3. Approval of the Agenda.
Regent Dukes asked for a motion for approval of the agenda, with a modification to include the conferral of degrees in the division of academic affairs portion of the agenda. Regent Moyer made a motion for approval of the agenda and it was seconded by Regent Hatchett. Motion Passed.
4. Division of Academic and Student Affairs by Dr. Tierra Freeman.
A. Conferral of degrees.
Dr. Freeman said over 400 degrees will be conferred across the fall, spring and summer terms, which they anticipate will be a record.
Regent Dukes asked the difference in this year and last year. Dr. Akakpo said last year it was 342. This year they anticipate 413.
Regent Obielodan asked if those conferred have paid out their debt. Dr. Freeman did not have the answer.
Regent Obielodan also asked if they will have completed all the coursework as some come back later on trying to complete after they have qualified them. Dr. Freeman said the number includes those that will complete the classwork in the summer as well. Dr. Freeman said the question of if they will be able to participate in commencement, she will leave to those who are more tuned in to the policies at this point and time.
Regent Obielodan asked if this will include online students and Dr. Freeman responded yes. Regent Obielodan asked additional questions about the online graduates, which Dr. Freeman responded to.
Regent Dukes asked for a motion to confer the degrees. Regent Hatchett made the motion and it was seconded by Regent Ramsey to approve conferring the degrees for 2026. Motion Passed.
B. Online Student Identity Authentication Policy and Online Privacy Policy.
Dr. Freeman said they have brought forward two policy changes in reference to a SAC Standards 10.6, which is Distance and Correspondence Education.
The first one is to ensure that the students who are taking the classes, are in fact, the ones that are completing them.
The second is for protecting the privacy of all students enrolled in the distance education programs and is separate from the university's FERPA agreement.
Regent Hatchett asked who the privacy officer is and if it should be included in the actual stated policy. Dr. Freeman said the office of the registrar is generally over their

Regent Hatchett made additional comments, questions and suggestions on the policy agreement regarding circumstances to disclosing education records to parents without student consent.
Regent Moseley said he would like to reserve the opportunity to go over it before he makes a decision. Regent Dukes asked Counsel Sergent if they could postpone the approval of the policies until they have been adequately reviewed by all members of the board. Counsel Sergent said she would have to defer to Dr. Freeman because there are requirements for their accreditation and she does not know when they need to be in.
Dr. Freeman agreed there was a pressing timeline for this and Dr. Akakpo suggested that they can approve it and review it and when they come back, any amendment suggested can be included.
Regent Dukes asked Regent Moseley if they can approve them with the caveat that if there is any concerns or changes that they'd like to make, that they reserve the right. Regent Mosely said that's fine and he would like to say for the record, though, that if this is what they are doing, we need to start getting things a little earlier so that they are not on the back end of pressure trying to approve stuff.
Regent Obielodan suggested that they include the role of office responsible for securing compliance on the policy rather than a specific name.
Regent Obielodan had questions on the mechanism in place to know that the person doing the work is actually the person doing the work and is there a way of verifying that it's not a ghost student. Dr. Freeman responded by explaining procedures in place. Dr. Obielodan had additional questions and comments on the policy.
Dr. Dailey joined the meeting and said the privacy officer is the registrar of the university.
Dr. Dailey said there are checks that are the same as residential students for verification that the student enrolled in an online program is in fact a student. He listed the checks they use for this purpose. Dr. Obielodan and Dr. Dailey had an extended conversation regarding the policy.
Regent Fields suggested a statement for the university to include on the policy and Dr. Dailey responded.
Regent Dukes asked for a motion to approve the policies with the condition that if they request any modifications or changes before the next meeting that they have the right to do so. Regent Obielodan made the motion to approve the policies and Regent Grimshaw seconded the motion. Motion Passed.
FERPA agreement and student's privacy. She said it's typically Dr. Mayberry.

AD Stepp said the K Club, which is an external group of alumni, past student-athletes and supporters, have been in charge of the Hall of Fame.
He said they have not honored anyone or retired a jersey, except for the three hanging in Exum and those were from the 1970 to 1972 championship teams.
They are going to try to have the first cohort recognized this fall at homecoming.
He said by doing this they will elevate the visibility of KSU's athletic legacy; strengthen the alumni engagement; give them a reason to come back and be proud; and inspire the current students by giving them something to look forward to.
Regent Obielodan asked if there is any scenario where the inductee will be removed from the hall of fame. AD Stepp said yes there needs to be some guidelines.
Dr. Obielodan and AD Stepp had a conversation on how this can be monetized.
Regent Fields asked if a location has been mapped out. AD Stepp said right now they are looking at the brick area on Alumni Stadium behind the field goal post. For Exum, it would be hanging jerseys from the rafters.
Regent Moseley said he thinks it's a great idea. He said it is not a fundraising campaign and is not based on if you can donate.
Regent Ramsey asked, as a senior administrator, how does he determine who that person is. AD Stepp said it would be left to him, but it would be someone that is not in athletics to give that outside opinion.
Regent Moseley asked if they would look at doing something like this for the band. AD Stepp responded that is a great proposal and he will work on it.
Regent Dukes called for a motion to approve the wall of honor. Regent Fields made a motion and Regent Ramsey seconded the motion. Motion Passed.
6. Legal and Personnel Matters (Closed Session) by Regent Dukes.
Regent Dukes stated the Board needed to go into a closed session pursuant to KRS 61.810(1)(c)(m(f) and asked for a motion to go into closed session.
