2.1. The following methodology has been utilised to provide MCC with an objective assessment of its identified PBSA supply and associated recommendations on next steps.
2.2. The adopted methodology is as follows, with further details set out below:
List of Sites – including gap analysis.
(a) Site Analysis – deliverability, capacity, and defend-ability.
University Workshops – University of Manchester, Manchester Metropolitan University.
Recommendations — actions and opportunities.
PBSA Policies – policy review.
2.3. Manchester City Council had initially provided a list of 12 sites that it considered capable of supporting PBSA and meeting identified need. Following further discussions, this list of sites has been extended to 20 as identified in figure 2.1 and the accompanying table 2.1. In addition, following discussions with University of Manchester, we have added Owen's Park in Fallowfield into our analysis. The University is planning a major redevelopment of approximately 2,300 existing PBSA bedspaces (1,071 of which have already been mothballed). Masterplanning options for the site are currently under consideration with the potential to provide up to 700 net additional PBSA bedspaces.
