| | | | | | There would appear to be a good prospect of planning permission being granted and should that be the case, the applicant is targeting completion for the beginning of the academic year in 2025.
Our recommendation is to continue to progress the application through to determination. Should this scheme be approved then it would shift to green. |
| 15) Unite Students
New Medlock House | Unite Students | Pre-Planning | 300 (net increase) | Amber | 2026 | Principle of PBSA on site established – existing PBSA on site.
Opportunity to increase density on site. Located at a key gateway site at the south of the city centre with our initial analysis indicating scale appropriate in this location given position on the ring road, gateway position into the city centre.
Potential to deliver additional height on site (c. 30 storeys) – subject to feasibility work.
Result in net increase in number of PBSA bedspaces – possible 300 PBSA bedspaces plus.
However, notwithstanding this planning potential, we cannot at this stage consider this to be a reliable part of the pipeline until such time as Unite confirm that redevelopment (with consequent loss of trading) is a viable proposition and something that they could satisfy their funders / investors about.
In terms of recommendation, MCC could instigate discussions with Unite to understand the future plans and ascertain their appetite to undertake a feasibility study into the potential for redevelopment as PBSA. |
| 16) Upper Brook Street
a) Williams Site | a) MCC (freehold) and Williams leasehold
b) McLaren | Pre-planning | 1,700 | Amber | From 2026 (assume third in 2026, third in 2028 and third in 2030) | This is a significant opportunity to bring forward circa 1,700 PBSA bedspaces and in so doing, support mixed use regeneration. We understand that pre-application discussions are underway and that the planning process is a significant potential risk to the delivery of this site, with a key issue being the potential for objections from the local community at Ardwick. |
