C. FY 2025 Budget Discussion

Next, Ms. Vicki Dunaway, VP, Finance & Administration, and CFO, led the FY 2025 budget discussion. Ms. Dunaway reported that a new Budget Director has been hired, then shared an overview of the 24–25 budget, noting that budget priorities and initiatives will focus upon recruitment, retention, and relationships.

As to the scholarship allowance, Regent Moyer asked whether it would be spread evenly across the four-year student body.

As to housing and dining, Regent Adams asked whether income from housing was based upon incoming students and inquired as to the bases for dining and food costs.

Ms. Dunaway continued the presentation with a discussion of budgetary challenges and opportunities.

Regent Hatchett requested that Ms. Dunaway elaborate upon a recent CPE report indicating that student accounts receivable increased from $1.8 million on April 30, 2023 to $2.5 million on April 30, 2024, specifically asking what portion of that was due to an enrollment increase and what part was due to the University's continuing failure to collect accounts receivable.

Regent Hatchett queried whether the University had budgeted for uncollectability last year and also inquired whether there was a relationship between uncollectability and the subject under discussion.

Regent Moseley noted that athletics coaches who are getting guaranteed games and guaranteed funds are not seeing all those funds being put back into athletics, and inquired why those funds are not being returned to athletics, especially since their budget is being cut.

Following Ms. Dunaway’s presentation, President Akakpo requested the Board’s permission to provide a one-time pay adjustment for employees. Regent Walston queried whether the upcoming personnel actions would need to be revised if the request was approved.

Regent Hatchett inquired whether President Akakpo would provide the Board with a future update as to the proposed one-time pay adjustment amount.
