ROLL CALL:
COUNCILMAN CALOGERO COUNCILMAN MARTIN COUNCILWOMAN UPDEGRAVE COUNCIL VICE PRESIDENT BRESSI COUNCIL PRESIDENT NIXON ATTORNEY CIPRIANI TOWNSHIP CLERK EDEN
ALSO IN ATTENDANCE: BUSINESS ADMINISTRATOR SCHLEGEL
As Clerk of this meeting, I publicly announce that in compliance with the provisions of the “Open Public Meetings Act” adequate notice of this meeting of the Jackson Township Council has been advertised in the manner prescribed by law.
COUNCILMAN CALOGERO – I received an email from a resident, Dean Reed, who is an Academy Bus commuter and was concerned over the reduced scheduling changes to New York. As an 18-year-long Jackson/New York commuter, I’m sympathetic of these commuters and have, on occasion, intervened in the past. I discussed the issue with Council President Nixon and Administrator Schlegel. Administrator Schlegel reached out to Academy and expressed the concerns of the Governing Body. Academy agreed that the cuts were too significant and agreed to return to the schedule. Just a reminder to the residents that the Township Council is here to listen. We hear your voices and take our commitment to serve very seriously.
COUNCILMAN MARTIN – Thank you for coming out. Waived comments.
COUNCILWOMAN UPDEGRAVE – Thank you for coming out. Waived comments.
COUNCIL VICE PRESIDENT BRESSI – Thank you for coming out. Waived comments.
COUNCIL PRESIDENT NIXON – The Governor’s office has declared March 2016 as Women’s Veteran Month. Please join in remembering the women that so bravely serve our Country. In every Town in every State the one thing that matters the most is the maintenance and protection of the quality of life of its residents and the enforcement of its codes and law. Jackson citizens hold firm to this principal as well. It’s fair to say we all took note of the fire in Lakewood last week that uncovered what appears to have been an illegal dormitory. While no one was killed in the blaze, the incident reminds us that there are no excuses to justify such a blatant disregard for laws designed to protect the health and safety of the people.
Over the last few weeks, I’ve been speaking with people to help them address their concerns with properties they have observed in Town to be potentially unsafe or occupied outside of their lawful use. I commend the residents who brought these issues to our attention and who care enough about our town to speak out. The improper tactics of realtors, real estate spectators, panic peddlers and blockbusters hoping to prey on Jackson is an issue that concerns us all. I will say if you see something -- say something. There are resources available to address these concerns at the disposal of our residents today. I urge everyone to sign up for the No Knock Registry. Don’t believe those who attempt to try to dismiss this tool. Our law is strong, effective and its penalties hit harder than those passed in nearby towns. No single law will deter those who intend on violating it.
Jackson and its residents must use enforcement and the tools provided by Federal and State laws to address anyone willing to ignore clearly defined laws of conduct. I encourage the people of Jackson to bring anything that seems “out of the ordinary” to the attention of Code Enforcement or the Police Department. It is important that violations of our law be addressed quickly and professionally. Residents should call the Ocean County Board of Realtors and complain about aggressive real estate activities. If you see trespassers or are intimidated on the street, call the Police immediately. Blockbusting is a violation of a long standing Federal and State law. The Real Estate Commission should be notified along with Federal Law Enforcement authorities. You can speak to anyone of the Council Members,

Administrator Schlegel, Attorney or staff. We’re a wonderful and welcoming community but we are bound to live by the same rules and laws. Respect for the law and equal rules respect for each other. Thank you and have a safe drive home.

