The First Street Development Framework identifies the site as being capable of accommodating high density buildings of scale, subject to full detailed analysis of impacts and compliance with the relevant development plan policies. It is identified for commercial-led development, although alternative uses may be acceptable where they facilitate delivery of the primary commercial office use. A case has been put forward by the developers to establish this as part of pre-application discussionsThere are no specific actions for MCC in the context of this site other than in their ultimate capacity as Local Planning Authority where they can support the positive planning of the site and the timely consideration of the planning application.

It demonstrates complexity with Policy H12 and the development plan as a whole. This is particularly in light of the identified student need, the site's proximity to the University Campuses, the support of MMU and Royal Northern College of Music, the positive track record and credibility of the PBSA provider and given the positive evolution of the scheme to address site specific issues that relate to car parking, scale and residential amenity.As such, this site cannot be fully discounted at this stage. It has not yet been finally refused and Members should carefully consider that course of action against officer recommendations. Our view would be that it would stand a good prospect of success should the applicant decide to appeal against a future refusal, or, as it stands, against non-determination.Our recommendation would be for MCC officers to continue to work with the developer, local Members and local residents in order to seek a positive resolution and grant of planning permission for this scheme.
