MAYOR KAFTON: He began by speaking about the tragedy that occurred with the Space Shuttle Columbia and the seven astronauts who lost their lives. He went on to say that in our own community this week one of our Committeemen lost his father-in-law, one of the County Chairmen of the Democratic party lost his wife, and a Township employee lost her husband who also was once an employee. He read a list of names of residents of Jackson who passed away since the last meeting. He explained that at the beginning of every meeting he will light a candle in memory of the people who have passed away from the prior meeting to the next one. He asked everyone to join him in a moment of silence.

This statement shall be entered into the Minutes of this meeting.
PRESENTATIONS:
MAYOR KAFTON: He stated that the Chapman family who owns the McDonald’s in town had contacted them and explained that they would like to present a $1,000 check to one of the charitable organizations in town. The Committee recommended the Jackson Women of Today because of their efforts in helping to feed the needy people of this town. He went on to say that the Chapman family had called and since they are coming from North Jersey, they are not going to be able to attend because of the weather. They assured us that they will send the check. The Mayor then asked the women that were present from the Jackson Women of Today to stand up. He stated that these wonderful ladies along with so many others really dedicate their time to the community. He explained that he helped them at Christmas and over 130 families came out that needed help with food and gifts.
PROCLAMATION: NEA'S READ ACROSS AMERICA – MARCH 3RD
MAYOR KAFTON: He read from a proclamation that called for the citizens of Jackson Township to assure that every child is in a safe place reading together with a caring adult on the evening of March 3^{rd} 2003.

He explained that the Jackson Lighting Baseball Team became the United States League World Champions. He then listed the other Championships they have won. DEPUTY MAYOR GIBLIN: He stated that he umpires many of these kids's baseau games. He commended them on their work ethic, sportsmanship and their dedication to the game. 5 MINUTE BREAK
COMMITTEE COMMENTS:
COMMITTEEMAN BRODERICK: ABSENT
COMMITTEEMAN GRISANTI: ABSENT
COMMITTEEMAN REILLY: He began by saying that at the last Committee meeting there was a great deal of debate about the Recreation Center project. For his part, after attending the last Recreation Commission meeting, he recommended to the Recreation Commission that they put a time line on proposals. He would like to see a proposal and some alternatives put forward by this Committee by July. These proposal options would be the recommendations of the Recreation Commission and he also would like to see a referendum placed on the ballot this November. People should be able to decide on their priorities as requested by some members of the public. In closing, he stated that he hopes that the rest of the Committee will join him in opening up the process.
DEPUTY MAYOR GIBLIN: He stated that due to the inclement weather and presentations they have had he will just thank everyone for coming out and told them to drive safely on their way home.
MAYOR KAFTON: He too thanked everyone for coming out in this nasty weather.
SECOND REQUIRED PUBLIC HEARING – 2003 OCEAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND PENDING RESOULTION #91R-03
ADMINISTRATOR KENNEDY: For the public’s edification he explained that they will be submitting two applications to the Community Development Block Grant. Application 1 is to provide an ADA Playground. This application is in the amount of $37,529 and the playground would be handicapped accessible. Application 2 is to furnish and install a bocce ball court and purchase some keyboards, chairs, portable projector and purchase an eight passenger van for the Seniors of Jackson. The Total application amount is $26,922. He explained that they don’t know if they are going to get funded, but they will submit these applications and hopefully will be successful.
GARY BLACK, 76 LEWIS LANE: He stated that on previous recreation matters this Committee requested user fees. He asked if this was the case with this project. He then suggested that an increase from 3/4 tons to 1 ton be put in to handle the weight and this will also allow the equipment to last longer. Mr. Kennedy stated that user fees were not put into the application. Deputy Mayor Giblin stated that this was for a playground and has nothing to do with user fees.

RESOLUTION 92R-03
TITLE: RESOLUTION OF THE TOWNSHIP OF JACKSON, OCEAN COUNTY, NEW JERSEY REQUESTING A ONE YEAR EXTENSION OF TIME (FROM 2/21/03 TO 2/21/04) FOR ROAD IMPROVEMENTS TO BASSO STREET (MUNICIPAL AID GRANT)
COMMITTEEMAN REILLY: He asked if he could get an explanation of why the extension was needed? He then asked why this wasn’t completed already? Mayor Kafton replied that this was a formality, they will be paving these roads, but if they don’t get an extension they could lose the grant. He later added that the grant didn’t supply for the entire cost of the project and they have to come up with the difference. Deputy Mayor Giblin explained that the original grant expires in February 2003. This extension gives them an additional year to do this. He went on to explain that they also received a grant for Vath Street and they thought it was in their best interest to put this under one bid. They then combined these two projects. The time constraint last year didn’t allow them to do it before the close of the mills.

TOWNSHIP CLERK EDEN: She explained that Resolution 86R-03 which approves the appointment of Matthew Thompson as Alternate Municipal Prosecutor, has a typo in the bottom paragraph. Mr. Thompson’s name appears as Harrison.
ATTORNEY STARKEY: He explained that he just noticed that in the first paragraph of this Resolution it states that this contract provides payment of $200 per client. That's not the way the Township does this for Alternate Municipal Prosecutors. The way it works is if the Municipal Prosecutor is unable to make it and the Alternate fills in then the Municipal Prosecutor pays the Alternate. So he recommended a deletion of that.

DISCUSSION AGENDA:
RE: SAFETY AWARD – TOWNSHIP OF JACKSON
ADMINISTRATOR KENNEDY: He began by saying that tomorrow him, Sergio Panunzio and Vinney Rubio will be attending the Ocean County Joint Insurance Fund Safety Awards. He has already spoken to the Mayor about this. They have received the award and the Mayor will be making the presentation at the next Committee meeting.
RE: OCEAN COUNTY OBSERVER 18^{TH} ANNUAL PRIDE EDITION; ADVERTISING MESSAGE
TOWNSHIP CLERK EDEN: She explained that the Ocean County Observer puts out an Annual Pride Edition every year. This is a keepsake edition celebrating people, places, and things that makes Ocean County one of the Country's best places to live. They are inquiring whether the Township would like to advertise in this edition. The add cost is $12.75 per column inch. The cut off for the add is February 19. Deputy Mayor Giblin asked if we did this last year or over the last 18 years that they have been doing it? Mayor Kafton stated that basically they get to tout what a wonderful place Jackson is. Committeeman Reilly said this was one of our papers and he wouldn't have a problem doing it.
CONCLUSION: Mayor Kafton suggested that one of the Administrative staff should call Committeemen Broderick and Grisanti and get their opinions on this.
PUBLIC HEARING, ANY TOPIC:
GARY BLACK, 76 LEWIS LANE: He stated regarding the last discussion on the ad in the Observer, he asked if this township has a standard logo? Committee Kafton stated they do have a flag. He stated that they could put the picture of the flag with a little write up about the town. They will contact the other two Committeeman and get their opinions on this.
