As Clerk of this meeting, I publicly announce that in compliance with the provisions of the “Open Public Meetings Act” adequate notice of this meeting of the Jackson Township Council has been advertised in the manner prescribed by law.

PRESENTATION- RWJ BARNABAS HEALTH- INTRODUCTION PRESENTED BY DR. FRANK VOZOS- he spoke about Monmouth Medical Center Southern Campus and new technology that is being used. The Emergency Room will have new technology that will change how people are treated with chest pain. The hospital has had a full transformation and rooms have been converted to private rooms. There are 18 new programs at the hospital which did not exist previously. The hospital has added successful programs including the Geriatric Institute which is a unique program for seniors. The unit has an inpatient and outpatient component and is being used as a model for other RWJ hospitals. There is a new Cardiology CT Department which will look into the flow of blood through the heart. There is also a department for breast mammography for the diagnosis of breast disease. The hospital has received an "A" grade from Leapfrog which is a nationwide organization that rates hospitals. Monmouth Medical Center, Long Branch, Community Medical Center, and Lakewood all received "A" scores. The Asbury Park Press conducts ratings with their readers and our Lakewood Campus received the best rating in Ocean County. Our Emergency Room has the highest patient satisfactory rating as per their surveys and top rated in the State and top 15% in the country. People are well taken care of and the EMS like our hospitals for their quick service. RWJ has a total of 11 hospitals and 3 children hospitals. RWJ has a NIA Designated Certified Cancer Institute in the State of New Jersey where cancer research is being conducted. Our care goes from regular acute care to higher level care with immediate access to the rest of our hospitals. The hospital can transport individuals from facility to facility if needed. All children hospitals have the highest level of care. At the local level we have expanded programs within the hospital and have added satellite facilities. There are satellite facilities called "Hubs" which allow patients to obtain care without entering a hospital. There is a current satellite facility located in Howell and a new location will be coming soon on Route 70. We are looking forward to building a new facility in Jackson. Patients will have the ability to take x-rays and labs. Patients would be required to go to a hospital only for hospitalization. There is a Geriatric Unit and Pediatric Emergency Room as well. If a doctor consultation is needed at our Children's Hospital, patients will have the ability to speak to a physician via conference. If immediate care is needed a child will be transported to another facility.

DR. FRANK VOZOS INTRODUCED DR. RAJESH MOHAN (CHIEF MEDICAL OFFICER OF CARDIOLOGISTS).

DR. RAJESH MOHAN- CHIEF MEDICAL CENTER (CARDIOLOGISTS)- has started many new programs along with the Geriatric Institute and the Cardiovascular Institute. We have a new Heart and Vascular Institute. We started the FFR-CT and currently the first in the region and the fourth hospital in the State of New Jersey. It's new technology that obtains artificial intelligence which combines with the Cardiac CT and computer analysis to potentially replace invasive procedures. Our hospital has a great group of Cardiologists and Radiologists that are both Board Certified and Chest Pain Certified.

RWJ is the second hospital in the State of New Jersey to be Chest Pain Certified and Heart Failure Certified. Many patients visit the Emergency Room with Chest Pain and 90% of patients with chest pain do not experience heart attacks. 60% of patients are admitted to the hospital and must undergo various tests. Many tests are conducted on patients as some patients may leave the emergency room and then have a heart attack. Some patients may even die after being discharged. FFR-CT is a low risk procedure. Patients may experience reactions to the procedure. The reactions may occur due to the dye or if a patient has kidney disease. The procedure reduces Emergency Room visits as it gives you a definite diagnosis. If a patient has blockages it will be addressed at the hospital before discharge. If blockages are not extensive then the patient will be provided with medication to address the situation. Patients with chest pain are given tests which may include stress tests, EKG, and echocardiograms. These types of tests do not show the vessels or blockages. FFR-CT scans allow a noninvasive procedure that improves the technology and provides the best care for the patient. The Academy of Cardiology Association uses this technology for any patient having chest pain in the Emergency Room. Dr. Mohan showed pictures of scans and different color codes. He explained the care for each patient based on the color codes. This technology gives less radiation to our patients and provides a diagnosis for each patient.

