| Key Findings and Recommendations | A planning application is being prepared for a PBSA proposal on the site, comprising c. 600 bedspaces, as part of a mixed-use proposition that would also deliver c.300k GIA commercial office building on the adjacent plot and significant areas of public realm. The proposition includes a commitment to deliver 15% units under a nomination agreement with MMU. Public consultation was undertaken in August and October 2022 and the application is currently live and pending determination.
There are no known physical or logistical impediments to delivery.
The site is vacant land within a long-established regeneration area. The First Street Development Framework identifies the site as being capable of accommodating high density buildings of scale, subject to full detailed analysis of impacts and compliance with the relevant development plan policies. It is identified for commercial-led development, although alternative uses may be acceptable where they facilitate delivery of the primary commercial office use. A case has been put forward by the developers to establish this as part of pre-application discussions
There are no specific actions for MCC in the context of this site other than in their ultimate capacity as Local Planning Authority where they can support the positive planning of the site and the timely consideration of the planning application. |
