2425 – 76 Risk Register Review & Health Safety Policy Update

Councilors receive a written report from the Assistant Clerk regarding the Risk Register and Health & Safety Policy, which appears as Appendix I in the Minute Book.

Recommendations 3.1 To note the changes in item 2.1.

3.2 To approve the additional hazard identification of ‘Risk from third party organisation’s collaborative events delivered in agreement with South Swindon Parish Council.’ and the accompanying control measures as per item 2.2.

3.3 To approve the Health and Safety Policy addition as per item 2.4

3.4 To approve the Health and Safety Policy addition as per item 2.5

3.5 To approve the Health and Safety Policy addition as per item 2.6

3.6 To write to the Old Town Business Association and request a signed copy of the SLA and the updated Health and Safety Policy before any future events can take place using the South Swindon Parish Council’s Public Liability Insurance.

Resolved: To approve recommendations 3.1, 3.2, 3.3, 3.4, 3.5.

To approve amended item 3.6: To write to the Old Town Business Association and request a signed copy of the updated Health and Safety Policy before any future events can take place using the South Swindon Parish Council’s Public Liability Insurance and to request a copy of their employer’s liability insurance or an assertion that they are not required to have it.

2425 – 77 Reducing Rough Sleeping Task Group

The Council received a proposal from Cllr T Silberberg for South Swindon Parish Council to become a member of the SBC led Reducing Rough Sleeping Task Group.

RESOLVED: To send a delegate to the Reducing Rough Sleeping Task Group and elect Cllr T Silberberg as the Council’s representative.

2425 – 78 Admission of Public and Press

To resolve in accordance with standing order 3(d) that ‘in view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the press and public be temporarily excluded, and they be instructed to withdraw’. Reason: Data Protection

2425 – 79 Enchanted Gardens Light Trail Update

To receive a written report from the events manager regarding the Enchanted Gardens Light Trail, a copy of which appears in the confidential minute book as Appendix A.

Recommendation 6.1 Approve the Events Working Party’s recommendation that the bar operator for 2024’s Enchanted Gardens Light Trail will be Fandangos Productions Ltd., as set out in 2.2.

6.2 Approve the Events Working Party’s recommendation that the food vendors for 2024’s Enchanted Gardens Light Trail will be The Town Gardens Café, Mamas Desserts, Rio Jones and Whitehorsebox, as set out in 2.3.

6.3 Approve the light up merchandise stock list and quantities, as set out in 3.2.
