E. Closed-Loop System Verification at Start-Up (Under Review)

• Prior to commencement of full facility operations, the facility owner and operator shall provide written verification from a licensed professional engineer or qualified cooling-system installer that:
• All closed-loop cooling systems have been pressure-tested or otherwise inspected for leaks and system integrity;
• Testing and inspection were conducted in accordance with manufacturer specifications and applicable industry standards; and
• Any deficiencies identified during testing have been corrected and re-verified.
• The Zoning Administrator may require follow-up verification or inspection if there is credible evidence of leakage, system malfunction, or resulting impacts to neighboring land uses or environmental resources.
