Council President Kern- Thanked Madam Clerk and stated he used that phrase dozens of times and only said it to one person, Janice Kisty. After many years as Deputy Clerk, Janice's first meeting as Clerk was also his first meeting and Councilman Sauickie's first meeting as members of this council. He is proud to have had the honor to be the first Council Member that Janice sworn in and it's a memory that will stick with him for a long time. Stated since that evening three years ago; our Clerk has cared for us, shared amazing times with us and helped with externally tough times with warmth, grace and a wonderful sense of humor. Thanked Clerk Kisty from the bottom of his heart for all that she has done to help this group. We were all new to the Council and she helped with everything we needed and guided us on our way. Clerk Kisty stated her successes are only from the staff she has had that she’s worked with the past 3 years and Jackson will always be home when she walks in this building she feels like home. Janice Thanked the Council, Mayor, Administrator and stated all the departments, most of all her department and her staff; she stated they are the best department.
COUNCILMAN BORRELLI – Our prayers and condolences are with Pat Wood’s family on her passing the Wood, Anderson and Glory families. Pat served her town in many capacities over the decades including working for Jackson Township. Everyone up on the dais knew Pat longer than him but he is glad he got a chance to meet and know her. Stated she didn’t pull any punches. She told it like it was but when you deserve the compliment, she was quick to give you one. She exemplified a saying he hears a lot after moving to Jackson once a Jag always a Jag; that was Pat she loved this town very much and she will be missed rest in peace.
The Jackson Police and Fire Departments are continuing their 30th toy drive and there are several collection bins throughout our town including Town Hall and Jackson Police

Stated it was an honor to work with Clerk Kisty, while he is finishing up his first year, she is leaving already and they had a nice system going. Wishes she can stay forever; she is the special glue that held them together on the governing body. Wishes her all the best that retirement could offer. Stated to enjoy every minute of this wonderful world with her family and friends and don't forgot to visit us.
Congratulated Diane Festino, Mary Moss and Xiomara Ortiz in their new roles and looks forward to working with them.
In closing wished our fellow residents and Jackson Township employees a Merry Christmas and a happy and healthy 2022.
COUNCILMAN CHISHOLM- Stated it has been nice pleasure working with Clerk Kisty; while it has been a rather short time you have been a credit to this Council, Jackson Township and just to our residents and she will certainly be missed. He does wish her the absolute best and to have a great time with those grandkids making a lot of memories.
Pat Wood as just mentioned she was a credit to our town and for more than 30 years she served Jackson Township in many capacities; not only with the DPW but also he worked with her often on the Chamber of Commerce and she led the Holman Theater Company and several other charities and activities. She's been very active and she will certainly be missed. If you knew Pat stated just like Councilman Borrelli said that she did not hold or pull any punches but you know she called him as she saw them. That was a good thing for sure without a doubt and she will be missed. Condolences to her family and friends.
Wishes everyone a Merry Christmas and a Happy New Year and God Bless in 2022.
COUNCILMAN SAUICKIE- Gave condolences to Pat Wood and her family. He is a former Jag and graduated with Pat's son Wayne; stated he has known the family for quite a while. She was a great woman, she worked for the town and outside of the job she worked for the town. She spent a lot of time really devoting herself her time, her family's time to making Jackson better and her loss was unexpected and she will be missed.
Congratulated Council President Kern on finishing his first year as Council President. Also, noted that Council President Kern is introducing an ordinance tonight Ordinance 33-21; related to signage something that residents of the town have mentioned as a quality of life concern for them. He is happy to see him introducing that and congratulated him on another ordinance introduced in the best interests of the residents of this town.
With our departing Clerk he has said it numerous times and said it again tonight that our Clerk’s Office is second to none in the State. Those in the audience who work in the Clerk’s Office along with their fearless leader for the last several years congratulated them on being second to none in the State.
Congratulated Diane Festino on moving up and everybody else moving into new roles within it.
As Council President mentioned he was the first to be sworn in but we all know that Councilman Sauickie was the favorite being sworn in and it also meant a lot to him to have Clerk Kisty swear him in when he first took office. Thanked Clerk Kisty for all of the hard work, for the fun times which he thinks we've had many, some of the hard times and all the work. It makes him happy anytime he sees somebody happy and healthy retiring as too many people retire and don't have many years ahead. You have plenty and he expects Clerk Kisty to enjoy it and wished her the best. Merry Christmas, Happy Holidays and a happy and safe New Year.

