A minimum of three quotes are required for all purchases between $2,500 and $70,000.

Written quotes or quotes obtained through the e-procurement system are required.

At minimum, one of the three quotes must be from MWBE / HUB sources. Use of the e-procurement system and public notification satisfies the requirement.

All quotes must be written and copies must be scanned into the requisition system (STW). This includes non-responsive quotes. If the e-procurement system is used to obtain quotes, the quote number must be referenced in the requisition.

Larger dollar quotes, especially those for construction must be processed with the quote template or through the e-procurement system.

Purchases less than $70,000 may require the use of competitive bidding procedures when it is in the best interest of the City.
