Deliverability Timescales The submitted viability statement is based on the following timescale assumptions, which can be referred to (subject to planning) for the purpose of this report: • Start on site in September 2023. • 3 months lead in / mobilisation to construction of buildings 3 and 4, including demolition. • 18 months construction programme for the new build elements (buildings 3 and 4). Start on site in January 2024. • 3 months lead in / mobilisation for refurbishment of St Gabriel's and Woodthorpe Hall – starting February 2024 • 12 months refurbishment works (St Gabriel's and Woodthorpe Hall) commencing in May 2024. In short, all of this would point to a target of opening for the beginning of the academic year in 2025. Estimated duration: 2.5 to 3 years

Key Findings and Recommendations • Area to the south of Hathersage Road is principally characterised by residential uses, comprising mix of student accommodation and owner occupier dwellings. • The scheme provides PBSA in a mixed use area close to the Universities and the high frequency Oxford Road bus corridor. • The site is currently derelict following the cessation of its former use as student accommodation. • The proposed development will regenerate the site, removing poor quality buildings whilst retaining and refurbishing the site's non-designated heritage assets. • The are no obvious, incurmountable development management issues and the applicants have submitted viability evidence which shows that the scheme is deliverable. • There would appear to be a good prospect of planning permission being granted and should that be the case, the applicant is targeting completion for the beginning of the academic year in 2025. • Our recommendation is to continue to progress the application through to determination. Should this scheme be approved then it would shift to green.
