Similarly, a combination of this modest increase in height, along with the specific position of no16 on Praze Road, makes it unlikely the tiering effect that exists in this part of the town would be lost.Subject to confirmation there would be no loss of residential amenity to neighbouring properties, Cllrs agreed to raise No Objection to the proposed works.

Department for Transport Beryl e-scooter trial key points
Introduction.
The e-scooter trial is part of the Department for Transport's national e-scooter trial testing e-scooter hire models.
The trial allows for the e-scooters available for hire only. The trial does not make the use of personal e-scooters legal on the public highway.
The trial in Cornwall will run alongside the existing Beryl e-bike hire scheme operated in Penzance, Truro, Falmouth, Penryn and Newquay.
The aim of the scheme is to provide low carbon transport options for short journeys in the towns in which the scheme operates, complementing the existing Beryl e-bike hire scheme.
Operations.
The e-scooter trial will utilise the same bays as the e-bikes currently run from. Bay capacity will be monitored to understand if there is a need for increasing bay size or the number of bays.
Approximately 50 e-scooters will be provided in each of Penzance, Falmouth/Penryn and Newquay with 25 located in Truro.
Beryl maintains the e-scooter scheme in its entirety.
Local contractors will manage and maintain the e-scooters and e-bikes, bringing direct economic benefits to Cornwall.
Funding.
The e-scooters, and operation of the trial are provided by the scheme operators (SMIDSY Ltd, under the Beryl brand). The only cost to Cornwall Council is staff time and costs associated with making of experimental traffic orders.
Riding the e-scooters.
Riders must be 18 years old or over and are required to have a driving licence (provisional or full). E-scooters in the UK are classified as Personal Light Electric
Vehicles and as such a driving licence is required to use them. Paper licences are not accepted by SMIDSY Ltd, the operators of Beryl.
Before riding, users will be required to sign up for the scheme with their physical driving licence and through facial recognition on the Beryl app.
Upon signing up, there is a 2 minute guide to riding the scooters, including how to and where to ride.
The rental e-scooters will be legally allowed to use the same spaces and routes as cycles. E-scooters should not be ridden on pedestrian pavements.
The maximum speed of the e-scooters during the trial is 12.5mph. DfT may review this and increase to 15.5mph in the future.
SMIDSY Ltd and Cornwall Council has agreed โGo Slow Zonesโ in each town where maximum speeds are 7.5mph. These zones are aligned with pedestrianised areas in each town.
There are also 'No Go Zones' which are primarily skate parks.
Users must not ride under the influence of alcohol or drugs, carry passengers or wear headphones or ear pods whilst riding.
Pricing.
The e-scooters cost 22p per minute to use with a ยฃ1 unlocking fee. This unlocking fee is not charged if users buy minute bundles in advance.
The same fees apply to parking outside of bays or service areas, that apply to the e-bike hire scheme.

Infra25-426 - NTC Response
Newquay Town Council wish to register their strong objection to the new waiting restrictions proposed under Infra25-426.
Whilst it is fully appreciated that parking and congestion around Porth Beach Road can present a challenge to Cornwall Council during the summer, increasing the current restrictions, from 5 months of the year to 8, will immediately impact the public's ability to access and enjoy Porth Beach. Similarly, doubling the hours of this restriction from 12 hours a day to 24 will act to multiply this same harmful effect.
Porth Beach has received national recognition under the British Beaches Seaside Award scheme. It is widely seen as a clean, safe, attractive and well-managed coastal stretch, making it a highly favoured family destination, both for our residents and for visitors to the town. The beach also attracts a wide and diverse range of users, including walkers, surfers and swimmers, as well as providing an important resource for valued community groups such as the Lusty Surf Life Saving Club and Newquay Road Runners.
Porth Beach is also Newquay's most accessible beach, enabling people with a wide range of disabilities to fully enjoy the coastal experience that our town offers. Porth Beach Road currently acts as an essential element of the 'gateway' to that experience, even more so given the ongoing status of the Porth Beach car park. The lack of any provision allowing Blue Badge holders to park in the proposed zone (subject to standard restrictions) is considered disappointing - such a concession could have helped preserve an element of access for any disabled person who would wish to use the beach.
The Town Council also has significant regard for the concerns raised by local businesses, whose very existence and vital contribution to our visitor economy almost completely relies upon the pulling-power of Porth Beach.
A complete absence of any justification for imposing these overly restrictive measures is the cause of great surprise and even greater concern, further strengthening the arguments for our robust objection to these proposed changes.
In conclusion, the Town Council gives great weight to the unique benefits that Porth Beach offers to our residents, to our visitors, to local businesses and to the town itself. It is for these reasons that Newquay Town Council strongly objects to the waiting restrictions proposed for Porth Beach Road, and to the significant harm they would inflict on Newquay as a whole.

