Infrastructure Capacity (limitations)• Infrastructure requirements are factored into MMU's estates strategy and coordinated with the Oxford Road Corridor Partners. This approach has seen significant levels of infrastructure investment in recent years
Viability Issues• The existing site is coming to the end of its life and is identified as an opportunity for redevelopment. There are no known abnormal on the site.
Deliverability Timescales• Status: Pre-planning, identified in MMU Estates Strategy (2017-2027). • Minimum timescales as set out below: • MMU business case approval. This academic year. Developer partner procurement (OJEU)— 12 months Planning application preparation: c.6 – 12 months. Determination period: c. 4 months: 3 to 4 months • Pre-construction conditions, demolition and enabling works contract and implementation. Plus main contract procurement – 12 months • Construction period: 2 years. Estimated duration: 5 to 6 years
Key Findings and Recommendations• Owned by MMU and currently occupied by MMU's Faculty of Science and Engineering and identified for redevelopment, as facilitated by John Dalton West, a new building for MMU's Science and Engineering department (due to complete in Q3 2023). • Very early days and there are no firm proposals that we are aware of for this site and no masterplanning / feasibility study work appears to have been undertaken. Timescales therefore unknown at this stage and likely to be a minimum of 5 to 6 years. • Our assessment is that there would be an opportunity to locate a tall PBSA building as part of a wider redevelopment of John Dalton East, which could provide in the order of 500+ bedspaces. Height likely to be appropriate as part of a carefully masterplanned approach to the Site, and as part of a wider mixed use development. There are a number of taller buildings in the vicinity. • Environmental considerations (e.g., air quality, noise) given immediate adjacency to Mancunian Way) and some residential amenity considerations given proximity to the Quadrangle. • Our recommendation is for regular dialogue to take place with MMU as part of their ongoing estates planning process to ensure that the university's PBSA requirements can be addressed appropriate in the context of local planning policy and other material considerations, with high density, but place based solutions encouraged in line with the recommendations of the Oxford Road Strategic Spatial Framework.