COUNCIL VICE PRESIDENT FLEMMING – Stated they are going to miss Clerk Kisty. She took very good care of them, sitting up on the dais and we are going to miss you. He has every hope that your replacements can take care of us just as well as you can and he doesn’t have a doubt that they will. He stated that Clerk Kisty left us with a good team and well trained and he hopes that they take as good care of us as you have.
He knew Pat and her husband for a long time. They played ball together all the way back into the 80s. Pat was involved in a lot of Jackson Day festivities and when Jackson Day was a much bigger affair than it is now. She did a lot of work for Jackson Day and did a lot of work for Stafford Township when she was with recreation.
Wished everyone a nice Christmas and a Happy New Year and hopes everyone stays healthy.
COUNCIL PRESIDENT KERN- Congratulated Clerk Kisty on the team that she built, the team they was able to move up and everything that she has done for the town and Council personally.
Last week we lost one of the rare members of our community that loved our town and everything about it; Pat Wood worked for the Townships Public Works Department for decades, volunteered for the Chamber of Commerce and other organizations throughout the town. As Council Vice President Flemming mentioned Jackson Day grew into an amazing event that we still enjoy every year now. Pat was a graduate of Jackson Memorial she was a fixture at football games at events of all kinds. She would always come out and always be willing to volunteer and help. She was always there with a smile, enthusiasm and a straightforward conversation as said before she pulled no punches. Our community has lost a valuable member and he prays that others in our community care and love our Township and the people in it; please work hard in Pat’s honor to help others the way that she has done and taken care of us for many years and may she rest in peace.
Merry Christmas to everyone here and at home and please have a safe and happy New Year.

BA Wall spoke about the year-end engineering report from our Engineering T&M road projects North Carolina Drive. We were awarded a 2022 Municipal Aid Grant for $286,000.00 they are going to be providing a proposal for us. For 2021 Susan Drive $372,200.00 the design plans are 85% complete and there’s additional working be done to get that started. In 2020 there is Wright DeBow phase 2 that’s under construction. A 2019 grant NJ DOT Brewers Bridge phase 3 that’s also under construction; they are still waiting on JCP&L to move the utility poles it is an issue that is ongoing. Now they are completing some work that’s outdated 2018 NJDOT Municipal grant for Woodland $375,000.00 that was closed out on August 12th, 2021 and 400,000.00 a grant from 2018 for New Central October 12, 2021 they are waiting for the final reimbursement from the NJDOT.
Some of the Community Development Block Grant projects are Federal Funds that are delivered through their respective Counties are for Business Administration Building bathrooms are renovated final payments have been made. These are grants in the range of $140,000 and 150,000. The 2020 Community Grant Senior Center HVAC that was finalized in the design in December for 146,000.00 and also the Senior Center Kitchen $156,000.00 that design is being finalized to get that work done. They are applying for additional Grants that are to be determined.
The 2021 Road Program is $1.8 approximately Million and it’s been under construction and should be completed in spring of 2022. There is a certain period of time when you don’t pave because it gets colder and want to make sure the paving is done properly. There is also a road assessment rating and the Township has never done before it is a complete assessment of all Township roadways. Now we’re getting scoring from the Police Department, the Road Department, Public. Council on what roads may need to be paved during the year but this will be a science based assessment with the GIS Mapping is a great way to guide; your Capital Projects moving forward when targeting the areas you need addressed.
Council President Kern asked if this would also include intersections that need to be improved. BA Wall absolutely there is a link and he can send the file out so Council can view it to make planning decisions forward.
Rova is looking to do a building demolition RFP as they have asbestos. Council can use the Open space funds because of the different planning and projects.
The first phase of the turf fields is 1.3 Million for the fields which is being bid this month. Construction can take place in the spring of 2022; hopefully we'll be able to say play ball and some nice fields very soon.
Dog Park at Putnam Park that’s a conceptual plan and permitting there were some that’s in the Pinelands area. There are a couple of different items that make it a little more expensive from a regulatory standpoint one item threatening endangered species study which the price range is between $15,000,000 - $15,000.00 to do these additional studies.
Private roads that are seeking to become public Cayuga Lane, Andrews Road is another one that was included in the 2021 road program. Other ones are Perchuk Lane, Indiero Road and West Fish Road. Unapproved public roads engineering has been having discussions with Mccurdy Weisman, Tarnov Werko and Sterling they process green acres reimbursement monies throughout the year. They perform services such as road opening permits, annual tax back updates responding to general inquiries to the public; it is important to the public that the Engineering Department is available to them if they have questions that relate to that area.

