AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALCH SPRINGS, TEXAS, APPROVING AND ADOPTING A BUDGET FOR THE CITY FOR THE FISCAL YEAR OCTOBER 1, 2025 THROUGH SEPTEMBER 30, 2026, IN ACCORDANCE WITH STATE LAW; PROVIDING FOR THE FILING OF THE BUDGET AS PRESENTED IN EXHIBIT "A"; PROVIDING THAT EXPENDITURES FOR SAID FISCAL YEAR SHALL BE MADE IN ACCORDANCE WITH SAID BUDGET; PROVIDING SEVERABILITY, REPEALING AND SAVINGS CLAUSES; AND PROVIDING AN EFFECTIVE DATE FOR THIS ORDINANCE.

WHEREAS, the governing body of the City concluded its public hearing on said budget on September 8, 2025, and notice of the public hearing was published in the official newspaper of the City in accordance with State law and the City Charter; and

WHEREAS, the City Council hereby finds that it is in the best interest of the City and its citizens to adopt the annual budget as detailed in Exhibit "A".

Section 1: Incorporation of Premises. That the above and foregoing recitals are true and correct and are incorporated herein and made a part hereof for all purposes.

Section 2: Adoption of Budget. The 2025-2026 budget attached hereto as Exhibit "A", and the maintenance and operation and debt service funds, and all other funds and appropriation set forth therein including general, sales tax, special revenue and enterprise funds is hereby approved in all respects and is adopted for the City's fiscal year beginning October 1, 2025, and ending September 30, 2026.

Section 3: Appropriation of Funds. For the City's fiscal year beginning October 1, 2025, and ending September 30, 2026, the amounts reflected in the budget: (a) to provide for a sinking fund for the payment of principal and interest of debt: and (b) to provide for the payment of expenditures shown in the budget, are hereby officially appropriated for maintenance and operations and such other expenditures and appropriated recited therein.
