D. The purpose of this ordinance is NOT to prohibit data centers. The purpose is to allow appropriately sited data centers ONLY where the APPLICANT DEMONSTRATES, by substantial evidence, that the use and all associated infrastructure can SATISFY OBJECTIVE STANDARDS protecting public health, safety, welfare, environmental resources, water and sewer capacity, emergency services, neighboring land uses, and sensitive receptors.
