This Cork County Council Adaptation Strategy is set within a policy framework at International, European and National level.
These International & European Policies and Agreements are outlined in Figure 1.3 below:
International and European Policies & Agreements
United Nations Framework Convention on Climate Change ( UNFCCC)-1992 The frameworks ‘objective is “to stabilize greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system” Kyoto Protocol 1997 The Protocol is based on the principle of common responsibilities: it acknowledges that individual countries have different capabilities in combatting climate change, owing to varying levels of economic development

EU Adaptation Strategy-2013 This is a White paper on adapting to climate change in 2009 which was followed by publication to the Strategy in 2013. The EU Adaptation Strategy has an overall aim of contributing to a more climate resilient Europe.
Paris Agreement 2015
The Paris Agreement, adopted in 2015 is a protocol set within the context of the UNFCCC and it is aimed at: limit global warming to less than 2°C above pre-industrial levels and pursue efforts to limit temperature increases to 1.5°C and building resilience and increasing the ability to mitigate the impact of climate change.
The Global Covenant of Mayors for Climate & Energy
This is a voluntary, bottom up, approach for local governments to combat Climate Change and move towards a low emission, resilient society. The Global Covenant of Mayors for Climate and Energy incorporates over 9,000 cities and local governments. Cork County Council is a signature party to the Covenant of Mayors since 2012.
