The City adopts an “appropriated budget” of Governmental fund types on the modified accrual basis of accounting by department. The City is required to present the adopted and final amended budgeted revenues and expenditures. The City compares the final amended budget to actual revenues and expenditures. An operating budget for the General Fund is legally adopted each fiscal year. The budget is adopted on a basis consistent with generally accepted accounting principles (GAAP).
The City generally follows these procedures in establishing the budgetary data reflected in the financial statements:
Departmental appropriations that have not been expended or encumbered by the departments at the end of the fiscal year will lapse.
The term “basis of accounting” is used to describe the timing of recognition, that is, when the effects of transactions or events should be recognized. The basis of accounting used for purposes of financial reporting in accordance with generally accepted accounting principles (GAAP) is not necessarily the same basis used in preparing the budget document. The City of Balch Springs uses the budgetary basis of accounting when preparing capital outlays within proprietary funds. Also, items reported as “other financing sources” and “other financing uses” under the GAAP basis of accounting are instead classified in the budget as revenues and expenditures under the budgetary basis of accounting.
