Staff Policies and People Strategy – 2025/26 Highlights

Over the past year, we have focused on delivering greater impact and ambition in how we fulfil our purpose, while continuing to evolve as a future-fit organisation.

Perform & Develop

Scottish Enterprise succeeds through its people. Central to our approach is building the skills, capabilities and experience we need to succeed in a changing environment. Through regular performance and career conversations, managers and colleagues set clear objectives, share ongoing feedback, and support development aligned to individual ambitions and organisational priorities. Our values and behaviours are woven into these discussions, ensuring consistency not only in what is delivered, but in how it is achieved.

Training on foundational topics including cyber security, GDPR and data confidence, and Equality, Diversity and Inclusion (ED&I) continued to be refreshed, updated and completed by colleagues. We accelerated digital and strategic skills development and rolled out Microsoft 365 Copilot enterprise wide. To support adoption, hands-on training and briefings brought confidence to all colleagues taking advantage of the technology, and very quickly, productivity gains became increasingly evident.

Engage & Recognise

Recognising outstanding performance continued to strengthen our values-led culture. Our Living the Values awards celebrated individuals and teams who went above and beyond to demonstrate our values, fostering appreciation and encouraging others to be Ambitious, Impactful and Dynamic.

Colleague engagement remained a priority throughout 2025/26 and was especially important as we increased our transformation activity. We used divisional calls, our annual All Colleague digital event and regular CEO briefings to hear from colleagues and shape our priorities. Our quarterly engagement survey remained a key measure of sentiment, with overall engagement at 7.4 compared with the professional services industry benchmark of 7.7.

We continued to work closely with our recognised trade unions through formal forums, including the JCNC and Health & Safety Committee, and regular meetings with the Chief People Officer and Chief Executive. This collaborative approach maintained transparency and trust as we kept colleagues informed of organisational developments.

At the heart of our culture are key colleague policies, including our Code of Conduct, Dignity at Work and Diversity & Inclusion standards, which set clear expectations for respect and integrity. In 2025, we strengthened our Dignity at Work policy to reinforce anti-harassment measures and uphold the highest standards of workplace conduct.
