2 (a) Site Analysis
2.4. Each site has been critically assessed based on criteria developed and agreed with MCC Planning Officers in order to objectively test and challenge deliverability, understand the realistic / defendable timing of delivery, and the capacity of those sites:
The deliverability criteria include:
the site's planning history and whether that presents an obvious challenge or limitation to PBSA delivery;
potential land ownership issues or constraints;
accordance with planning policy;
potential contribution to regeneration;
identifiable technical constraints - e.g. access, flood risk, adverse ground conditions, listed buildings and conservation areas;
any known infrastructure capacity limitations;
known viability issues;
adjacent land use and impact considerations, especially with regard to existing local communities;
buildability / construction logistics where possible to assess; and,
whether proposals have received support from the universities or form part of their estate's plans.
With regard to capacity, in most cases either planning applications have been submitted or we are aware of feasibility studies that have been progressed. Where this is not the case, defendable assumptions have been agreed with the LPA regarding the amount of development that could be accommodated, in principle, should planning permission be forthcoming. This has been informed by our site analysis and considers development plan policy, other material considerations and development context / precedents.
With regards to timing, a set of defendable assumptions for each site have been developed, based on known information and typical timescales in relation to the planning process as well as getting to site and subsequent construction periods.
2.5. To inform the assessment methodology, a review of relevant and recent planning applications and appeal decisions in major university cities has been undertaken. The purpose of this review was to identify whether
