WHEREAS, Acusa Liquor License 2, LLC has applied for a person to person transfer of Plenary Retail Consumption License No. 1511-33-025-003 from Jackson Spirits LLC (Hotel Unlimited), pocket status with a mailing address of 399 Monmouth Street, East Windsor, NJ, 08520 to Acusa Liquor License 2 LLC, 23 South Hope Chapel Road, Suite 302, Jackson, NJ, 08527 and the application for a person to person appears to be complete in all respects; and

WHEREAS, written consent to such transfer signed by the present holder of the license has been made and filed with the Township Clerk and the applicant has paid all necessary transfer fees to the Township; and

WHEREAS, the applicant has submitted proof of publication as required by the rules and regulations of the Division of Alcoholic Beverage Control; and

WHEREAS, the source of funds for the purchase of the license has been disclosed in accordance with the rules and regulations of the Division of Division of Alcoholic Beverage Control.

1. That the Township Council of Jackson Township hereby formally authorizes the transfer of Plenary Retail Consumption License No. 1511-33-025-003 presently held by Jackson Spirits LLC (Hotel Unlimited) to Acusa Liquor License 2 LLC to be held in “pocket” status
2. This resolution shall become effective upon formal transfer of the Plenary Retail Consumption License by the Township Clerk.
3. That upon the adoption of this resolution, the Clerk is authorized and directed to forward a certified copy of it to the Director of the Division of Alcoholic Beverage Control.
4. Transfer is authorized with approval from the Jackson Township Police Department.

WHEREAS, the current holders of Plenary Retail Consumption, Plenary Retail Distribution and Club Alcoholic Beverage Licenses have filed their renewal applications for the fiscal year July 1, 2022 through June 30, 2023; and

TITLE: RESOLUTION AUTHORIZING THE TAX COLLECTOR TO PARTICIPATE IN AN ELECTRONIC TAX SALE

WHEREAS, NJSA 54:5-19.1 authorizes electronic tax sales pursuant to rules and regulations to be promulgated by the Director of the Division of Local Government Services, and;

WHEREAS, the Director of the Division of Local Government Services has approved NJ Tax Lien Investors/Real Auction.com to conduct electronic tax sales, and;

WHEREAS, an electronic tax sale is innovative and provides a greater pool of potential lien buyers, thus creating the environment for a more complete tax sale process, and;

WHEREAS, the Township of Jackson wishes to participate in an electronic tax sale.

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Jackson, in the County of Ocean, State of New Jersey as follows:

TITLE: AUTHORIZE SUBMISSION AND ACCEPTANCE OF FY 2022 STATE OF NEW JERSEY DEPARTMENT OF LAW AND PUBLIC SAFETY OFFICE OF THE ATTORNEY GENERAL BODY ARMOR REPLACEMENT FUND

WHEREAS, the Township of Jackson wishes to submit a grant application to the State of New Jersey Department of Law and Public Safety Office of the Attorney General Body Armor Replacement Fund; and

WHEREAS, the amount of said funding will be determined at a later date by the State of New Jersey Department of Law and Public Safety Office and upon said grant award determination, the Township of Jackson will apply for a 2022 Budget Amendment to the Division of Local Government Services in accordance with N.J.S.A. 40A:4-87; and

WHEREAS, it is necessary for the Township Council to adopt a resolution authorizing the submission and acceptance of this grant application.

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Jackson, County of Ocean, State of New Jersey, that the submission and acceptance of the above Body Armor Replacement Fund application for FY 2022 is hereby authorized.

RESOLUTION NUMBER: 285R-22

TITLE: RESOLUTION FOR MEMBER PARTICIPATION IN THE BERGEN COUNTY COOPERATIVE PRICING SYSTEM

WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and

WHEREAS, the County of Bergen Cooperative Pricing System, hereinafter referred to as the “Lead Agency”, has offered voluntary participation in Cooperative Purchasing Alliance #CK04, a Cooperative Pricing System for the purchase of goods and services; and

WHEREAS, on July 12, 2022 the Governing Body of the Township of Jackson, County of Ocean, State of New Jersey duly considered participation in a Cooperative Pricing System for the provision and performance of goods and services; and

WHEREAS, pursuant to the provisions of N.J.S.A. 40A:11-11(5), the Mayor, Township Administrator or Qualified Purchasing Agent, is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency; and

WHEREAS, the Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., and all other provisions of the revised statutes of the State of New Jersey.

NOW, THEREFORE BE IT RESOLVED that the Township Council of the Township of Jackson hereby approves entry into the County of Bergen's Cooperative Pricing System, consistent with the foregoing.

BE IT FURTHER RESOLVED that a copy of this Resolution certified by the Township Clerk to be a true copy be forwarded to County of Bergen Cooperative Pricing System, and the Township Qualified Purchasing Agent, and shall take effect immediately upon passage.

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Jackson, County of Ocean, and State of New Jersey, as follows:

1. That the Township Council, does hereby approve of the salary for the Mayor of Jackson Township for CY 2022, in accordance with the Salary Ordinance, as set forth on the attached Schedule A.
2. That a certified copy of this resolution be forwarded to Administration, Personnel, Chief Financial Officer and the Mayor, Michael Reina.
