BE IT ORDAINED by the TOWNSHIP COUNCIL OF THE TOWNSHIP OF JACKSON, IN THE COUNTY OF OCEAN, STATE OF NEW JERSEY (not less than two-thirds of all members thereof affirmatively concurring), AS FOLLOWS:

Section 1. The improvements described in Section 3 of this bond ordinance are hereby authorized as general improvements to be undertaken in and by the Township of Jackson, in the County of Ocean, New Jersey (the “Township”). For the improvements or purposes described in Section 3, there is hereby appropriated the sum of $6,509,000, said sum being inclusive of all appropriations heretofore made therefor, including the sum of $325,450 as the down payment for said purposes as required by the Local Bond Law, N.J.S.A. 40A:2-1 et seq. The down payment is now available by virtue of provision for down payment or for capital improvement purposes in the Capital Improvement Fund of one or more previously adopted budgets.

Section 2. In order to finance the costs of said improvements or purposes not provided for by the application of the down payment, negotiable bonds are hereby authorized to be issued in the principal amount not to exceed $6,183,550, pursuant to the Local Bond Law. In anticipation of the issuance of said bonds and to temporarily finance said improvements or purposes, negotiable bond anticipation notes are hereby authorized to be issued pursuant to and within the limitations prescribed by the Local Bond Law.

Section 3. (a) The improvements hereby authorized and the purposes for which the obligations are to be issued consist of the acquisition of a new radio system for the Township, including, but not limited to, the construction of two (2) radio towers with radio equipment shelters and emergency generators; the acquisition of infrastructure equipment for an existing third (3rd) radio tower site; and the purchase of over three hundred (300) mobile and portable radios, together with all purposes necessary, incidental or appurtenant thereto, all as shown on and in accordance with contracts, plans, specifications or requisitions therefor on file with or through the Township Clerk, as finally approved by the governing body of the Township.

  • The estimated cost of the improvements or purposes described in Section 3(a) hereof is $6,509,000, which is equal to the amount of the appropriation herein made therefor. The excess of the appropriation of $6,509,000 over the estimated maximum

Section 4. All bond anticipation notes issued hereunder shall mature at such times as may be determined by the chief financial officer of the Township, provided that no note shall mature later than one (1) year from its date. All notes issued hereunder may be renewed from time to time subject to the provisions of N.J.S.A. 40A:2-8. • The average period of usefulness of the improvements or purposes, within the limitations of the Local Bond Law and taking into consideration the amount of the obligations authorized for said purposes, according to the reasonable life thereof computed from the date of the bonds authorized by this bond ordinance, is fifteen (15) years.
  • The Supplemental Debt Statement required by the Local Bond Law has been duly prepared and filed in the office of the Township Clerk, and a complete executed duplicate thereof has been filed in the office of the Director of the Division of Local Government Services in the Department of Community Affairs of the State of New Jersey. Such Statement shows that the gross debt of the Township as defined in the Local Bond Law is increased by the authorization of the bonds and notes provided in this bond ordinance by $6,183,550 and the obligations authorized herein will be within all debt limitations prescribed by that Law.

EVAN VANARSDALE - Mayor Michael Reina read the proclamation honoring and recognizing the outstanding citizens in our community. The proclamation honored High School student Evan VanArsdale who on the morning of November 28, 2018 was involved in a motor vehicle accident involving a school bus. The bus driver was thrown from the impact and the bus drifted out of control with students still onboard. Evan VanArsdale grabbed the emergency brake and called dispatch for help. After the bus came to a full stop he focused his attention on providing aid to the injured bus driver. If Mr. VanArsdale’s had not responded as quickly as he did the injuries could have been far worse. Mayor Michael Reina recognized Evan VansArsdale for his act of courage and quick response. His ability to stay calm and think clearly in an emergency situation contributed to the overall safety of all. He congratulated Evan VanArsdale. Mayor Reina stated one of the reasons he is proud to serve Jackson Township is for young men like Mr. VansArsdale who do an outstanding job in our community.

COUNCILMAN PRESIDENT BRESSI – announced that Councilwoman Updegrave has served Jackson Township as an elected official since 2006 and served the Township for many years as an employee. Councilwoman Updegrave will be retiring from the Council and today is also her birthday. Council President Bressi presented Councilwoman Updegrave with a plaque for her service and dedication to our Township. Councilman President Bressi also mentioned a plaque would be provided to Councilman Martin for his 12 year service and dedication. Councilman President Bressi announced there would be another proclamation.

