Regeneration Context & Relevant Planning ConsiderationsFalls within the Victoria Park, Charles Street and Granby Row Development Framework (draft for consultation in June 2020, not formally endorsed). The draft framework was prepared following approval of the IQ Echo Street proposals (planning permission ref: 118267/FO/2017) and relates to an area largely owned by IQ. Sets out guiding principles for the delivery of a 55 storey building in place of Bainbridge House comprising a hotel (circa 250 rooms) and co-living accommodation (770 -950 bedspaces). Sets out principles that would activate Granby Row through the introduction of ground floor commercial uses (500 sq.m) at Lambert House and Fairfield House, together with enhancements to the surrounding public realm. Identifies an opportunity for the provision of modest rooftop extensions to Lambert House and Fairfield House along with elevational enhancements which would better complement character and quality architecture of the Whitworth Street Conservation Area (capable of delivering 30-60 additional PBSA bedspaces). Site located within Oxford Road Spatial Framework (endorsed by MCC Executive in March 2018) area. The SRF makes no specific reference to the site, however more generally it seeks the following when considering new development in the study area: Promotes an increase in density and densification where that can be justified and alongside enhanced architecture and place making strategies. Promotes the need to accommodate more student housing in the area, where in accordance with Core Strategy Policy H12. The North Campus SRF is currently under review as part of the ID Manchester initiative. It is also anticipated that the Victoria Park, Charles Street and Granby Row Development Framework will also be refreshed / incorporated into this thinking.
