All cooling and refrigeration systems shall use refrigerants with zero Ozone Depletion Potential and Global Warming Potential compliant with the EPA phasedown in effect at application; chlorofluorocarbons and halons are prohibited.

Any system containing fifteen (15) pounds or more of refrigerant shall be continuously monitored by automated leak detection; detected leaks shall be repaired within fourteen (14) days with follow-up verification; refrigerant purchase, disposal, and leak records shall be retained five (5) years and produced on request; and at decommissioning all refrigerants shall be recovered and recycled by EPA-certified technicians and equipment.
