PROCLAMATION- EMS SERVICES- read into record by Councilman Sauickie.

Councilman Sauickie handed the proclamation to Chief Couciero who said a few words: I am just one person in charge of a very large group of people that I am nothing without the group that we're with and I can't thank the volunteers as well as the day time staff for everything that you do for us. Our community, the community that I love and live in and the community that we all serve, thank you and thank you to the township council. We couldn't have done this without the support of you all and I appreciate everything that you continue to do for us. Thank you.

WHEREAS, each year residents and visitors to our community may require emergency medical care for traumatic injuries, burns, poisonings, spinal cord injuries, heart attacks and other critical medical emergencies; and

WHEREAS, emergency care personnel give selflessly of themselves for the welfare of others. Jackson Emergency Medical Services (EMS), originally established as Jackson Township First Aid Squad, has been doing so since 1953; and

WHEREAS, Starting March 1, 2020 the Jackson EMS officially resumed taking over 24 hour, 7 day a week service for the entire town, after 29 years and ironically, just days before the COVID-19 global pandemic was declared. They have since handled at least 325 patients related to COVID; and

WHEREAS, Jackson EMS is currently staffed with 34 EMTs, and 3 full-time employees including its Chief, Al Couceiro. Since taking over the daytime service they have responded to 3,337 daytime calls, with an overall total of 4,880 calls in 2020 alone; and

WHEREAS, the citizens of our community benefit greatly from the knowledge, skills, and dedication of these emergency medical service specialists, as they work to ensure prompt and appropriate treatment at the scene and on the way to the hospital. Jackson EMS has received over 30 compliments from those they have served in the community since March 1, 2020.

NOW, THEREFORE, I, Michael Reina, Mayor of the Township of Jackson, County of Ocean, State of New Jersey, do here wish to publicly recognize and commend the Jackson Emergency Medical Services staff and Chief Al Couceiro for their dedication and outstanding service to the community. Your unwavering commitment is invaluable and deeply appreciated.

COUNCILMAN BORRELLI – Within just the last month there have been 2 devastating house fires in our town one was on Harmony Road and the other one on Lehigh Boulevard; which claimed the life of 82 year old Sally Elyea and a puppy according to reports; I just want to ask everybody and our fellow residents to please keep Sally's family in prayer during these very difficult times. There's GoFundMe pages that have been created for both house fires; the page for the house fire on Harmony Road is being organized by Barbara Martinez for Tina, Nick and his son Blaze who lost their home. The page for house fire on Lehigh Boulevard is being organized by David Peed for Sally Elyea's son Greg and his wife Carrie who lost his mother and mother in law to this fire. I encourage her fellow residents here in our town to consider helping out these two Jackson families in these ways on these Go Fund Me pages for these families during their greatest time of need. Thanks to our First Responders, many of whom are here tonight thanked them for their service and the great work that you do in our town, in particular working at the scene of both of those tragic fires. The GoFundMe page information is on the Jackson township website.

Mayor Michael Reina- Apologized for interrupting Councilman Borrelli; we received word that they're holding off on the Johnson and Johnson vaccine so they're been pretty much postponed all throughout the State. Governor Murphy made the release sometime today but we were informed by the County earlier this morning to hold off on it; a date will be given those registered should remain.

Councilman Borrelli thanked the Mayor for the information there's also links on the township website about the Covid 19 vaccine and the information for a possible future clinic being brought to Jackson township, will be updated on the township website as well. According to the Asbury Park Press, not only Rite Aid on New Prospect Road but the two CVS's in our town the one Don Connor Boulevard and also on Bennetts Mills Road are administering the Covid 19 vaccine. Supplies are very limited they may not be taken appointments but I wanted to get that information out and let our residents know.

I've reached out to the Ocean County Commissioner Jerry Little's Office in our County's Health Department on more than one occasion to see if they can get the Covid 19 vaccines to a venue in Jackson so our fellow residents don't have to travel so far to get them if they want them. I was thrilled to see the press release by Mayor Reina in our township last week that the Ocean County Health Department will set up a pop-up clinic stated about one being held at the Senior Center.

Thank God spring is here after the rough winter that we had. I want to encourage our fellow residents to get out and enjoy our town's beautiful parks and recreational areas; thanked township employees who work hard to maintain them for us to enjoy.

