Accelerating the Energy Transition

To reach our ambition by 2028, we will:

  • Identify, analyse, and address key policy and industry barriers, working with key stakeholders, to accelerate the delivery of a pipeline of consented and funded energy sector projects in Scotland.
  • Support the delivery of market-ready infrastructure for the energy transition, including facilities for testing, marshalling, assembly, integration and deployment of offshore wind power.
  • Attract inward investment for offshore wind, hydrogen, power networks and alternative fuels.
  • Enable 1,000 companies to access energy sector opportunities with a particular focus on the north-east.
  • Drive investment of £500m and up to 800 direct jobs in Grangemouth as a location of choice for low carbon fuels and sustainable chemical manufacturing through our cluster development work, which will deliver projects throughout the cluster including Project Willow.

2025/26 activities included:

  • A continued focus on strengthening supply chains, particularly in the North-East, recognising that supporting UK and international opportunities is critical to delivering near-term growth for Scottish companies. Engaging over 1,000 companies through targeted awareness campaigns. Early indications also show progress in supporting Tier1 companies to develop and embed Scottish supply-chain capability.
  • Leading on the development of a cluster strategy at Grangemouth to co-ordinate investment, innovation and infrastructure to create a new future for the site. Grangemouth is a key strategic proposition for Scottish Enterprise and brings together our partners, networks, resources and capabilities, for the benefit of the Scottish economy.
  • Improving access to company support across Scotland by establishing the Clean Energy Cluster as a founding partner — creating a more coordinated, visible and accessible support pathway for offshore wind supply chain companies, reducing fragmentation and enabling faster, more effective engagement with growth opportunities.