COUNCILMAN KERN- questioned if a patient is needs a stent or bypass will the patient have the procedure conducted at one of our local hospitals or will they need to be transported to RWJ, Asked Dr. Mohan if a patient can elect to have this procedure even if they have mild symptoms and if seminars will be arranged to educate doctors and patients in this area about this new technology.

COUNCILMAN SAUICKIE- served on the Board for Kimball Medical Center Foundation and at the time an upgrade was conducted in the Radiology Department. The Radiology Department upgraded their facilities to allow for better and quicker diagnoses. He asked Dr. Mohan if this new technology is leading to quicker diagnoses for their patients. He also stated that MONOC is ceasing the ambulance service to hospitals in the area and asked if St. Barnabas will be doing more within Jackson.

DR. RAJESH MOHAN- if a patient needs a stent or bypass the patient will be transported to Community Medical Center or RWJ. Most of our patients are not in need of immediate stenting and can be conducted electively. A stent is only conducted immediately if a patient is having a heart attack. Any patient having any type of chest discomfort with high risk factors is a candidate for this procedure. He stated that an increase of inquiries have been requested by cardiologists, and primary physicians. It is a learning process as it is still a new procedure and it was recently presented last year. It was approved by Medicare on January 2018 and it is new to the whole country. As a small community hospital our patients are unaware that we have the latest and greatest technologies. A CAT scan is a longer procedure and the FFR-CT takes about 5 seconds. The patient is discharged within 4 to 6 hours with a definite diagnosis.

DR. VOZOS- the final details are still being conducted. The territories of MONOC will be divided between RWJ Barnabas system and Hackensack Meridian. The services will be divided between the two hospitals and it would include the entire state. The services will include helicopter services too. Our job is to aid patients in our hospitals but to keep our community healthy and prevent them from needing hospitalization. We are looking forward to partnering and educating the community. We are looking forward to providing screenings and education to the public on topics such as housing and nutrition.

COUNCILMAN BRESSI- worked with the Board of Trustees for Kimball Medical Center and he was able to hear all the plans for the betterment of the hospital. It's great to see the visions that were planned for the hospital and their accomplishments. Working with the board you are educated on the process of managing a hospital. The Board meetings always focused on the betterment of the hospital. Thanked Dr. Vozos and Dr. Mohan for their presentation.

COUNCILMAN BRESSI – thanked residents for attending this meeting. It is great to see the transformations occurring within the hospital.

COUNCILMAN FLEMMING-thanked residents for attending the meeting. Wished the best to Jackson First Aid Squad in their endeavors.

COUNCILMAN KERN- thanked residents for attending the meeting. Reminded residents that registration is still available for all Jackson Spring Organizations. It includes Jackson Soccer Club, Holbrook Little League, Jackson Baseball, Jackson Softball, Jackson Little League Baseball and many other organizations. On Sunday the weather was magnificent and he visited the parks in town. Our parks were full of families enjoying playgrounds, little league fields and the skate park. Encouraged residents to have their children explore our beautiful parks and playgrounds. Encouraged residents to walk and explore through our trails. Jackson Pathfinders made a new trail which is located by Jackson Jungle and this is an excellent way of staying healthy.

