ASSIGNING A PROJECT TO TOWNSHIP ENGINEERS T&M ASSOCIATES FOR PROFESSIONAL SERVICES ASSOCIATED WITH THE DESIGN, CONTRACT ADMINISTRATION AND CONSTRUCTION OBSERVATION FOR THE INSTALLATION OF CURB AND SIDEWALKS ALONG BETHEL CHURCH ROAD

WHEREAS, Jackson Township has obtained FY2024 NJDOT Municipal Aid funding for the milling and repaving of Bethel Church Road (±0.65 miles) from South New Prospect Road (Route 641) to the limits of the recent Monmouth County Bridge Improvements at HL-20 (Howell Township Border) in the amount of 370,645.00 and T&M has previously been authorized for Professional Services associated with same; and

WHEREAS, neither the NJDOT grant award nor T&M's authorized scope of services include the installation of curbing and sidewalks in areas of the above-referenced section of Bethel Church Road which currently have curbing and sidewalks installed; and

WHEREAS, the governing body believes it would be beneficial to install sidewalks on one side of the roadway along the route and there exists a need for engineering services in association with such installation; and

WHEREAS, after a fair and open process, T&M Associates was appointed as Township Engineer to provide engineering services during 2025 and has provided a proposal for professional Services associated with the design, contract administration and construction observation for the installation of curb and sidewalks along one side of Bethel Church Road, which proposal is dated May 5, 2025, which is attached hereto and made a part hereof as Schedule A.; and

WHEREAS, T&M Associates has provided an estimated fee for this project of $123,100.00 which shall be billed monthly utilizing the hourly billing rate schedule set for in the annual contract as Municipal Engineer; and

WHEREAS, T&M Associates has the ability and knowledge to perform those services required and necessary by the Township; and

WHEREAS, the Township desires to assign the required engineering services project to T&M Associates.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Council of the Township of Jackson, County of Ocean, State of New Jersey, as follows:

1. That T&M Associates is hereby assigned to perform professional services associated with the design, contract administration and construction observation for the installation of curb and sidewalks along one side of Bethel Church Road in accordance with the T&M Associates correspondence dated May 5, 2025, attached hereto and made a part hereof as Schedule A.
2. That this resolution shall take effect immediately.
3. That a certified copy of this resolution shall be provided by the Township Clerk to the Chief Financial Officer and T&M Associates.
