This firm represents Israel Birnbaum ("Applicant") in connection with the application pending before the Zoning Board of Adjustment for a use variance and bulk variances for a house of worship at property he owns located at 263 Jackson Pines Road ("Property").

Per the request of the Board's Planner at the Board's March 5, 2025 hearing, I am enclosing a copy of an inspection report dated November 4, 2024 addressing safety concerns relating to the tent. The report was submitted to the Jackson Municipal Court in connection with the ongoing enforcement proceedings occurring there. I am also forwarding a report prepared by the Township Fire Official conducted shortly after the completion of the inspection report, confirming there were no violations at the tent.

We are writing in response to the letter received from the State of New Jersey regarding the inspection and compliance requirements for the property located at 263 Jackson Pines Rd. Jackson NJ. 08527.

At Spectrum Contracting, we have carefully reviewed the necessary documentation and conducted thorough inspections of the following systems:

Tent and Temporary Structure:

The tent structure, along with its associated structure has been thoroughly examined. We confirm that all straps and anchors are properly secured, ensuring the stability and safety of the structure. The entire setup poses no risk to occupants or property.

Plumbing:

Our licensed professionals have inspected the plumbing system and verified that it is installed and all connections, fixtures, and pipelines are secure, with no leaks detected throughout the system. This ensures that the plumbing is fully functional and safe for use.

Gas:

The gas lines and heating elements have been tested and confirmed it is safe. This includes gas-powered appliances and systems, which are operating without risk to occupants.

Electrical:

A comprehensive evaluation of the electrical system has been conducted, ensuring it meets code requirements. All wiring, circuits, and panels are safe, functional, and in full compliance with regulations.

HVAC:

Our inspection of the HVAC system confirms that it is operating effectively and safely. The system is fully functional, and all components, including heating and ventilation, have been reviewed for safety and efficiency.

Interior Safety and Compliance:

To ensure the safety of occupants within the structure, we have verified that exit signs are appropriately located and illuminated, and that adequate lighting is present throughout the space. This allows for safe movement within the structure and ensures compliance with safety standards.
