Kentucky State University needs a professional firm's assistance in hiring and training staff members who will perform various accounting, budgetary, payroll, data processing, purchasing, and other procedural and internal control-related activities. The University also lacks the competencies to prepare monthly bank reconciliations and forecasts on cash flows, budget executions, and key performance indices.

Kentucky State University requests approval to enter into a contract with YPTC consulting firm.

The Council on Postsecondary Education has earmarked consulting services funds of $500,000 in its Management Improvement Plan. The University estimates that the total costs of services will amount to between $250,000 and $300,000.

Interim President Ronald A. Johnson recommends that the Board of Regents approves the YPTC personal services contract.
