Governance is the system of rules, practices and processes that are put in place to manage an organisation. The Corporate Governance Report explains Scottish Enterprise's governance structures (including our Board and our Executive Leadership Team) and how these arrangements have supported the achievement of our objectives during 2025-26.
The Scottish Enterprise Board has overall responsibility for the delivery of Scottish Enterprise's purpose and functions. It oversees the direction of the organisation and helps ensure we are adding value to Scotland's economy efficiently and with impact. Apart from the Chief Executive, Board members are appointed by Scottish Ministers, in accordance with the Code of Practice for Ministerial Appointments to Public Bodies in Scotland issued by the Commissioner for Ethical Standards in Public Life in Scotland. The Chair and Board members are accountable to Scottish Ministers and to the Scottish Parliament.
