ROLL CALL:

COUNCILMAN BRESSI COUNCILMAN CHISHOLM COUNCILMAN FLEMMING COUNCILVICE PRESIDENT KERN COUNCIL PRESIDENT SAUICKIE

ATTORNEY MCGUCKIN TOWNSHIP CLERK KISTY

ALSO IN ATTENDANCE: BUSINESS ADMINISTRATOR WALL

As Clerk of this meeting, I publicly announce that in compliance with the provisions of the “Open Public Meetings Act” adequate notice of this meeting of the Jackson Township Council has been advertised in the manner prescribed by law.

COUNCILMAN BRESSI – Waived comments.

COUNCILMAN CHISHOLM— Waived comments.

COUNCILMAN FLEMMING – At our last Council meeting, we had a first reading to purchase and preserve 48 acres of land. This is a step I personally and we as a Council believe will be one of many purchases made in effort to retain the rural feel the Jackson we all know and love. The feedback I saw however, was fairly mixed; some saw this law and many people did not consider this the best use of tax dollars. I own a home and business in town, I am acutely aware of the strain property taxes place on residents and their own budgets.

The Council shares your desire to see your tax money being used wisely and efficiently. I can assure you this purchase, for the preservation of open space is an extremely worthy use of your tax dollars. One does not have to look very far over our borders of our town, to see lessons learned from other municipalities about the real cost of failing to preserve open space both financially and for quality of life. Yes, there is a cost for preservation and a far greater cost if we don’t do it. We need to preserve as much land as we can.

COUNCIL VICE PRESIDENT KERN – This weekend I wanted everybody to know that our very own Holbrook Little League on Bartley Road, will be hosting the New Jersey State Little League, Baseball and Softball Champion Games. Tournament starts Saturday at 11am and Championship Softball game will begin at 1pm Sunday. The Championship Baseball game begins at 2pm on Sunday. Please come out to show your support them.

Last week, I spoke about the Mail-in ballot procedure and importance of updating your voter registration and voter address. The County Clerk has stated that live ballots will be sent out to all voters that are on the County registry this week or next week. If you receive a ballot to your address that does not belong to someone in your household please call the Ocean County Board of Elections at (732) 929-2167. Thank you all for coming out and have a nice week.

COUNCIL PRESIDENT SAUICKIE – Councilman Flemming mentioned the 48 acres of land that is up for purchase tonight; that open space preservation is aligned with what the residents of this town demanded of this Council. The 48 acres is the largest open land purchase exclusively done by Jackson Township in the last 20 years. It’s also less than a mile from the previous largest purchase, which was the 34 acres of Rova Farms last year by the town in an environmentally sensitive area.

It’s in line to protect Jackson’s unique environment while also maintaining Jackson’s rural quality of life and protection of overdevelopment. In addition, tonight we have 3 other purchases on the agenda including Ordinance 18-20, which adds an additional 4 acres to Rova Farms. In town, we have a community that is called 60 Acres. It’s obviously a name for the size of the property that it’s built on; it is a very nice community, but it is a lot of homes. In total tonight we take action preserving roughly the same amount of land. To me it is an example of this Governing body working together with Administration. We

have our first representative from Jackson on the Ocean County Land Trust Board with Councilman Flemming. We will support the argument with other towns that large towns with open space should have representation. We buy it because we are the largest town in Ocean County that has land for open space preservation. With Councilman Flemming on there we’re working with the County. At least one of the items on tonight’s agenda is working with the County and we’ll continue to do that as we move forward and continue with what the residents are expecting of us on open space. Thank everyone for coming tonight. Please get home safely.

PUBLIC COMMENT, ANY TOPIC

JEFF RIKER – 15 WALTER DRIVE – 30 year resident and your Environmental Commission Chairman. I want to say congratulations and job well done for your accomplishments and securing these lands; the tributaries that are along there are really important. This work means quite a bit even though some people in town don’t completely understand what it means. They look at dollars and cents, but for someone who has been here this long, these are pretty places and they’re going to continue to be some pretty places, long after we are done here. Thank you very much for the hard work. This generation might not completely understand it, but the next one will. Good Job.

ELENOR HANNUM -7 EVERGREEN COURT- She had two questions, she asked what is being done with the residential properties that are being used other than residential. She has contacted Jeff Purpuro and Andrew Cheney on these properties; one is 146 North New Prospect. They were ordered to do a change of use. It was scheduled for a hearing and then it was pulled.

The other property is 71 East Connecticut Concourse where cars are parked all along the road. This is a classic change of use and it is disrupting the neighborhood there is a first and second violation on this property but she has not heard anything since July 31st.

BUSINESS ADMINISTRATOR WALL- Stated he is happy to follow up on it and report to the Governing body.

Ms. Hannum also mentioned Redwood Place but did not have an exact address.

Her main concern is trucks parking on the JR Landscaping property. There is a court order dated October 29, 2015 and she feels this is a violation of the Court order. After a discussion, Attorney Mcgukin stated he will review the court order and speak with zoning board attorney and code enforcement officer to determine the status.

Ms. Hannum Also mentioned that JR Landscaping was supposed to submit a storm water management plan and has never done so.

NINO BORRELLI-36 WINTHROP DRIVE- I currently serve and volunteer on the Jackson Township Zoning Board of Adjustment so land use issues are a great interest to me. Thank you for passing Ordinance 16-20 to purchase certain land vacant land known as Pushkin Sunnybrook Estates to preserve it for open space to protect it from being developed, as well as Ordinance 18-20 authorizing open space preservation of 4 acre near Rova Farms. Rova Farms it is rural and pristine. Also, Resolution 324R-20 325R-20- it's great to see the County buying up this land as well in our town and have a Jackson guy Councilman Flemming representing our town's best interest on the county level with these nice land purchases here in our own town. These big land purchases will translate to a lesser burden on the future municipal taxes, services and less traffic congestion.

preserving the beautiful environment in resources we have in the areas of town as well. So both Ordinances 16-20 and 18-20 are a win for all of Jackson, particularly for all of the residents who happen to live in those particular areas. I hope land acquisitions will continue. I know it is not an easy task and I want to commend you and thank you for your continued efforts in keeping urban sprawl out of Jackson.

JOSEPH SULLIVAN- 31 CATHY COURT- I would like to congratulate the Council on the purchase of Pushkin Sunnybrook Estates and for encouraging the County Natural Land Trust to purchase developable land here in Jackson. I think anyone who opposes purchasing land to stop development is not thinking of the cost in their taxes, potential children in a school system, trash pickup, maintaining roads, maintain services, hiring more police officers to patrol. It is pennywise and pound foolish to oppose purchasing land and I support any measure that increases the fund to purchase land here in Jackson. I applaud you for having that on the ballot in November.

LENKE MONTELEONE-583 WINTERBERRY BOULEVARD- She had concerns about her neighbor who lives at 585 Winterberry Boulevard about their off road vehicles; Motorcycles and ATVs, being used every single day. They're making unbelievable noise, dirt and the smell of gas. She spoke to the Code Enforcement and someone came down to her property, she was told that the Police are able to enforce the Ordinance. Wants to know about the Ordinance if there could be anything done with the noise and use of off road vehicles.

Business Administrator Wall- Stated to Ms. Monteleone that he emailed the Police Chief and the Zoning Officer on the matters. Also, told Ms. Monteleone you can come to my office next week to discuss.

Attorney Mcguckin- Stated that use of their own ATVs on their own property is not a violation of any Ordinances, but whether it violates noise provisions, at test would have to be done.

Business Administrator Wall- Felt that we should have more information by Friday.
