Proposed Office Building
Block 20901 โ Lot 15
30 South Hope Chapel Road (CR 547)
Township of Jackson, Ocean County, NJ
DT # 3342-99-007T
Dear Planning Board Members:
Dynamic Traffic has prepared the following assessment to determine the traffic impact and adequacy of access, circulation, and parking associated with redevelopment of a site located in the northwest corner of South Hope Chapel Road (CR 547) and Garden Street in the Township of Jackson, Ocean County, New Jersey (see Site Location Map). The site is designated as Block 20901 โ Lot 15 on the Township of Jackson Tax Maps and is located in the RGC-2 โ Regional Growth Commercial zone. The site is currently developed with a single-family dwelling in the eastern portion of the property and a former contractor's yard in the western portion of the property. It is proposed to raze the site and construct a 14,979 SF three-story office (The Project). Access to the site is currently provided via three (3) access points along South Hope Chapel Road (CR 547), consisting of two (2) access points to the single-family dwelling and one (1) access point to the former contractor's yard. It is proposed to close all of the existing access points and construct a new full movement driveway along South Hope Chapel Road.
This assessment documents the methodology, analyses, findings and conclusions of our study and includes:
A detailed field inspection was conducted to obtain an inventory of existing roadway geometry, traffic control, and location and geometry of existing driveways and intersections.
Projections of traffic to be generated by The Project were prepared utilizing trip generation data as published by the Institute of Transportation Engineers.
The proposed site driveway was inspected for adequacy of geometric design, spacing and/or alignment to streets and driveways on the opposite side of the street, relationship to other driveways adjacent to the development, and conformance with accepted design

standards.
The parking layout and supply was assessed based on accepted design standards and demand experienced at similar developments.
Existing Conditions
South Hope Chapel Road (CR 547) is an Urban Minor Arterial roadway under Ocean County jurisdiction with a general north/south orientation. In the vicinity of the site the posted speed limit is 45 MPH and the roadway provides one (1) travel lane in each direction. On-street parking is prohibited along both sides of the roadway. Curbing and sidewalk are provided along both sides of the roadway. South Hope Chapel Road provides a straight horizontal alignment along the site frontage and a relatively flat vertical alignment. The land uses along South Hope Chapel Road in the vicinity of The Project is a mix of commercial and residential.
Site Generated Traffic
Trip generation projections for The Project were prepared utilizing trip generation research data as published under Land Use Code (LUC) 710 โ General Office Building in the Institute of Transportation Engineers' (ITE) publication, Trip Generation, 12th Edition. This publication sets forth trip generation rates based on empirical traffic count data conducted at numerous research sites. The following table shows the anticipated trip generation for The Project.
| AM PSH | PM PSH | Sat PSH | |||||||
| Land Use | In | Out | Total | In | Out | Total | In | Out | Total |
|---|---|---|---|---|---|---|---|---|---|
| 14,979 SF Office | 33 | 4 | 37 | 7 | 39 | 46 | 7 | 6 | 13 |
Table 1
Trip Generation
As shown above, the proposed development is anticipated to result in 37, 46, and 13 trips during the weekday morning, weekday evening, and Saturday midday peak hours, respectively. It should be noted that no credit was taken for the traffic associated with the existing uses on-site. It should be further noted that the number of new trips falls below the NJDOT accepted threshold of a significant increase in traffic of 100 peak hour trips. As such, it is not anticipated that the proposed redevelopment will have any perceptible impact on the traffic operation of the adjacent roadway network.

Site Access, Parking and Circulation
The site was reviewed with respect to the site access and on-site circulation design. As previously noted, access to the site will be provided via a new full movement driveway along South Hope Chapel Road. The site will be served by aisles ranging from 24' to 26' for two-way movements, which allows for full site circulation for the anticipated vehicle mix on-site and satisfies the Ordinance requirement of 24'.
It is proposed to provide 63 parking spaces, inclusive of 7 electric vehicle make ready spaces and 3 handicap spaces in support of The Project. The Ordinance sets forth a parking requirement of 1 parking space per 200 SF for professional office uses. This equates to a parking requirement of 75 parking spaces for the proposed 14,979 SF of office use. As per the current Municipal Land Use Law (MLUL) (N.J.A.C. 40:55-D), electric vehicle charging stations count as two spaces for the purposes of complying with parking supply requirements, up to a maximum reduction of 10% of the requirement. As such, a credit of 7 parking spaces is applied to the parking requirement, resulting in an Ordinance requirement of 68 parking spaces. Consequently, the Ordinance parking requirements are not satisfied and a variance is required.
It should be noted that ITE identifies a peak parking demand of 1.95 spaces per 1000 SF for the office buildings within their publication Parking Generation, 6th Edition. This equates to a total demand for the site of 29 spaces, which is exceeded as designed. As such, the Board can feel comfortable that the proposed parking supply will be sufficient to support the anticipated demand of the project and the variance can be granted.
The proposed 90-degree parking stalls are 9'x18', which satisfies the Ordinance requirement of 9'x18' for perpendicular parking spaces.
Findings
Based upon the detailed analyses as documented herein, the following findings are noted:
The proposed 14,979 SF office is anticipated to generate 33 entering trips and 4 exiting trips during the weekday morning peak hour, 7 entering trips and 39 exiting trips during the weekday evening peak hour, and 7 entering trips and 6 exiting trips during the Saturday midday peak hour.
Access to the site will be provided via a new full movement driveway along South Hope Chapel Road.
As proposed, The Project's site driveway and internal circulation have been designed to provide for safe and efficient movement of the anticipated vehicle mix.
The proposed parking supply and design is sufficient to support the projected demand of The Project.

Conclusion
Based upon our Traffic Assessment as detailed in the body of this report, it is the professional opinion of Dynamic Traffic that the adjacent street system of Ocean County will not experience any significant degradation in operating conditions with the proposed redevelopment of the site. The site driveway is located to provide safe and efficient access to the adjacent roadway system. The site plan as proposed provides for good circulation throughout the site and provides adequate parking to accommodate The Project's needs.
