Who is responsible and implements Aedes invasive mosquito control

The Ministry of Health at the national level is responsible for preventive Aedes invasive mosquito control in six of the 17 countries, for reactive control in seven of the 17 countries and for the elimination of invasive Aedes mosquitoes after introductions in eight countries.

In Montenegro, the Institute of Public Health, along with other governmental and private institutions, is responsible for the Aedes invasive mosquito control. In Greece, the regional and municipal authorities, supervised by the Ministry of Interior, are responsible for implementing mosquito management (surveillance and control). The Ministry of Health develops the nationwide mosquito management policy and guidance and issues circulars. In Portugal, local municipalities in collaboration with Local and Regional Public Health Units are responsible for on-the-ground mosquito control actions, such as larvicide applications, public awareness campaigns, and enforcement of local health regulations. In Hungary, the Directorate General for Disaster Management within the Ministry of Interior is the responsible entity, in Serbia the Ministry of Public, Administration and Local self-government at national level, the Secretariat for Urbanism and Environmental Protection at the Vojvodina Province level and municipalities at the local level, and in Austria the District administrative authority (Bezirksverwaltungsbehörde).

Both national and sub-national entities are involved in the design of the mosquito control plan. The working groups within ministries are important bodies in the design of the control plans, as well as scientific or academic institutions (Table).

The following countries have other entities responsible for the design of Aedes invasive control plans:

  • Spain: regional and national. Some regions develop their own plan and some other adopt the national plan.
  • Montenegro: Institute of Public Health of Montenegro, along with other governmental and private
  • Belgium: subnational level, dedicated agency but not mandated by law; supported by expert advice.
  • Belgium: subnational level, dedicated agency but not mandated by law; supported by expert advice.
  • Portugal: Portugal does not currently have a single, unified national mosquito control plan publicly labelled
  • Austria: city/district/municipality.
  • Slovakia: Bratislava municipality.

In most countries (up to 12/17) the readjustment of these plans is done by the same agency that designs the plan. One country (Portugal) is known to evaluate and re-adjust its plans every year regardless of the specific objectives. Belgium, Netherlands, Portugal do this linked to the control objective 'elimination of invasive Aedes mosquitoes after introductions' and Greece, Montenegro, Portugal evaluate their control plan every year referring to the objective 'preventive control of invasive Aedes mosquitoes to reduce disease risk'. The frequency of the evaluation and re-adjustment is not known for most of the countries.

Preventive Aedes invasive mosquito control is embedded in a long-term (>3 years) strategy of disease risk control in six out if 17 countries. Reactive control is funded on an ad hoc basis in six of the 17 countries and the funding mechanism for the elimination of invasive Aedes mosquitoes after introductions is reported as not known for 10 countries.

The execution of preventive and reactive mosquito control in most countries is done by a public or veterinary health agency, or by a private company (Table).
