STATEMENT OF OPERATIONS
Brookwood Enterprise LLC
D/B/A Cocoon Daycare
33 South New Prospect Road
eliminary and Final Major Site Plan Application with Design Waivers
Background
Brookwood Enterprise LLC (“Applicant”) proposes construction of a child care center on property located at 33 South New Prospect Road, and designated as Block 5902, Lot 53 on the Township of Jackson’s tax map (“Property”). The Property is located in the NC (Neighborhood Commercial) Zone. Pursuant to N.J.S.A. 40:55D-66.6, a child care center is permitted use in all nonresidential zoning districts of a municipality, and since the NC Zone is a nonresidential district, the proposed child care center is permitted use. The site is currently developed with a one-story single family home and commercial building most recently used as a veterinary hospital, along with related accessory structures and site improvements, all of which will be removed.
Revised Proposal
The Applicant seeks preliminary and final major site plan approval to construct an approximately 32,955 gross square feet child care center, with related site improvements on a 1.92 acre lot. The structure's two floors and basement will be used for the proposed child care center, with the main entrance located at-grade.
The child care center’s operation will include a maximum of four hundred (400) children, ranging in age from newborn to four (4) years old, and approximately fifty-three (53) staff members. There will be twenty-three (23) classrooms for the infants and children to be used as part of the child care center. Each classroom will accommodate 15-18 children at a time. Three (3) playrooms are proposed for the children and three (3) lunch rooms are proposed. In addition, an outdoor recreation area is proposed for two (2) classrooms at a time. The hours of operation will

occur between 8:30 A.M. and 4:15 P.M., Mondays through Fridays. The day-care center will be closed on Saturdays and Sundays.
Parents will be responsible for picking up and dropping off their children at the day-care. Parents will drop-off their children at three different time slots between 8:30 A.M. and 9:15 A.M., and will pick-up their children between 3:45 P.M. and 4:15 P.M. In addition, there will be an after-school child care program for children between 2:00 P.M. and 3:15 P.M.
To administer pick-up and drop-off, parents will park in the parking spots at the front of the building and enter the day-care to either pick-up or drop-off their children. The day-care will receive deliveries once per week through a box delivery truck for paper supplies as needed, during operating hours. A designated loading area is provided towards the south end of the Property.
