Re: Atlantic Construction Site Lots 7-12 in Block 22401 Jackson Township, Ocean County MRA File No. 21-155
Dear Board Members:
McDonough & Rea Associates (MRA) has been asked to provide the Planning Board with a Traffic Impact Analysis for plans prepared by YP Engineering (YPE) for development of a construction yard and office space on the noted property. The property is located on the west side of Whitesville Road (CR 527) north of Faraday Avenue as shown on Figure 1, a Site Location Map, in the Appendix. Plans prepared by YPE show separate driveways proposed for the construction yard and the office space, thereby separating construction yard traffic from office traffic.
SCOPE OF STUDY
In order to prepare a thorough Traffic Impact Analysis for this project, MRA conducted the following tasks:
- Made field visits to the site to establish existing roadway and traffic conditions in the area.
- Conducted peak hour traffic counts at the intersection of Whitesville Road/White Road during the critical morning and afternoon peak hours.
- Prepared estimates of traffic to be generated by the construction yard and office building based upon Institute of Transportation Engineers (ITE) data and communication with the Applicant with respect to operations at the construction yard.
- Prepared estimates of future traffic volume demand for a design year of 2035, in accordance with Ocean County Planning Board protocol.
Please reply to:
-2-
- Conducted level of service capacity analyses for the site driveways to Whitesville Road for the 2031 design year.
- Reviewed the Site Plan with respect to availability and accessibility of the parking supply and conformance to proper traffic engineering principles.
The following report sets forth the database accumulated and the conclusions reached with respect to the Atlantic Construction site.
EXISTING CONDITIONS/TRAFFIC VOLUMES
Whitesville Road is a Ocean County roadway (CR 527) generally running in a north/south direction in the vicinity of this site. It provides for 1 travel lane in each direction along with shoulders on both sides of the road.
Traffic volume data was collected by conducting manual turning movement counts at the intersection of Whitesville Road/White Road in November 2023. The traffic counts were conducted from 7:00 AM to 10:00 AM and 3:00 PM to 6:00 PM with the peak hours recorded from 8:45 AM to 9:45 AM and 4:15 PM to 5:15 PM. Table I illustrates base AM peak street hour and PM peak street hour traffic volumes passing the subject property.

TRIP GENERATION/DISTRIBUTION
Estimates of traffic to be generated by the construction yard and the 15,000 SF of office space were made after consulting with the Applicant with respect to the anticipated operation of the construction yard and by reviewing data published by the ITE in the 11^{th} Edition of the Trip Generation Manual.
With respect to the operation of the construction yard, the Applicant has provided the following information:
-3
On a typical day, approximately 15 employees arrive at the site between 7:00 AM and 7:30 AM and return at 4:00 PM to 4:30 PM.
Some employees arrive at the site to pick up a company vehicle and then go to a job site and some take company vehicles home and go directly to the job site.
➢ Approximately 2 pieces of construction equipment are moved onto and off the site daily.
Based on the foregoing, MRA assumed a worst-case scenario; one in which 15 employees arrive at the site and 15 employees depart from the site during both the AM peak street hour and PM peak street hour, even though some of the employees may take a construction vehicle home and may not enter or exit the site during these time frames.
With respect to the 15,000 SF of office space, the 11th Edition of the ITE Trip Generation Manual was utilized for trip generation purpose. Table II illustrates the anticipated traffic generation for the office space and construction yard based upon these parameters.
TABLE II

Site generated traffic was distributed north and south along Whitesville Road 50 percent to and from the north and 50 percent to and from the south based on the relatively equal traffic volumes traveling along the corridor during peak hours.
ANALYSIS OF FUTURE TRAFFIC
A design year of 2035 was assumed in accordance with Ocean County Planning Board protocol. Design year 2035 traffic volumes were prepared after consulting the New Jersey Department of Transportation's (NJDOT) background traffic growth rate data for the area. Existing base 2023 traffic volumes were expanded by 2.0 percent per year for 3 years and then 0.5 percent per year for 9 years to establish 2035 no-build traffic volumes. Site generated and distributed traffic was then surcharged onto no-build volumes and are shown on Table III.

Traffic engineers calculate levels of service of unsignalized intersections which relate to the quality of traffic flow. Level of service is a measure of average control delay. Average control delay is the time lost due to deceleration and the amount of time from when a vehicle is stopped for a traffic control device (or at the end of the queue) to when the vehicle departs the intersection. Delay is a relative quantity of driver discomfort, frustration, fuel consumption, and loss in travel time.
Levels of service range from "A" to "F" with "A" being the highest or best attainable level of service. Level of service "E" with average control delays of not more than 50 seconds per vehicle at an unsignalized intersection indicates near to or at capacity conditions and is generally considered the limit of acceptable level of service and delay.
Full definitions of levels of service for unsignalized intersections as well as level of service summaries are included in the Appendix. The intersections studied by this report were analyzed according to the procedures set forth in the Highway Capacity Manual 2022, using the McTrans Highway Capacity Software (HCS 2024).
As previously indicated, separate driveways will be provided for the construction yard and the office space. The following represents our analysis:
Site Access to Whitesville Road
At the site access to Whitesville Road, findings were that exiting traffic to Whitesville Road will do so at level of service “D” during the AM peak street hour and level of service “D” during the PM peak street hour. The northbound left turn ingress movement is projected to operate at level of service “B” or better for the peak hours analyzed. Therefore, the driveway will operate within acceptable traffic engineering parameters.

SITE PLAN AND PARKING
A single driveway is provided for the construction yard and the office building. With respect to the construction yard, areas are provided on site for equipment parking, construction vehicle parking and storage of materials. A 30-foot-wide asphalt driveway serves as access to both buildings and to the gravel storage areas for vehicles, equipment and materials.
With respect to the office space, 116 parking spaces are provided with 4 EV parking spaces and full access is provided around the building. The parking meets and exceeds Jackson Township ordinance requirements.
CONCLUSIONS
It is concluded, based on the analysis set forth in this report, that plans to construct a driveway to a construction yard and to construct a 15,000 SF office building on the noted property can be approved and operate compatibility with future traffic conditions. Exiting traffic from the 2 uses to Whitesville Road will do so at acceptable levels of service for the 2035 design year.
The Site Plan, prepared by YPE, shows adequate areas for parking and storage of vehicles, equipment and materials for the construction yard and adequate parking for the office building.
A representative from MRA will be in attendance at an upcoming Jackson Township Planning Board meeting to provide expert testimony and answer any questions Board members, Board experts or the public may have. Very truly yours,
