In the Matter of the Application for Transfer of the Market Certificate for Headwaters Livestock Auction PROPOSED DECISION AND RECOMMENDED ORDER
The Department of Livestock ("Department") has appointed the undersigned to serve as the Hearing Examiner in the matter of the application for transfer of the livestock market certificate of public convenience and necessity ("market certificate") for Headwaters Livestock Auction in Three Forks, Montana. § 81-8-253, MCA. The application proposes to transfer the market certificate currently held by the estate of Narvel Blackstock and Valley View, LLC ("Seller") to Wheatland Livestock, LLC ("Buyer").
A public hearing was noticed and held on August 10, 2026, at 3:00 p.m. at the Headwaters Livestock Auction, 25 Wheatland Road, Three Forks, Montana. The personal representative of Seller, the owners of Buyer, and members of the public attended the hearing.
