B. General Comments
1. Environmental Considerations:
- The property is located within a Pinelands area of the Township. A Consistent Certificate of Filing was issued for this project on January 23, 2026, by the New Jersey Pinelands Commission which noted following conditions are to be met:
- All buildings shall be located at least 200 feet from the center line of all public paved roads.
- Each proposed dwelling must meet the current storm water management requirements of the municipal land use ordinance and the Pinelands Comprehensive Management Plan. These requirements include that the proposed stormwater management measures (e.g. drywells, small infiltration basins) must retain and infiltrate on the parcel the runoff generated from the total roof area of the proposed dwelling by a 10-year, 24-hour storm. A minimum separation of at least two feet is required between the elevation of the lowest point of infiltration in the stormwater management measures and the seasonal high-water table. The stormwater management measures must be sited in soils with a permeability rate between one and 20 inches per hour.
- Each proposed single-family dwelling shall utilize an alternate design wastewater system currently authorized by the Pinelands Comprehensive Management Plan for use on lots of at least 1.0, 1.26 or 1.4 acres.
- Each septic system shall be located where the seasonal high-water table is at least five feet below the natural ground surface.
- Based on available information, current Block 23108, Lot 14 is wooded. The above-mentioned plan does not depict the proposed development or limits of clearing/land disturbance on each of the proposed lots.
- The applicant should discuss his proposals for verification of compliance with these conditions.
- The property is a 4.95-acre wooded and vacant lot on Vath Street. The property is located in an upland portion of the Township with no wetland and/or waterbodies within 300 FT as indicated on the USGS Quad Maps. The property is underlain by an Evesboro Sand soil layer with slopes of 0-5% and depths to groundwater greater than 6.0 FT. The property is in an area outside the 500-year flood zone "C" limits.
4. Utilities – No proposed utilities are indicated. Preliminary water and sewer approval was granted by Jackson Twp. MUA as outlined in Resolution 2009-49. The applicant will be required to receive State and County approval for the proposed potable wells and alternate design septic systems.
5. Existing Road Improvements - Ordinance standards require installation of curb and sidewalk across the entire tract frontage. Any waiver which may be granted should be conditioned upon the applicant's contribution to the Township Pedestrian Safety Fund.
6. Miscellaneous
- The applicant should address the need for providing disclosures relating to noise and other impacts associated with the adjacent Joint Base.
- The applicant should address the existing drainage conditions of Vath Street and the need for additional drainage improvements and/or cleaning.
7. Design/Submission Waivers Required –
a. Concrete Curb (244-203): Concrete curbing required along all existing roadway frontages; No curb provided along Vath Street.
C. Outside Agencies – The applicant should indicate the current status of the following outside agency/permit approvals which will be required in conjunction with any approval the Board may grant:
- Jackson Township MUA

- The date of the survey in General Note Number Two has the latest date of 06/08/2010. The survey will need to be recertified to be within 12 months of the date of application.
- A note should be added to the map stating that the roadway dedication and shade tree and utility easement will be formally dedicated upon the filing of this map.
- The map should be updated to show existing conditions and pavement limits for Vath Street.
- The key map should be updated to be in conformance with the following Township requirements:
- A key map, at a scale of not less than one inch equals 2,000 feet, which shall be based on a reproduction of the Tax Map sheet or portions thereof, and shall show the subject site with reference to surrounding areas, existing streets, the names of all such street and any zone boundary or municipal boundary within 500 feet to the property in question.
- The legend shows the file map monuments as set. The map has the Municipal Clerks certification that bonds for the setting of the monuments. Should the monuments be set at a later time, the text in the legend should be revised.

- Proper establishment of required deed disclosure associated with impacts relative to the Lakehurst NAS.
Please be advised that the comments detailed above are based on our initial review of the application. Additional comments and/or plan revisions may be required subsequent to formal presentation by the applicant and any public comment which is received.