COUNCILMAN CHISHOLM- Absent.

COUNCILMAN SAUICKIE- Congratulated Jackson EMS for those who don't know it was just over a little over a year ago that the EMS pitched to the town about taken back over 24 by 7 service. This was something that got brought up and had a lot of feedback from residents because there was an impression at least if it's not broke don't fix it. A lot of work and a lot of pre-work went into before they made that change and as it turns out it was only days before Covid 19 hit; which made it that much more concerning of course to make sure that the service they delivered was the way it needed to be. Looking at their key performance indicators where the residents were somewhat happy with the fact that the third party services we were using before Jackson EMS the third party had about a 9 minute response time where Jackson EMS has a 7 minute response time; we've knocked off about 2 minute response time and you could imagine in a life threatening situation it would be pretty critical. In addition it cost the town and residents less than it did. As read in the proclamation, they have gotten many compliments from residents and with the other services there were complaints particularly around billing. Congrats to them and if you get to see them thank them for their support.

COUNCIL VICE PRESIDENT FLEMMING – Congratulated our EMS and First Aid squad. I would like to piggyback off of what Councilman Borrelli verbiage about the fires. Bring forward 2 Jackson patrolmen who went above and beyond trying to save a fatal from

the Lehigh fire Thomas and John were both injured trying to save the life of someone they had no idea who it was. That’s what our patrolmen do and I want to praise them they went above and beyond. Thanked the EMS and I want to recognize them.

COUNCIL PRESIDENT KERN- Echo Council Vice President comments about the fire fighters that attended both of those fires. EMS have done an outstanding job. Tonight you get to see the results of months of research and effort updating township code Ordinance 08-21 adjust the penalties for vandalizing township parks to be in line with the penalties that were already there for smoking a cigarette in that same school park. Ordinance 09-21 adjust the penalties for anyone who destroys storm water management areas. They should be fined and complete community services and complete a storm management class. He cares about people obeying the laws and the ordinances we write.

MAYOR MICHAEL REINA- Thanked the Council your willingness to help out the town and appreciate the help and bringing out for what they do within the township growing public and priority. Get involved with the town, the town is growing. Enjoy the weather and enjoy life.

PUBLIC COMMENT, ANY TOPIC

JANICE KISTY, R.M.C. TOWNSHIP CLERK

Jeff Nemeth–Perrineville Road- Addressed the Council. He objects to comments that were made to by an opposing attorney at a recent Planning Board meeting.

Council Vice President Flemming- Stated that if asked by an opposing attorney while in cross examination they have a right to ask.

Mr. Nemeth Stated it's his right to ask doesn't mean it's our right to accommodate them.

Council President Kern- It’s a public hearing for matters of that nature. If it’s a cross examination they can ask any question they want.

Mr. Nemeth furthered objected to that attorney asking people from our township whether they are associated with a group. Asking for peoples emails and phone numbers and he felt that was imitating. He asked if we have the right to tell that attorney that is improper.

Attorney McGuckin- He answered no, during cross examination the applicant's attorney or any attorney who's involved in the application has the right to ask anything which could be relevant to the proceeding. If the board denies them that opportunity, the board would be subject to an appeal of that decision which would be reversed.

Mr. Nemeth- Asked about fair share housing and how one decides in our township which are the particular projects that are deemed under affordable housing. He wanted to know why Jackson Parke project is required to have affordable housing.

Council President Kern- stated that the affordable housing obligation was included in the Hovbilt project, and it has nothing to do with the Jackson Park project approval.

Attorney McGuckin- Stated that this parcel was originally for senior housing, about 900 to 1,000 units. They went bankrupt. During bankruptcy proceedings the, State purchased part of the property for Green Acres and the bankruptcy court attached a bid to the property,

which we did not win but the developer did. There was a court order that this will be for affordable housing.

Mr. Nemeth- Still wanted to know why the affordable housing was written into that court order.

Mayor Michael Reina- When it was purchased from the auction that we lost there were many discussions on multifamily use, Planning Board, and Master Plan. We have an affordable housing obligation. Planning Board decides percentage for affordable housing percentage and we fought that. It isn’t right when the judges overturn it or when the DEP reverses their own decision on soil imports. He said there is a component on every large development.

