Key Findings and Recommendations• The Site is owned by UoM Manchester and has been identified by them as a possible location for a PBSA scheme in order to meet their future needs. The existing Prayer Hall will need to be relocated as part of any proposals. • The Site has therefore been identified as an opportunity for PBSA within the endorsed 2018 MSP SRF, with proposals also required to provide primary active frontages along key routes including Greenheys Lane, as well as activating the new public realm.
• Feasibility studies by BDP have been prepared in support of the SRF and underpin the capacity assessment. • Moving forward, planning proposals will need to be carefully interrogated and justified in relation to their scale, construction and operational management, and more generally in relation to their potential impact on the amenity of existing residents. Any application will require a carefully considered process of community consultation and engagement. • Our recommendation is to maintain dialogue with UoM and encourage them to bring forward this site. Also, as the application is in close proximity to Hulme residents and will face scrutiny, there will be a role for MCC to seek to support constructive dialogue. Ultimately the LPA will need to assess planning proposals on their specific merits with regard to the development plan and other material considerations.
