COUNCILMAN BORRELLI ATTORNEY MCGUCKIN COUNCILMAN CHISHOLM TOWNSHIP CLERK KISTY COUNCILMAN SAUICKIE (Absent) COUNCIL VICE PRESIDENT FLEMMING COUNCIL PRESIDENT KERN
ALSO IN ATTENDANCE: BUSINESS ADMINISTRATOR TERENCE WALL
As Clerk of this meeting, I publicly announce that in compliance with the provisions of the “Open Public Meetings Act” adequate notice of this meeting of the Jackson Township Council has been advertised in the manner prescribed by law.
COUNCILMAN BORRELLI – First as we continue to wait for every vote to be counted in the Governor’s race; other Election Day races produce incredibly good results for residents up and down our State. Also up and down the ballot who hope for New Jersey to get back to liberty and prosperity in a State where people want to flock to, not flee from. If you want to wear a mask, wear a mask; if you want to get vaccinated, get vaccinated, but none of it should be forced upon us by Government mandates and out of touch ‘do as I say not as I do’ politicians. Apparently the top leader in our State Government didn’t get the freedom and anti-tyranny message from Tuesday’s Election results not to mention the affordability issue and that New Jersey is not far left.
Thanked all 11 candidates who ran for school board in our town. It’s never an easy task to put yourselves out there but you did because you want the best for our kids and grandkids in the public schools. He wishes the best 4 residents who won seats on the Board of Education and to those who did not win; he hopes you will stay involved and engaged in our great town and school system. There are many Township boards and commissions you can volunteer your time talents and skills on. There’s a citizen’s leadership form on our Township website if you would like to apply for a position on a board or commission in our town; all of us up here, including Councilman Sauickie, who is not here tonight, got our start in public service to Jackson by serving on some board or commission.
In closing, Veterans Day is on Thursday. A big shout out and thank you to our Veterans who sacrificed so much to protect and defend the freedoms we enjoy. Who have kept their great Country safe and secure.
COUNCILMAN CHISHOLM - Thanked the Clerk’s office - Janice and her staff did an excellent job with our Elections here in Jackson and congratulations for a great job and glad everything ran smoothly here.
To follow up with what Councilman Borrelli had said. Thursday 11/11 will be the 110th anniversary of Armistice Day, now called Veterans Day. Please make sure that you take the time to celebrate those who have served in any of our branches of Government, not just those who gave the ultimate sacrifice, but any of them who gave up their time and just thank them and give them the honor they are due.
COUNCILMAN SAUICKIE- ABSENT.
COUNCIL VICE PRESIDENT FLEMMING – He wants to call our attention to Ordinance 27-21 and 28-21. These will be used to protect our emergency services and make them more available to the people who actually need them.
COUNCIL PRESIDENT KERN – He congratulated the 4 residents that won seats on the Board of Education. Hopefully we can look forward to work together next year.
To echo Councilman Borrelli’s statement to all those who ran, please try and stay active throughout the town. There are many opportunities for you to come out and volunteer and support the town.

Veterans Day, as Councilman Chisholm said, this is the day for all veterans. Everyone that served, who came out they had a wonderful walk at McAuliffe Middle School this week for Veterans and supportive Veterans but please thank and support the Veterans and the families of those who have served for us and those who went overseas and left their families so that they can protect us.

Any such fees collected by the Township shall be remitted to the appropriate emergency medical services unit pursuant to N.J.S.A. 40:5-2, as determined by the Township. NONE AT THIS TIME.
PUBLIC COMMENT OPENED, RESOLUTIONS ONLY
SHELDON HOFSTEIN – 48 BALTUSROL DRIVE – Had a question on the transfer of the consumption license. Wanted to know where it is being transferred from and to.
Clerk Kisty stated Vito Cardinale held that liquor license in ‘pocket status’ and he is simply siting it on Monmouth Road at his location, even though the buildings are not up yet he is able to do that. He is not holding it in pocket status; he can’t have the license because obviously there’s no place to serve alcohol. Once the building is up, it will be sited and she believes the address is 513 Monmouth Road.
Mr. Hofstein asked did he move from a place that's already operating.
Clerk Kisty stated no; he purchased it and held it ‘in pocket’. This transfer makes the license sited at that location.

SHELDON HOFSTEIN – 48 BALTUSROL DRIVE – Mr. Hofstein stated the last 2 weeks he worked as a poll worker for the early voting and for the Election Day. Thanked Council for getting us out of there early that night and it was widely accepted by the public. He stated he thinks we had about 50% more voters came out for early voting than they anticipated but what he noticed that while he was there and instead of working at one polling district you see almost everybody in town come through. He noticed how the town has changed.
He stated he thinks we had about 50% more voters came out for early voting than they anticipated but what he noticed that while he was there and instead of working at one polling district you see almost everybody in town come through. He noticed how the town has changed. Mr. Hofstein spoke to some of the leaders of the group there is a new resident’s data stated there are approximately 3,000 children under the age of 5 that will be starting school which creates a huge need for private religious schools in Jackson. He knows he bought this up before but it is important that the Council starts planning for this. He mentioned school zones and Council President Kern said at previous meetings that because of the lawsuits the Council wasn’t getting involved in establishing new zones or changing some of the other zones. He asked if this is on a Court order that’s presenting you or is it your own reason for not doing this. Council President Kern stated it’s not his own reason it’s not a court order. It is working together with the community and the litigants to come up with something that works and can be constitutionally sound. This is something we’ve spent time on; please do not think that we spend no time on this. This body up here has spent a tremendous amount of time and invested many hours in these things; however while we’re up through this litigation we’re working through that process to have the right to produce the right document. Mr. Hofstein hopes that at the same time while you’re not coming out with any new ordinance or zoning changes or somewhere you’re working on this. When you resolve the problem you have something go in affect that day. Mr. Hofstein stated in previous meetings there were discussions about hiring an attorney with expertise and religious land use law and asked have you been working on that. Council President Kern stated yes, there’s not an announcement to make at this point, however that is something that has been worked on. Mr. Hofstein stated that at the meetings every candidate for Council promises open government when seeking office and most council meetings that we’ve had recently and he could go back many years when you had the whole room filled and meetings lasted past midnight. Most of the meetings last about half an hour expect when there are police promotions or hirings where some residents come down to complain about quality of life issues. He would like to make a suggestion like tonight you have 5 ordinances that were read in first reading. What he thinks would be helpful at first reading just to let the public know why the ordinance is needed and what it contains and how the members should explain why they’re voting in favor of it’s just an open discussion creates an open government and most of us see the highlight and have no clue about; why you’re decreasing or increasing the speed or what the other awareness means. He just hopes that you would just do that. It won’t take long but just to explain to everybody.