Mr. Nemeth- Had concerns on why widening the road and taken people's properties.

Mayor Michael Reina- The developer is purchasing some lots and that he (the Mayor) will never use eminent domain on anyone’s property for a developer.

Mr. Nemeth went on to express his dislike of the way the attorney addressed our residents and our residents were shut down, but the attorney was not shut down.

Councilman Sauickie- Asked Attorney McGuckin if the Planning Board has to be on zoom.

Attorney McGuckin - I believe so, based on the court order due to the number of people expected.

Elenor Hannum-7 Evergreen Court- Ms. Hannum stated the history of the property beginning in 2015 and how it related to affordable housing requirement. She continued to speak about Prospertown Cassville Road, it is one of the oldest roads in Ocean County. It will be partially improved. She is concerned about the preservation of the historical road. She is also concerned about parking overflow because of the size of the project. According to Ms. Hannum it is an environmentally sensitive area.

Ms. Hannum next concern was the connector road and also the width of Perrineville Road. The connector road has partial Ocean County Planning Board approval. For Perrineville Road, she said she saw a backhoe digging on someone's property and they said they were going to lose 16 feet of their front yard.

Mayor Reina- Asked Business Administrator Wall if there were any complaints to their office. Business Administrator Wall replied no not to my knowledge.

Ms. Hannum asked who writes the Ordinances for Jackson Township. She was told that Ordinances can come from multiple sources, but then she specifically asked about MFAH zone and was told that was part of a court approved settlement.

She asked if the Jackson Historical Commission is still in existence. Mayor Reina responded that it is still in existence but hasn’t had much movement partially due to Covid.

She asked if there can be a Grant process for Historical land marks that are in Jackson. Council President Kern stated that we did vote on getting a grant writer or grant writer service and this township will benefit.

Ms. Hannum asked if the Youth Advocate Community is active, and if not, whether it can be activated. She claims there is less and less community in Jackson. Council President Kern-Every single meeting has asked for more people to volunteer, and if interested, he asked that residents fill out the form online. Council President Kern also outlined many community based activities in town.

Ms. Hannum asked about Brookwood Parkway and stated there needs to be protection for the residents and children on those three roads from speeding school buses and traffic. It has been going on for five years and Police Department is aware of it.

Mayor Michael Reina- We are all aware of it and will contact the Chief of Police and bring it to his attention. Chief Kunz is well aware of the buses turning around.

Ms. Hannum had asked for information through OPRA for 27 and 29 Cedar Swamp Road and did not receive what she requested. Ms. Hannum stated that she did communicate with the Clerk’s Office, but here issue is with the Code Enforcement office. Attorney Mcgukin stated the Township Clerk is the person who is responsible for issuing OPRA responses. Ms. Hannum stated that Code Enforcement had all the papers, she went home and OPRA requested what she saw in their office. She asked who they answer to. Council President Kern replied that they answer to Administration and the Mayor. Ms. Hannum stated there’s a lot of lack of enforcement of our ordinances.

Ms. Hannum’s next question involved 16 Short Hills Boulevard and she asked if AirB&Bs are allowed in Jackson. Councilman Sauickie responded that an ordinance was passed last year for no short term rentals or VRBOs for less than 30 days in Jackson. Ms. Hannum said it was advertised on Google. Councilman Sauickie knew for sure that any violations reported to VRBO or AirB&B resulted in the ads taken down, and Google could be advised as well. Ms. Hannum wanted to know what is being done to enforce the quality of life that is a priority in Jackson.

Attorney Greg Mcgukin had information on the address and stated it was investigated and there is no violation of the current ordinance. There was an investigation, there are people living in the house, they are allowed to live in the house and they're not in violation of anything.

Ms. Hannum then asked what is being done with 71 East Connecticut Concourse. Attorney McGuckin stated it is under review in his office. She then asked about One Everett and Attorney McGuckin stated it's under review. Ms. Hannum was unsettled about the responses and proceeded to say how nothing is done and there the town is unresponsive. Attorney McGuckin disagreed, stating there were investigations, she did receive answers but did not like the responses, and because she did not agree with the responses, she is saying the town is unresponsive. She asked for a special phone number to reach Code Enforcement after hours. Those calls would have to go through the Police Department.