Council President Kern congratulated Diane Festino, Mary Moss on their appointments as Township Clerk and Deputy Clerk and Xiomara Ortiz as Registrar.
Attorney Greg McGuckin (Resolution 443R-21) advised Mr. Van der Kooy is present with a couple of minor amendments which we would need to incorporate into the resolution itself.
PUBLIC COMMENT OPENED, RESOLUTIONS ONLY
JOHN MUMBY–6 CHRISTIAN WAY– Asked about Ordinance 33-21 if there is a time table for when that will be built or do you have a client or are you doing a zoning change now.
Council President Kern explained this a large-scale project and their doing their 3rd phase which is larger town homes off of Freehold Road and they had to clear the section on Cedar Swamp to use the soil for over where they're building the new town homes and sections they're working on now. A cut section is coming up in the future so they are prepared for them and to find tenants and build the appropriate type of buildings that would be able to lease. It wouldn't be Jackson Township having clients.

DATED: 12-21-2021
RESOLUTION 447R-21
RESOLUTION 44/R-21 TITLE: RESOLUTION ADOPTING THE JACKSON TOWNSHIP HOUSING REHABILITATION PROGRAM MANUAL FOR THE ADMINISTRATION OF RENTAL AND FOR SALE UNITS
Peter Van der Kooy-Stated he is a licensed professional Planner in the State of New Jersey who is involved with the amendments to the rehab plan or the rehabilitation program manual. Stated that they had updated the manual originally just to modernize what is in place from the predecessor's consultant. There was some language that was not with the current model. We adapted it for the Township specifically and included all the customization that Council had in the program previously but there were some minor changes based on the Court Master's this afternoon that's the reason for his interruption and basically 90 plus percent of them were grammatical in terms of word choice. There were a small handful that he would like to put it in the record that were substantive nothing that is groundbreaking but essentially there's a subordination clause in the document in the previous manual and the language that was recommended the change essentially goes from where it's at the Township will agree to the subordination of a loan. If the mortgage company supplies an appraisal showing that the new loan plus the balance on the old loan does not exceed 95% it was strengthened in favor of the Township and the program to state that the Township will consider requests to subordinate the program. Mortgage to subsequent financing or refinancing in all cases the property owner; must supply information on the new financing and it goes on to say essentially that the Township Attorney would ultimately review it and provide a recommendation. There's a little more flexibility in the process for a decision making on the part of the Township. Cost estimating the language- the language was changed, where there's a cost right up that's completed as part of the estimating process before it stated it could only include eligible repairs now it states not only that but it cannot include ineligible repairs because before you could potentially get a mixing were eligible and ineligible. The other things are very minor is the amount of payments before payments could be provided to a contractor 45%, 50% and 10% complete that was changed to 4 at 40% at 60%.
Wanted to make sure it was on for a court process, the only one there is an affirmative marking process and there’s an option to use one or the other and the Court Master wanted the Township to know there are many manuals have both options they wanted to be actually one to be selected and the one that’s typically used is the one where you accept an applications and you preliminarily vet them for eligibility. As far as the applicants, you know the housing are concerns and then you do the lottery once you’ve done that you then do the lottery and a small number of units you know if you certify 100 people and you have two units you’re spending way more than you need to so the process we elected was a much more efficient process.
Attorney McGuckin confirmed he will amend the December 7th version with those changes. Attorney McGuckin stated that the resolution is going to be amended as amended as of December 21, 2021.
The new exhibit A prepared on December 7, 2021 would state as amended on December 21st 2021 changing the adoption date to December 21st. Clerk Kisty confirmed if we would be getting new documents.
