flooring material. Additional steel plate may be added for vehicles requiring floor supported hardware in use for options.

The entrance door step pan assembly consists of an 11-gauge steel step pan treads and risers with steel front and rear 14-gauge side jamb panels braced with 3/4" x 3/4" x 16-gauge steel tubing and a steel door header plate.

The steel floor framework is overlaid with Coosa BW20 3/4" Composite Panel flooring (high density, closed-cell polyurethane foam reinforced panel with woven roving and continuous strand fiberglass). The panel is cut to width in order to reduce seams and tongue and groove routed prior to installation. The panel is attached to the floor structure with a ¼" bead of industrial adhesive applied to the surface of all steel structures. Additionally, bugle head screws are placed at a minimum of every 12" along all edges and within the floor decking. The composite panel joint is sealed using floor filler compound and sanded.

At the end of the construction process when all components have been attached to the underside of the floor, the perimeter joints and all other joints are sealed with expanding-type foam resin sealant prior to undercoating.

Crane Composites Nobel® Select Exterior Sidewall Panels are used for the external body sidewalls. The composite material is a high gloss, exterior, gel-coated panel with UV protection and environmental properties. The external body consists of two individual panels, which facilitate and simplify the repair and/or replacement of any damaged panels.

Before the body panels are attached to the steel cage construction after the primer has been applied and dried, a 1/4" V-bead of Manus-Bond, a high-strength bonding adhesive/sealant, is applied to the steel cage to bond the composite panel to the steel. After the adhesive is applied, the composite panel is attached to the steel cage construction and secured with 1/8" pop rivets along the perimeter of each panel. After the body panels are secured in place the window openings are routed out and removed. A drip rail gutter the length of the sidewall body panel is added with waterproof rivets.

The sidewalls are insulated with closed cellofoam 1" type #1 density EPS expanded polystyrene. The insulation provides high-quality sound deadening and temperature control properties.

The front cap is constructed of durable reinforced fiberglass and is a one-piece assembly, built for strength. The cap is attached to the vehicle cab and the super bow roof assembly with Loctite® 5510 adhesive and 1" aluminum retainer trim screwed into place over the seam and capped off with a paintable vinyl cover for cosmetic appeal. The transitions (from body to cab) are attached in the same method and bolted to the roof cap.

The body roof is a one-piece durable reinforced fiberglass panel. The roof panel follows the curve of the roof bows and overlaps the top of the sidewalls. This seamless one-piece roof design minimizes the potential for leaks.

The interior ceiling is a composite and finished good assembly depending on options chosen. Standard and optional interiors are attached with both adhesive and mechanical fasteners to the roof/sidewall structure.

The sidewalls are also a composite or finished good assembly adhered with industrial contact adhesive and mechanical fasteners. Each sidewall section runs from the bottom of the top header tube to the top of the wall seat track. Sidewalls are held in place additionally by the window garnishes.

Industrial contact adhesive is applied to the composite panel sub-flooring and Iron Bamboo industrial grade Altro® flooring prior to mating the flooring to the sub-floor panel.

The electrical system operates by the use of an ignition controlled power distribution printed circuit board designed for high reliability and ease of trouble shooting. A driver-friendly controlled switch panel of heavy-duty lighted rocker switches remotely operates the main control board and contains the climate control system and ADA lighted indicators. The switch panel is also based on the same proven printed circuit board technology used in the main control board and is connected to the main control board by a highly reliable multi-conductor data cable.

The system is supplied directly from the OEM batteries and a #2 gauge cable protected by a 125 amp slow-blow fuse battery shut-off switch. All battery cable connections are double-crimped and protected by heat shrink water-tight sealed tubing. Battery cables and external wires are protected by high temperature split convoluted conduit. All external connections are coated with an anti-corrosion spray to help prolong terminal life and avoid voltage loss. Where battery relocation is chosen as an option, the box and slides used will be protected from environmental elements and corrosion resistant. The enclosure will keep the batteries from being exposed yet provide adequate ventilation and accessibility.

Wiring consists of rugged, custom built wiring harnesses for all interior and exterior components. Wires run the length of the vehicle on the driver and passenger sides and are easily accessible by removing wire covers (corner boards) located where the side walls meet the ceiling. Cable tie bases are secured to the steel framework of the body using screws and all wires are attached to the bases using durable nylon ties. All wiring harnesses are constructed of high-temperature type-GXL wire for 12 Volt circuits providing a safe and reliable electrical system. Weather Pack environmentally sealed connectors are used for all exterior applications. Butt-style connectors are restricted. Each wiring circuit is color coded and labeled for ease of identification. All cabling is solder sealed and machine crimped.