Licensing Objectives
- The prevention of crime and disorder adhered to and are suitable conditions for the variation put forward in this application.
- A condition set in our previous application earlier this year that doorstaff shall be employed at the premises every Friday and Saturday from 21:00 unless the premises is closed by midnight. We continue to be active in communication with pubwatch, axien security, and keen to be involved in other Newquay initiatives.
- Public safety The licensed area has been enclosed with steel and wooden barriers to keep public pavements unobstructed and customers away from traffic. The Pagan Arms continues to have a small overall capacity, reducing impact on the local area with an extension of the outside area closure time. Our team receive training on anti-drug policy, Newquay Safe Space, and how and when to report incidences that occur inside or nearby.
- The prevention of public nuisance The Pagan Arms continues to utilise plastic cups after 11pm on Friday and Saturday nights to reduce the chance of injury or damage, especially important for keeping the outside area safe for the public.
- The protection of children from harm The Pagan Arms continues to follow the guidance of Think 25 and requesting IDs.

Newquay Town Council โ Planning & Licensing Committee
Changes to the way our meetings work
Following recent changes, we are trialling a system where not all of the planning applications we are consulted on will be discussed in full during the meeting. Applications that are considered more straightforward and unlikely to cause harm will instead be accompanied by a pre-prepared, recommended response. This allows Councillors to focus their discussions on the more complex proposals during the meeting. However, if Councillors and/or Members of the Public have any concerns about an application, they can request it is included on the agenda for full discussion.
Commenting to the Town Council
Cornwall Council operates as both our Local Planning Authority (LPA) and our Licensing Authority, and in the first instance they are the decision maker for all planning and licensing matters across the county. However, Newquay Town Council acts as a statutory consultee for all planning applications within the town and frequently comments on local licensing applications. If you have views regarding such matters, you can bring these to the attention of our Planning & Licensing Committee and we will consider them when making our own response.
Written Questions or Representations for the Town Council's Planning & Licensing Committee should be submitted by emailing office@newquay.gov.uk or by writing to the Planning & Licensing Administrator at Newquay Town Council, Municipal Offices, Marcus Hill, Newquay TR7 1AF.
Attending Meetings - Members of the Public can attend our meetings, subject to venue capacity limitations โ we can allow up to 10 people in the Public Gallery at any one time. We welcome spoken representations and questions for the committee, but these must relate to the business listed on the agenda for that meeting (see our Public Info document for more detail).
Should you wish to attend a meeting of the Planning & Licensing Committee we would be grateful if you could let us know in advance. Please either email office@newquay.gov.uk or use the phone details at the bottom of this page.
We also provide a live stream of our meetings on the Newquay Town Council Facebook Page: www.facebook.com/newquaycouncil (please be aware that we do not monitor the comments made on Facebook during the meeting).
Commenting to Cornwall Council (our Local Planning Authority)
Wherever possible we recommend that you also comment directly to Cornwall Council. You can do this up until the Consultation expiry date. Guidance on how to comment on a planning matter can be found here. Details of licensing applications and how to comment on them can be found here.
If you have any queries regarding the above information, you can phone us during office hours (Mon-Thu 9am โ 5pm / Fri 9am โ 4:30pm) on 01637 878388.

| Town Council Response | NO OBJECTION: Cllrs agreed the scale and appearance of the proposed garage extension, including the materials to be used, would be quite suitable for this location. Cllrs agreed the conversion of the garage to an annex e would appear unlikely to impact the residential amenity of neighbouring properties, noting that the annex e would accommodate an elderly dependent with health and mobility needs. Members would expect the addition of an annex e condition appropriate to the intended use. |

| Town Council Response | SUPPORT: In line with Policy H1 of the Newquay Neighbourhood Plan (Replacement Dwellings and Extensions), Cllrs agreed the scale and appearance of this modest single-storey side extension, including the materials to be used, would be quite suitable for this location and unlikely to impact the residential amenity of neighbouring properties. The addition of a permeable resin-bound driveway, with associated vehicular access, is considered to be consistent with the wider local objective of providing appropriate off-street residential parking. Cllrs noted that formation of the vehicular crossover would be subject to the relevant Cornwall Council highway requirements and any separate vehicle-crossing approval required. With regard to Newquay Neighbourhood Plan policy G2(e), the applicant is encouraged to explore any reasonable opportunities to incorporate high levels of environmental sustainability, such as renewable energy sources and rainwater harvesting, into the overall design. |

amenity of neighbouring properties. In addition, removing the previously approved first floor windows from the south elevation would appear to provide greater privacy to the near neighbour at No.7
When considering the variation to condition 3, it was felt that replacing the approved cladding on the roof dormer with a slate hanging tile would be more in-keeping with the material finish of surrounding roof slopes.
