ALSO IN ATTENDANCE: BUSINESS ADMINISTRATOR TERENCE WALL
As Clerk of this meeting, I publicly announce that in compliance with the provisions of the “Open Public Meetings Act” adequate notice of this meeting of the Jackson Township Council has been advertised in the manner prescribed by law.
COUNCIL PRESIDENT KERN- OPENING STATEMENT- He stated looking at the officers in the back and the new officers joining the force; thanked everyone one of you for doing what you do keeping us safe. His nephew became a Police Officer three weeks ago he stated he is just as proud as being able to here today with you. Thanked the families for letting the officers leave you and your home so they can come protect the residents of our Township to take care of us.
PRESENTATION AND SWEARING IN OF NEW POLICE SERGEANTS- Four new Sergeants are here tonight. Police Officer Alex Crinnian, Police Officer Andrea Falzarano and Police Officer Darin McClain. Police Officer David Watson was unable to attend; Chief Kunz recited his highlights after the other three Sergeants were sworn in.
Chief Kunz read their biographies read into the record and Janice Kisty swore them in.
Business Administration Wall said a few brief words on behalf of Mayor Reina. He wanted to extend his heartiest congratulations to the officers and to the folks who were promoted and to all the friends and family and co-workers that are here to support the team. He stated that the Mayor is a strong supporter as you know of the Jackson Police Department with a long history. He is proud of the Jackson Police Department and being the best Police Department in the State of New Jersey.
COUNCILMAN BORRELLI – Our thoughts, condolences and prayers are with Police Chief Matt Kunz and his family at this time with the passing of his dad Donald Kunz.
A big congratulations to very accomplished Police Officer Sergeants here tonight. Thanked them for their service and keeping our town safe and secure.
Stated that he and his colleagues had such a fun time with their families, friends and neighbors last Tuesday at Jackson’s National Night out against crime; it was well attended. Gave a big thank you to our JTPD many of whom were just here, our fire districts and community organizations for making it a great event for a great town.
He feels that parents should be the ones deciding if children should wear masks or not for the upcoming school year.
COUNCILMAN CHISHOLM- His condolences to Chief Kunz and his family on the loss of his dad. Also as was earlier mentioned by Council President our town has lost a pillar in our business community as well as our charitable community and his thoughts and prayers go out to Kathy Sculthorpe and her family as they're suffering with the loss of Glenn. He stated he was a great guy and he will surely be missed.
Congratulated the Police Officers that were promoted tonight to the position of Sergeant. He is sure they will do a fantastic job and look forward to working with them and the rest of our Police force as we continue to reinforce their department and work for public safety here in Jackson.
Thanked all of the departments and all of the fire districts and our town employees all of the first responders that showed up for Jackson Night out against crime; it was a fantastic event. It looked like over a thousand people for sure, it was a great and looks forward to doing it next year.
He’d like to echo Councilman Borrelli’s comments and feels that children should not wear masks at school.
COUNCILMAN SAUICKIE- He wanted to extend his sincere condolences to Chief Kunz on the loss of his father. Chief continues to show dignity and grace in the way he professionally executed his job tonight with his promotion with his four Officers.
The town had a National Night Out again sponsored by our Police Department, which he's said are second to none in this State. He agreed it was probably well over a thousand people there; he is sure from pent up demand from some of the results of the governor by keeping people home stated to have everyone out to have a great community event as the chief has mentioned this governing body, the Mayor and Administration are very much behind our Police force in particular to strengthen the community and certainly that event displayed that we had Jackson fire departments representation from every department there. Stated that the Recreation Department did a phenomenal job setting it up and it was a phenomenal night.
He extended his condolences to Sculthorpe family. He stated if you did not know Glenn Sculthorpe, you missed out; he was a great gentleman who could light up a room. Anyone who had brief interaction with him, if he walked into a room after you met him once, you wanted to be around with him again. He was not only a local business owner but he and his wife were probably the best example in this town of volunteering and giving of themselves to others. He gave his condolences to his wife.
COUNCIL VICE PRESIDENT FLEMMING- He gave his condolences to Chief Kunz and his family.
Congratulated the four Police Officers to their great job with keeping us safe.

COUNCIL DISCUSSION- RESOLUTIONS ONLY
Councilman Borrelli had a question regarding 294R-21, asking when the work will be completed as he knows the Senior Center serves as cooling and heating station for residents who need it. B.A. Wall will get back to him.
Council President Kern 295R-21- stated tonight we'll be awarding the second Utility Scale Solar Project on regular property this wasteland known as the Desert of Jackson which cost the township millions of dollars will soon be producing hundreds of thousands of dollars per year in land lease revenue. This project will upgrade the township's infrastructure and resilience after storms and our energy grid. The risk to the Jackson residents of Jackson will be zero the cost to the town to the taxpayers of Jackson to get this project started for the second project will be zero dollars; this project will be at least three times larger than the original project that it's finally nearing completion after being stalled for number of years. The revenue will go into the general fund to offset the tax burden of residents each year for at least the next 15 years.
Thanked Administration for the help in getting this project to this stage.
