N.1. Coolant replacement, flushing, and disposal. A TRUE CLOSED-LOOP SYSTEM SHALL NOT ROUTINELY DISCHARGE COOLANT. Any non-routine coolant replacement, flushing, filter changeout, reclamation, recycling, or disposal shall be performed only under an approved procedure using properly authorized vendors and manifests or equivalent documentation. No coolant, glycol mixture, dielectric fluid, inhibitor, biocide, flush water, cleaning water, treatment residual, or chemically contaminated water shall be discharged to stormwater systems, groundwater, surface waters, or sanitary sewer unless expressly authorized by all applicable permits, the sewer authority if applicable, and the municipal approval record.
