P. Annual coolant and chemical certification. The operator shall ANNUALLY CERTIFY COOLANT AND PROCESS-CHEMICAL INVENTORIES, LOSSES, LEAKS, SPILLS, REPLACEMENTS, OFF-SITE SHIPMENTS, RECYCLING, TREATMENT, AND DISPOSAL. The certification shall include non-confidential disposal/recycling records and shall identify any event requiring notice to DEP, EPA, a river basin commission, a sewer authority, a water supplier, emergency responders, or the municipality.
