Re: Pitney Lane Shul Expansion 45 Pitney Lane Lot 1 of Block 20001 Jackson Township, Ocean County MRA File No. 25-173

Dear Board Members:

McDonough & Rea Associates (MRA) has been asked to provide Planning Board with a Traffic Impact Analysis for plans to add an addition to an existing Shul located at 45 Pitney Lane in the Township of Jackson. Specifically, a 2-story addition containing approximately 2,536 SF will be added to an existing 2-story framed dwelling. Additional improvements to the property include construction of a 32-space parking lot to serve worshippers.

SCOPE OF STUDY

In order to prepare a Traffic Impact Analysis for the Shul expansion, MRA conducted the following tasks:

  1. Made field visits to the site to establish existing roadway and traffic conditions in the area.
  2. Conducted peak hour traffic counts at the intersection of Pitney Lane/South Cooks Bridge Road.
  3. Conducted parking counts at the existing Shul during roadway peak hours.
  4. Prepared estimates of additional traffic to be generated by the Shul expansion, based on the size of the parking lot and existing attendance at the Shul during roadway peak hours.
  5. Projected traffic volumes to a design year of 2035 in accordance with Ocean County Planning Board protocol.

  1. Conducted level of service capacity analyses for the site access to Pitney Lane as well as at the off-site intersection of Pitney Lane/South Cooks Bridge Roa.
  2. Reviewed the Site Plan with respect to adherence to proper traffic engineering principles.

The following report sets forth the database accumulated and the conclusions reached with respect to the Pitney Lane Shul expansion at 45 Pitney Lane.

EXISTING CONDITIONS

The subject property is located on the south side of Pitney Lane, just west of its intersection with South Cooks Bridge Road as depicted on Figure 1, a Site Location Map in the Appendix. Pitney Lane is a local roadway connecting East Veterans Highway to South Cooks Bridge Road. South Cooks Bridge Road is a north/south roadway under the jurisdiction of Ocean County. Pitney Lane intersects South Cooks Bridge Road at an unsignalized "T" intersection.

EXISTING TRAFFIC VOLUMES

Traffic volume data was collected by conducting manual turning movement counts at the intersection of Pitney Lane/South Cooks Bridge Road in September 2025 when schools were open. The AM peak street counts were utilized in order to make adjustments to afternoon peak hour counts previously conducted in July 2025 in order to reflect activity once schools were in session. Figure 2 in the Appendix illustrates existing AM peak street hour and PM peak street hour traffic volumes on the adjacent roadway network.

TRIP GENERATION/DISTRIBUTION

Estimates of traffic to be generated by the Shul expansion, were made after reviewing existing parking observations at the Shul and expanding traffic based on the new 32 space parking lot. Morning parking counts conducted in September 2025, consistent with morning services at the Shul, revealed a total of 23 vehicles parked either on the site or on Pitney Lane adjacent to the Shul. Since the 32-space parking lot will provide 9 parking spaces more than is currently necessary, MRA assumed that all of the additional 9 parking spaces would generate traffic during roadway peak hours. Based on this assumption, the Shul expansion will generate the following additional new traffic volumes.

The new traffic was assigned to the adjacent roadway network after reviewing access to higher order roadways such as Cooks Bridge Road and East Veterans Highway. Traffic was assigned as follows:

50 percent to and from Cooks Bridge Road

30 percent to and from East Veterans Highway

Site generated and distributed traffic is shown on Figure 3 in the Appendix.

ANALYSIS OF FUTURE TRAFFIC

A design year of 2035 was assumed in accordance with Ocean County Planning Board protocol. The New Jersey Department of Transportation's (NJDOT) background traffic growth rate data for the area was consulted and existing base 2025 traffic volumes were expanded by 10 percent in order to reflect design year 2035 no-build traffic volumes which are shown on Figure 4 in the Appendix. New site generated traffic from the Shul expansion was then surcharged onto no-build volumes and are shown on Figure 5 in the Appendix.

Traffic engineers calculate levels of service of unsignalized intersections which relate to the quality of traffic flow. Level of service is a measure of average control delay. Average control delay is the time lost due to deceleration and the amount of time from when a vehicle is stopped for a traffic control device (or at the end of the queue) to when the vehicle departs the intersection. Delay is a relative quantity of driver discomfort, frustration, fuel consumption, and loss in travel time.

Levels of service range from “A” to “F” with “A” being the highest or best attainable level of service. Level of service “E” with average control delays of not more than 50 seconds per vehicle at an unsignalized intersection indicates near to or at capacity conditions and is generally considered the limit of acceptable level of service and delay.

Jackson Township Planning Board

-4-

Full definitions of levels of service for unsignalized intersections and level of service summaries are included in the Appendix. The intersections studied by this report were analyzed according to the procedures set forth in the Highway Capacity Manual 2022, using the Highway Capacity Software (HCS 2025).

Findings were that exiting movements from the Shul parking lot to Pitney Lane will do so at level of service “A” during both the AM and PM peak street hours for the 2035 design year. Therefore, the site access to Pitney Lane will operate well within acceptable traffic engineering parameters

At the Pitney Lane intersection with South Cooks Bridge Road, vehicles entering South Cooks Bridge Road from Pitney Lane experience delays during peak hours. Existing and no-build levels of service for Pitney Lane traffic entering South Cooks Bridge Road operate at level of service “F” conditions. The additional traffic generated by the Shul expansion will not have a significant impact on the intersection and will add approximately 5 additional approach movements during morning and afternoon peak hours, one 1 vehicle every 12 minutes.

SITE PLAN AND PARKING

The Site Plan, prepared by Civil Core Consulting (CCC), shows a single point of access to Pitney Lane and a 32-space parking lot. The expanded parking lot will better serve worshippers at the Shul by allowing 32 vehicles to be parked on site without utilization of permitted on-street parking along Pitney Lane.

CONCLUSIONS

It is concluded, based on MRA's analysis that the proposed Shul expansion at 45 Pitney Lane will not have a significant impact on traffic conditions in the area. The Shul expansion will generate approximately 10 inbound and 10 outbound vehicle trips during morning and afternoon peak hours and will have a minimal impact on the intersection of Pitney Lane/South Cooks Bridge Road. Exiting traffic to Pitney Lane from the site driveway will do so at level of service "A" during both the morning and afternoon peak hours for the 2035 design year.

The Site Plan itself has been properly designed with 9-foot wide by 18-foot-deep parking spaces and 24-foot aisles for circulation purposes.

A representative from MRA will be in attendance at an upcoming Jackson Township Planning Board meeting to provide expert testimony and answer questions Board members, Board experts or the public may have.
