DISCUSSION AGENDA:
1. COUNCIL PRESIDENT BRESSI:
a. Building security- Council President Bressi asked the Mayor to have a meeting with Business Administrator Schlegel to discuss building security for the Planning and Zoning Department, Department of Public Works and this building. This matter was approached many years ago by previous Administrations but was halted. Our Country is facing a dilemma with security in buildings and this matter should be addressed with Business Administrator to determine the proper course of action. Mayor Michael Reina noted that he has had a discussion with the Business Administrator about this matter and stated plans will not be disclosed until they are final. He noted that they are looking into it.
PUBLIC COMMENT, ANY TOPIC:
ROBERT KIRCHHOFER - 445 WHITESVILLE ROAD - Whitesville Road is flooding and our properties are getting damaged. Last year I presented the council with this issue at a council meeting and Council President Bressi stated he would reach out to Randy Johnson to resolve this matter. Council President Bressi stated that the approval was completed before 2007 and discussions took place with the lawyer and the applicant. They had to remove their DEP violations and address the flooding issue. The lawyer and applicant provided videos showing how the problem was corrected and they came before the Planning Board for an extension. The Planning Board denied their extension at that time and currently the Planning Board does not have a valid or pending application for that applicant. Council President Bressi suggested Mr. Kirchhofer contact Business Administrator Schlegel to request the Township Engineer to visit that specific area. Attorney Cipriani stated there is no current active application for CDR Whitesville. Code Enforcement will inspect the area. If this matter is not addressed, we can consider other options. The last vote on their application was a challenging one because if we did not comply with their extension we would lose the ability for control of this area. We have to

Jackson Township Council Meeting of February 27, 2018
Page 27 of 27
comply with land use requirements. Mr. Kirchhofer stated that there are numerous accidents on this street due to the flooding and we have many inexperienced drivers traveling on this road. Council President Bressi stated the applicant has shown proof of compliance in resolving the issue. He also suggested Code Enforcement and Engineering would have to evaluate the road and its condition. Business Administrator Schlegel stated that the problem will be addressed.
JIM BEZANSON - 12 MELISSA LEE DRIVE- questioned whether ordinance 03-18 would permit churches or schools under the clubhouses and social recreational use section of this ordinance. Attorney Cipriani stated churches and schools are excluded from this amendment but meetings can be held for churches or schools on a temporary basis. It would not allow for houses of worship. Mr. Bezanson questioned if there would be multiple buildings for recreation or clubhouses throughout this property. Attorney Cipriani stated that there are two sections and the affordable housing section(s) may have their own separate clubhouse. These details are all still under discussion with the Township Planner. Mr. Bezanson confirmed that the affordable housing units would be located within the complex and not in a specific area. Attorney Cipriani stated that this statement is correct and the Court would not approve just one section for affordable housing. There will be two separate sections and there is a possibility that there will be separate clubhouses for the apartment style units. It will be an issue that will be addressed by the Planning Board. Mr. Bezanson stated that the apartments would be taking 70% lot coverage and that seems to be a large amount. Attorney Cipriani stated there are portions of the lot which are environmentally protected and construction in those areas is prohibited. Clerk Eden stated that the copy of the ordinance online has been amended and revisions were not immediately uploaded due to their late arrival to her office. Attorney Cipriani stated that the coverage indicated in the ordinance will be reviewed with the Township Planner and the Planner will be present to discuss this matter. Mr. Bezanson stated that the maximum percentage is a large amount and the developer will most likely choose the higher percentages for this project/
