SCOTTISH ENTERPRISE ANNUAL REPORT AND ACCOUNTS 2026
Accountability Report
Scottish Enterprise's reputation, influence and impact on delivery
RISK
As Scotland’s national economic development agency, Scottish Enterprise must maintain a strong, visible presence, backed by the capability, ambition and resources to lead transformative change. Our reputation, influence and delivery are vital to shaping national economic ambitions, responding to current and future economic challenges, and building trust with stakeholders.
If Scottish Enterprise cannot support high-impact companies due to policy changes, or is perceived as lacking ambition or failing to lead Scotland's response to economic shifts, the potential impacts could include:
Erosion of reputation and stakeholder trust.
Reduced colleague engagement and morale.
Impact on delivery through failure to achieve our published performance measures.
Impact on delivery through reduced project pipelines and missed investment opportunities to lead transformative projects in key sectors that will address Scotland's structural economic challenges.
Diminished influence over national policy and strategy.
This was identified as a principal risk for Scottish Enterprise during 2025-26.
KEY MITIGATIONS
Strengthened, co-ordinated communication and engagement activity to ensure coherent and consistent messaging on our missions and corporate priorities across all external and internal communications.
Implementation of refreshed approach to reputation management.
Partnership engagement plan.
Continued focus on project pipeline, delivery performance and associated impact, with regular reporting to the Executive Leadership Team and the Board.