This ordinance is up for 2nd reading and if no one moves it, it will die. There have been a number of changes and given that the Rent Leveling Board will review to see if it will be given back in a revised form. RESOLUTION 138R-16
TITLE: RESOLUTION OF THE TOWNSHIP OF JACKSON, COUNTY OF OCEAN, STATE OF NEW JERSEY STRONGLY SUPPORTS AND ABIDES BY THE CONCLUSION THAT CHRISTOPHER RIGHETTI BE DENIED PAROLE AND BE MADE TO SERVE OUT HIS LIFE SENTENCE FOR THE ABDUCTION, ASSAULT AND MURDER OF KIM MONTELARO
MOTION TO APPROVE BY: MARTIN MOTION SECONDED BY: CALOGERO YES: CALOGERO, MARTIN, UPDEGRAVE, BRESSI, NIXON
WHEREAS, on August 31, 1976, Kim Montelaro, a resident of New Milford, Bergen County, then 20 years old, was forcibly abducted, brutally assaulted and murdered by repeat offender, Christopher Righetti; and
WHEREAS, Christopher Righetti, Prisoner # 59431, is currently incarcerated for the killing of Kim Montelaro; and
WHEREAS, Christopher Righetti has gone many times before the Parole Board of Northern State Prison. His release was denied each time, as the parole board found that Christopher Righetti was unwilling to take responsibility for abducting, assaulting and murdering Kim Montelaro; and
WHEREAS, Christopher Righetti has never shown any remorse for his crime and has made no substantial progress in addressing the issues that led him to murder Kim

Montelaro and has demonstrated a substantial risk for recidivism; and
WHEREAS, Kim’s family should not be made to relive this horrible crime every few years when there is a parole hearing. They are forced to travel long distances from their current residence in Florida each time there is a parole hearing for their daughter’s killer. They continue to suffer unnecessarily on Christopher Righetti’s account; and
WHEREAS, in addition to the efforts of the Montelaro Family, the Township of Jackson, County of Ocean, State of New Jersey hereby supports the position that Christopher Righetti should not be granted parole and should serve out the full remainder of his life sentence. If a future eligibility date is set, we urge the Board to select a date at least 35 years from now. The abduction, rape and murder of an innocent young woman is a serious crime that demands justice; and the family of Kim Montelaro should be given the peace of mind of knowing that their daughter's murderer will remain behind bars for the rest of his life, as ordered by the court.
NOW, THEREFORE, BE IT RESOLVED that the Township Council of the Township of Jackson hereby abides by the conclusion that Christopher Righetti be denied parole and be made to serve out his life sentence, otherwise this creates a grave injustice to the family of Kim Montelaro as well as to society.
BE IT FURTHER RESOLVED that a copy of this resolution shall be sent to the Bergen County Police Chiefs Association, the New Jersey PBA, the Office of the Bergen County Prosecutor, Keep NJ Safe, Chairman James T. Plousis of the New Jersey State Parole Board and any other interested parties.

DISCUSSION AGENDA:
1. COUNCIL PRESIDENT NIXON –
a. No Knock Ordinance – It is important to spread the word as a community about the No Knock List as it is extraordinarily effective. The public has shared their ideas and one of the things we are “in the works” of doing is having the No Knock List available online. Come to Town Hall in person or register online. We will have it in a future Township mailer and have discussed it with Administrator Schlegel and appreciate Administration making room for us in their mailer. A resident suggested an online registry making it easier to get on the list and Administration is looking into it. Hopefully, we will have some information soon. The website is managed by Administration and we have recommended that and I appreciate them taking a look into it. We are also looking into background checks as we want to make sure that someone approaching your door is making sure they prove to us that they are above approach. Attorney Cipriani stated she will look into and respond to Council. This is an area of First Amendment regulations and there is a lot of case law on this subject. Let’s spread the word and get as many people signed up as possible.
PUBLIC COMMENT, ANY TOPIC
KELLY KANIS – 35 VILLANOVA DRIVE – Thank you for addressing the on-line No Knock list. Is there a time line and have you reached out to IT? Council President Nixon stated he didn’t have an answer as the IT Department falls under Administration. We will find out if it’s feasible and how quickly it can happen. Administrator Schlegel advised she will have a report available for Council at the next meeting. Our website is handled in-house and we are short a staff member. We just hired someone so hopefully we’ll have an answer by the next meeting. This is not the first time I’ve been approached by the Council President and the Mayor to try to get this done. Township Clerk Eden requested she be involved in this process as my office handles the No Knock registry. I just want to make sure it works out so there are not multiple list(s). Council President Nixon stated they need to make sure it is coordinated properly; we don’t want any gray areas.