MAYOR REINA - stated the proclamation was written in our agenda as “TBA” and at this time this proclamation is in honor of our Township Clerk, Ann Marie Eden. He acknowledged the 21 years of service Clerk Eden has provided to our Township and her dedication. As of December 28, 2018 her retirement will be in effect and everyone has been honored and appreciative for her contributions throughout the years. She will be missed professionally and also as a great colleague. She deserves this public recognition today for the many years of service to our Township. Page 38 of 39

COUNCIL PRESIDENT BRESSI - expressed the bittersweet feeling from these Proclamations presented today. He expressed that he worked alongside Councilwoman Updegrave when the Council was a Committee form of government. She has always been a dedicated employee and cared for others. She will be truly missed and wished her the best of luck in her new journey as she is also retiring from her current employer. Her professionalism and her guidance during her years of service will be missed. All Council members who have been in the position of Council President (and speaking from his experience) sometimes you can congratulated for your service and other times you are criticized. When you are congratulated for your excellent service while being a Council President and it is due to the work conducted by the Township Clerk. It is the Township Clerk’s guidance, workings and followings that aid us to fulfill our commitments for this Township. The title Municipal Clerk is the incorrect title for this position. Township Clerk Eden cares for everyone regardless of their department and ensures tasks are completed. The success of our Council is due to the work and dedication of the Clerk. He wished the best of luck to both Councilwoman Updegrave and Clerk Eden on their future plans. Thank them both for their dedicated service to the Township and the Township employees. You will both be truly missed.

COUNCILMAN CALOGERO - concurred with comments made by Council President Bressi. Tonight we are losing the hardest and dedicated public servants in the history of Jackson. When he was elected six years ago for Councilman he attended a state mandated program where the instructor advised him to become good friends with the Clerk because she would have knowledge on all events occurring in our town. He thanked Clerk Eden for her hard work, efforts and dedication. Clerk Eden has been a good colleague and mentor. Her leadership made me a better Councilman and her leadership made Jackson a better place. God bless you and enjoy your retirement.

COUNCILMAN VICE PRESIDENT NIXON - stated the definition of high class act is Clerk Eden. My job wouldn't be complete without her guidance. I admire her passion and dedication to protect this town. Clerk Eden fought for all matters she believed in and stood up for things she knew would be a difficult task. She marked many people's lives including the residents of Jackson. Her longevity provided the experience necessary to oversee this town. She is an amazing person and it was an honor to work beside you. Thank her for her excellent service. He stated Councilwoman Updegrave taught him to be a good person. Councilwoman Updegrave is a good person with a passion for service and she had the ability to attend church on Sunday and provide great ways to improve our town. Councilwoman Updegrave is a well prepared individual who takes many notes when conducting any research for the Council. When she spoke about a matter it was worth listening to. He expressed Councilwoman Updegrave is a great friend and a great listener. He thanked Councilwoman Updegrave for her service.

COUNCILWOMAN UPDEGRAVE – it has been an honor and a pleasure serving the residents of Jackson for 12 years. During my service I have met many wonderful people and public servants. Thanked the employees of Jackson Township and the professionals, without them the Council would not have anything to vote on at our council meetings. All township employees are wonderful individuals and will be truly missed. She has worked beside Clerk Eden for over 20 years and she has many fond memories throughout the years. She wished her the best of luck on her retirement. She expressed Attorney Cipriani is a tremendous lawyer who provides great advice and is a great listener who takes time from her busy schedule to explain. After obtaining information from the Council, Clerk Eden and Attorney Cipriani, I do confess to writing many notes based on the information provided. She thanked Jackson residents and all its employees who continue to keep our residents interested in a priority.

MAYOR MICHAEL REINA – stated Clerk Eden will be missed especially how she managed the toughest job in our township. We both have had many conversations on different matters over the years. She is a great friend to the Mayor and Administration. We had faced difficult times but the Clerk’s office has always kept things functioning. Clerk Eden is an asset that will be truly missed in our office and the Township. Ms. Kisty has performed an outstanding job alongside Clerk Eden. Thanked Clerk Eden for

her friendship and everything accomplished during her service. Wished her the best of luck on her retirement. He stated Councilwoman Updegrave ran alongside two terms and concurred with comments by Councilman Nixon. Councilwoman Updegrave didn’t have much to say but when she did it was informational. She researched and had notes available with answers to many questions. She worked very hard and will be the hardest person to replace. Wished everyone a Happy Holiday and a prosperous New Year. Hopes to work with everyone in the upcoming year.

COUNCIL PRESIDENT BRESSI - requested the Council join him in making this official for Township Clerk Eden and thanked her for her service and dedication from April 1997 through December 28, 2018 and wished her the best of luck on her retirement. After the agenda was posted on our township website, residents called to express Council made a great choice in appointing Janice Kisty for Township Clerk. She's been in the Township and has been part of the Council. She is knowledgeable on how our Township conducts business, she is dedicated and has served the Planning Board. The Council has never received so many positive comments prior to a Council meeting on an appointment the Council has to make. The Council looks forward to working with you.