COUNCIL VICE PRESIDENT SAUICKIE – thanked residents for attending the meeting. He stated Council President Calogero apologizes for being absent to this meeting as he had surgery yesterday. He is recovering from surgery this week and hopes to attend the next council meeting. Please keep him in your thoughts and even though he is experiencing health issues he wanted to ensure that three resolutions were part of this agenda this evening. One of the resolutions supports the siting of the Fourth Army Corps headquarters at Joint Base McGuire-Dix Lakehurst as they are the largest employer and it has a positive impact to Jackson's economy. Jackson is proud to host the brave men and women who not only interact within our community on a daily basis, but support the vital missions that are critical to our national defense and our community welfare. The Council proudly supports the Fourth Army to join the Joint Base. The Council has repeatedly demonstrated and fully supports the second amendment to law abiding citizens who have met all the qualifications and be immune from future State Legislation and laws that are in violation of the constitution of the United States. The focus should be on criminals and not law abiding citizens. The last resolution is a resolution that commits to the continuation of services for our senior community which rely on government programs to allow them to continue living in their homes and avoid nursing home placement. The State recently made cuts of $700,000 to the county programs that provide these services to the seniors. The cuts will result in disastrous impacts to our seniors and their quality of life. Many of our seniors are veterans who deserve our support and the Council supports the Ocean County Freeholders in urging the Governor to restore these funds.

PUBLIC COMMENT OPENED, RESOLUTIONS ONLY

SCHLEGMAN KLEIN-LAKEWOOD RESIDENT-congratulated the council for allowing residents to speak on resolutions. Mr. Klein suggested that the council provide the

residents with a copy of the agenda so the public may see the resolutions and not only the title. He indicated he was unable to see the resolutions on the township website. Mr. Klein questioned 147R-20, and who the public outreach will be. Mr. Klein asked if additional monies is needed, will the township make up the difference.

TOWNSHIP CLERK KISTY- a full packet is available on the bulletin board outside the Municipal Clerk’s office and on our township website it is located under government, then council meetings. On the right side you will see ordinance and resolutions for consideration. The information is available at least Thursday or at the latest Friday before a council meeting.

BUSINESS ADMINISTRATOR WALL-stated 147R-20 pertains to Ocean County making available grants for outreach to maximize the census, especially in areas that are hard to count. There were areas in multiple municipalities in Ocean County that were determined on a map that were harder to count. He drafted an application to maximize the value and it helps people understand the census and participates. It is important for Jackson Township to maximize the value of Federal resources by making sure we are counted accurately. The grant was awarded and this is part of the process to deploy the grant proceeds in the various ways we applied for. It is public outreach. It will be appropriate advertisements in multiple area and media. The media includes social media, advertisements on our transit buses, holding a meeting at the Senior center to educate people on the census or video. $10,200.00 will be granted and stated the Township will not exceed the allotted monies.

MAYOR REINA- thanked everyone for attending the meeting and relying on the truth and actual facts. These meetings are the method of communication and knowledge for our community. Have a great evening and drive safely.

PUBLIC COMMENT, ANY TOPIC

SCHLEGMAN KLEIN- since the previous meeting a mass email was submitted to the Jewish community. The email indicates that Mr. Klein should be killed as he spoke publicly at the last council meeting. Since the Agudath of Israel filed a lawsuit against Jackson Township, the Orthodox community has not communicated or attended any council meetings. The reason for the decrease in communication is Agudath of Israel and the developers behind have accused Jackson of being Anti-Semitic. If communication occurs between the communities it may change the Anti-Semitic label. The Orthodox Jewish community is afraid to speak due to the consequences that may experience. Many

Orthodox Jewish community living in Jackson and Lakewood are good people. 90 % of the Orthodox living in Jackson do not agree with overdevelopment and are against Agudath Israel harassing Jackson. Mr. Klein attended the meeting to publicly speak and hopefully this will prevent the people targeting him to refrain from their actions. He stated the council is the ultimate defense if something were to occur to him or his family.

COUNCIL VICE PRESIDENT SAUICKIE- was apologetic to Mr. Klein as he is being threatened. On behalf of the Council we welcome Mr. Klein’s comments at our meetings. Mr. Klein has asked some important questions and even challenged us. Hopes Mr. Klein is taking steps to protect himself. The Mayor and Council will continue with our outreach program to encourage interaction and communication within our community. This will hopefully proactively address this matter.
